Roger is Anita Radcliffe's husband and a composer. At the beginning of the first film, Roger is a single composer living in a small apartment with Pongo. He works from home, usually leaving after 5 pm, and Pongo describes him as married to his work. As a composer, he is very creative and can easily write lyrics when he has the right inspiration. However, Roger only meets Anita at Pongo's insistence, because, according to him, Roger would remain single forever.
After the wedding, he proves to be a kind and intelligent man who cares about his family, including his pets. Unlike Anita, Roger is also brave and unafraid to confront Cruella when his family is involved. A scene near the end of the film shows that he is good at mental math, as he can calculate the number of Dalmatians quite easily.
Roger is a middle-aged man who wears a white long-sleeved shirt, a brown suit that matches his trousers, has blond hair and black eyes. At the beginning of the film, his suit is green, and when he goes out, he wears a light brown jacket and a dark green hat. Sometimes he wears dark green trousers, his shirt is yellow in some scenes and green in others. He wears brown socks and, in one scene, green socks. In another scene, he wears a green jacket, grey trousers and a green scarf.

Anita is Roger Radcliffe's wife and the owner of Perdita. The first film establishes that she and Cruella De Vil went to school together as children and were apparently friends at some point. However, in adulthood (at least after Anita married Roger), Anita seems to have grown tired of their encounters and admits to Roger at one point that she considers Cruella eccentric.
Anita is beautiful, kind, and caring. She is also devoted to her husband, Roger Radcliffe. However, she can be quite naive, as when she doubted that Cruella was the thief who stole fifteen Dalmatian puppies. She is also somewhat hypocritical and even a little rude for calling Roger an idiot, when she herself is being an idiot for not listening to him and for not knowing that Cruella is the suspect. In the end, it becomes clear that she dislikes Cruella for finally listening to Roger. Despite this, she is a loving owner to Pongo, Perdita, and their puppies.

Cruella De Vil's characterization as a "witch" and "evil woman" stems from her cruel and unethical actions. Her obsession with fashion, particularly furs, leads her to commit serious crimes, including the kidnapping and slaughter, primarily of Dalmatian puppies, for the making of fur coats. Her relentless pursuit of her desires, often with the help of her henchmen, Jasper and Horace, and her disregard for life, contribute to this perception.

Cruella De Vil, an eccentric and fashion-obsessed heiress, is obsessed with furs, especially spotted ones, believing they will increase the popularity and sales of her fur coats. Her obsession is so intense that she resorts to unethical actions, including kidnapping and murder, to satisfy her desires.

Cruella, Jasper, and Horace pick up the dogs' trail and follow them to a small village called Dinsford, where they search for them. Cruella is initially fooled when the dogs cover themselves in fireplace soot to disguise themselves as Labradors and board a truck bound for London. When she sees icicles dripping water, removing the soot, however, she realizes what is happening and chases the truck in her car, while Jasper and Horace follow in their pickup truck. Pursuing the puppies, Cruella, now completely consumed by rage and insanity, nearly manages to throw the truck driver and the Dalmatians off a cliff, seriously damaging her car during the chase.
The chase, however, comes to an end when Jasper and Horace, who were also heading towards the van, ready to run the truck off the road, end up crashing their own truck into Cruella's car after Horace, in a moment of panic, rips the steering wheel off the truck, causing Cruella, Jasper, and Horace to fall off the cliff. This allows the van to continue, and thus the dogs manage to escape. The three survive unharmed, but Cruella is furious and berates Jasper and Horace. At this moment, Jasper, fed up with Cruella's constant verbal abuse against him and Horace, finally gathers the courage to tell her to shut up before she breaks down in tears, in a fit of manic and hysterical rage, over the destruction of her beloved car and the loss of her dream coat. What happens to them after that is not shown, and their ultimate fate remains uncertain, but it is presumed that the police find and arrest them.

Roger, however, is convinced that she is involved, even after Anita tells him that Scotland Yard interrogated and investigated her but found no evidence linking her to the crime. When the police investigation seems to lose momentum, Pongo and Perdita decide to take matters into their own hands, joining forces with the dogs of England to find the whereabouts of their puppies. They receive a clue from a Great Dane who explains that the puppies were seen being taken to the old De Vil Manor, Hell Hall, confirming Pongo and Perdita's suspicion that Cruella was behind the kidnapping.

