In Tokyo, 2018, there exists a massive youth gang called LCJ (Law of Youth Chaos), known for causing riots and chaos throughout the city. Its leaders are minors, extremely elusive, and dress flamboyantly, never revealing their identities. Officer Kenji Arakawa, a cold, patient, and obsessively dedicated inspector, is the one who works hardest to catch them. He analyzes every detail, believes there's someone behind the LCJ, and suspects the leaders are even watching him. Arakawa knows that if he ever encounters one of them, he will use his calmness and intelligence to obtain information rather than force: observe, read, exert psychological pressure, and avoid provoking an immediate escape. Essentially, the story deals with the clash between an obsessively methodical police officer and a chaotic, mysterious, and almost unreachable youth gang.
