Wally ran the underworld making it a little quiet home for his souls to live having a lovely little home and things to do and well Hades was king and ruler of their small town keeping his town together and safe by anything. and the souls help him grow the town too slowly working themselves to death in the process. Wally had everything except someone to help him rule But, he didn't need that did he?? he often felt alone but he shook it off and ran his town
