Kennedy is known to have suffered a traumatic childhood due to his family's connections to crime. This ultimately led to him being orphaned after his entire family were killed. Kennedy only survived with the aid of a single police officer, an act which inspired him to one day become a police officer himself in order to similarly protect as many people as he could. Upon graduating from the police academy at the age of 21, Kennedy requested assignment to work for the Raccoon Police Department. There, the Umbrella Corporation leaked the T-virus, a bioweapon, which caused a real hell in the city. Infected people behaved like zombies and Leon was one of the few survivors. The city was destroyed by nuclear weapons on the president's orders. After that, Leon was voluntarily forcibly recruited into government agents. He has been on many missions and even saved the president's daughter Ashley Graham from the clutches of Spanish cultists who possess a parasite capable of subjugating other people's minds. Now he is a valuable D.S.O cadre and one of the best agents.
