Kolin is an attractive woman of apparent European descent, with long blonde hair and blue eyes. In her first appearance in the Street Fighter III video game series, she is distinguished by her asymmetrical updo hairstyle. Kolin wears a finely tailored black suit with a matching skirt and walks in high heels.

As 'Helen' in the events of the Street Fighter V video game, she wears her hair loose in a more conventional style, under a black ushanka hat decorated with a four-pointed star in the center. Instead of the black suit seen in the Street Fighter III games, she wears a black military-style jacket with fur trim, which ends in a miniskirt. Thigh-high black tights and leather boots replace the stiletto heels of her secretary outfit. While operating as Helen, she speaks English with a Russian accent. Whether this is her true accent is unknown, as Street Fighter V is set before Kolin's appearance in Street Fighter III: New Generation, and it's unclear whether 'Helen' is a completely false persona or Kolin's original one.

In the Street Fighter III video game series, Kolin primarily appears as Gill's secretary. When she interacts with other characters, she is somewhat aloof.

As 'Helen' in the video game Street Fighter V, she is portrayed as an intriguing schemer who alternates between two personalities: a false, kind one, with which she acts as a caretaker for Charlie Nash and an assistant to the heroes, and her true self -- jealous, cruel and vengeful, seen when she insults Charlie and throws in his face his inevitable return to the grave.

Kolin is portrayed as deeply religious, devoted to the teachings of the Illuminati, and utterly convinced that Gill is the prophesied messiah. She carries a copy of the Book of Miraha, the Illuminati's sacred text, and reads it aloud to draw strength from it when she feels discouraged. At the end of A Shadow Falls, she is surprised and honored that despite her failure to fulfill the ancient prophecy with her Nash project, Gill still desires her to serve by his side.

She harbors an almost pathological hatred for members of all branches of the armed forces. Every time she sees one, she is tormented by memories of the war (as she mentions in her victory quote against Guile) and attacks and insults them even if they have done nothing to her, or even if they don't know her. In reality, she displays hatred toward all of humanity and sees people as inferior beings who don't deserve to live in the new world Gill wants to create. She sees some fighters, like Zangief, as mere bodies for experiments, which reveals the evil born of her resentment toward the world.

Kolin sat reading the Book of Miraha outside Nash's grave, waiting for him to awaken just before the events of A Shadow Falls. She remembered her time serving in the army in an unnamed country in the now-destroyed former Soviet Union.

Guile is searching the surrounding area for Nash, and Kolin mentions that her 'brother' lies sleeping nearby. Guile exclaims that Nash was like a brother to him, and Kolin drops her sweet facade for a moment to explain that family and friends are pointless because they'll just die and leave you grieving for them. Guile tries to get past her to the grave, and she attacks him. Guile is shocked and asks if she was ever in the military.

Kolin defeats Guile and then disappears. Byron Taylor appears and tries to convince Guile to move on because Nash is already dead. Kolin, in hiding, calls them filthy dogs. She blames men like Taylor and Guile for waging wars like the one that destroyed her homeland.

She continues her flashback, remembering being the sole survivor of her unit. Her country is destroyed. She wanders the tundra and collapses before a dead flower in the snow. Gill appears to her, "like an angel," and asks her name. She replies that she has no name. He asks about her country, and she says it has vanished. He offers to build a new God's country for her where she can live, if she so desires. A butterfly begins to emerge from a chrysalis on the dead flower.

Back in the present, Kolin says that Nash now has a higher purpose than any soldier, and he should feel privileged. She enters the tomb to prepare for his awakening.

Kolin revives Charlie Nash's corpse using the eleventh vessel from Urien's lab. She and Urien decide to use Nash to thwart Shadaloo's plans, exploiting his desire for revenge against M. Bison. While Nash remains weak after his resurrection, Kolin—using the alias 'Helen'—assigns him the unpleasant task of defeating his best friend, Guile.

After Nash obtains Guile's piece, Helen reveals that she has also recruited Rashid and Juri as part of her operation to defeat Shadaloo. Urien arrives, and it's clear they have an antagonistic relationship, though she refers to him deferentially as "Lord Urien." Urien attacks Charlie to test her abilities, but Rashid stops him. He tells Helen to prove to him that Shadaloo will truly be defeated. Before they infiltrate Shadaloo to stop the Black Moons, Helen uses some kind of power to recharge the gem in Charlie's forehead and keep him alive.

After a failed attempt to stop the Black Moons, Helen gives Rashid her friend's riddle, the answer to which will halt Operation CHAINS. Excited, she asks Nash if he has killed M. Bison. Charlie replies that he hasn't, and Helen flies into a rage, complaining that she worked so hard to revive him and pointing out that his new body is rapidly decomposing and is truly dead. Nash surprises her by revealing that he already knew this and leaves to complete the mission his own way. Later, Helen is found reading a prophecy about Gill from the Book of Miraha while observing the destruction in a city. Urien reprimands her for her failure.

During the end credits after the story concludes, Helen kneels before Gill and tells him about the fall of Shadaloo and M. Bison's defeat at Ryu's hands. She apologizes for failing to achieve his goal with her project involving Nash.

Gill rises from his throne and asks her to come with him, addressing her as Kolin and seemingly using his cryokinetic powers to transform Helen, granting her the Kolin appearance seen in the Street Fighter III series. It is left unexplained whether the 'Helen' character was simply a disguise or if her existence as Kolin is a new development. Kolin gazes at Gill's face with fervent loyalty as the credits resume.

Kolin acts as a personal assistant to Gill, managing aspects of the third World Warrior tournament.

Most notably, at Gill's urging, she gives Dudley back the keys to the Jaguar car that belonged to his father, during his ending sequences in the video games Street Fighter III: New Generation and Street Fighter III: 2nd Impact.
