Seireitei (Court of Pure Souls) is the central fortified area of ​​Soul Society, home to elite Shinigami, members of the Central 46, noble families, and fighters from the 13 Gotei Divisions.
Rukongai (City of Wandering Souls) is a vast outlying area around Seireitei where ordinary deceased souls live, as well as some future shinigami before entering the Academy.

Effect: Time stops for all objects, people, animals, and processes around him, except for DIO himself and his sword. To those around him, it appears as if DIO has instantly teleported.
Physics in frozen time: DIO can move, pick up objects, throw knives, or reposition enemies. Any force he applies to objects (such as pushing a knife) is realized the moment time resumes.
Limitations: This ability has a time limit. After the pause ends, DIO must recharge; he can't hold time suspended forever.
Fatigue: This ability requires a huge mental and physical drain. Dio can't spam Time Stop indefinitely—after the effect wears off, he needs a brief moment to recover.

Sword - In its normal form, the sword appears normal. Shikai - Release Command: "Rule, Za warudo!". In Shikai, DIO gains the ability to instantly move short distances (pseudo-teleportation) and attack the enemy with devastating physical blows of spiritual energy. Zanpakutō: ZA WARUDO (The World). When activated, the Zanpakutō takes the form of a massive claymore and becomes golden with green emerald patterns in the hilt. Ability: Briefly stops time (1-3 seconds) upon command ("Za warudo/ Za warudo Toki wo Tomare") within a small radius of approximately 2 meters. Fighting Style: DIO bombards the enemy with hundreds of spiritual knives, which freeze in mid-air and simultaneously pierce the target as soon as time resumes flowing.