Later, it is revealed that another 84 puppies were legally purchased by Cruella and taken to the same location by the Baduns. Cruella arrives at Hell Hall one night and angrily confronts her henchmen, demanding that "the job" be done immediately, as the police have intensified their investigation. She then reveals that she plans to kill the puppies and use their furs to create Dalmatian fur coats for herself. She doesn't care what methods they use, as long as the job gets done. When Jasper and Horace hesitate to act decisively, she angrily throws a bottle of Jasper's liquor into the fireplace (causing an explosion) and slaps each of them across the face to make her message clear. She then leaves, threatening to report them to the police and make them take all the blame if they don't finish the job by her return the following morning.

Cruella returns to the Radcliffe home shortly after the birth of the 15 puppies. Initially, she is furious that the "mongrels" don't have spots, but when Anita tells her that the spots will appear in a few weeks, Cruella offers to buy all 15 immediately. Roger (after having his songwriting career ridiculed by Cruella and being splashed, along with Pongo, with permanent ink from a pen Cruella was using to fill out the puppies' check), nervous but defiant, stands his ground and declares that they will not sell the puppies and that this decision is final. Cruella, refusing to take no for an answer, storms out, vowing revenge. Weeks later, she carries out her threat and secretly hires Jasper and Horace to steal the puppies while the Radcliffes are away. At home, Cruella laughs to herself as she reads about the theft in the newspaper; she is the mastermind behind the crime. The Baduns, frightened by the press coverage of the dog's kidnapping, call her demanding payment, but are informed that they will receive nothing until "the job" is completed; she even ignores their concerns about the newspaper headlines, believing that the whole scandal will dissipate the next day. Slamming down the phone in anger after misinterpreting Jasper's phrase telling Horace to shut up as being directed at her, Cruella then decides to call Anita and feigns surprise at the theft to avoid suspicion falling on herself.

Some time after Roger and Anita marry and settle down together, Perdita, Anita's Dalmatian, hears Cruella's car outside and runs to the kitchen to hide from that "devilish woman." Looking out the window, Roger sees Cruella, whom he refers to as an old schoolmate of Anita's, coming towards the house. As she approaches the front door, Roger sings a rather unflattering song about her. Anita tries to stop Roger, afraid that Cruella will hear him. Roger goes upstairs and uses various musical instruments to play the melody of the song when Cruella bursts into the house, demanding to see Pongo and Perdita's puppies and leaving a trail of cigarette smoke. During the visit, Cruella expresses her love for fur, especially Dalmatian fur (though she never explains her plans), and also mocks Anita's choice to marry Roger and their house. Anita informs Cruella that the Dalmatian puppies will only arrive in three weeks. Cruella then leaves as quickly and noisily as she arrived, saying she will return in three weeks. Perdita, previously excited, becomes anxious about Cruella's interest in the puppies, knowing that Cruella would never be a benevolent owner, and begins to wish they had never had puppies.

Cruella is an extremely thin woman, with an almost skeletal appearance in her curves. She has pale skin, red lips, green eyes, and eye shadow. Her hair reaches her shoulders, divided into two halves of different colors: the right half is black and the left half is white.
Cruella's usual attire consists of a simple black satin dress, red high-heeled shoes, black stockings, long red opera gloves, large turquoise earrings and a ring on her right hand, a cream-colored mink coat with a red satin lining, and a matching handbag with three fox tails.

Cruella is an extremely extravagant narcissist. She is known for being mean and rude, frequently breaking into other people's homes without warning and openly disrespecting others. She loves attention but despises others, showing no compassion or concern for anyone's well-being.
She is also greedy and selfish, and loves haute couture and art. Her interest in fashion revolves around animal furs, particularly fur coats, as she is always wearing one. As a result, Cruella frequently seeks out animals to help her make coats. Upon discovering that Perdita had puppies, Cruella attempted to buy them from Roger, disregarding the puppies themselves, as she had already legally purchased 84 puppies. The reason for her obsession is that the spots will make her fur coats more popular, meaning she will earn more money. Her interest in spots is so deep that she turned to Lars after seeing his spot painting as a way to replace her obsession.
Cruella is known for her explosive temper. She gets irritated by Jasper and Horace's foolishness and throws tantrums when things don't go her way. Her anger seems to be a problem, as it makes her reckless and impulsive, such as when she throws the bottle Jasper drank from into the fireplace, causing an explosion; when she recklessly drives her car after the Dalmatians, ending up falling into a ravine; and when she ties Lars to a large screen and throws several spatulas at him. She can also be bipolar, as she is prone to psychotic episodes; her reckless driving is a prime example. This happened again when she tried to capture the puppies in London, ending up in an institution. However, she seems to be a somewhat sensible woman, as she twice tried to convince Anita to sell the puppies to Cruella, opting to steal them only when it became clear that it was the only way to obtain them.

Cruella is an old school friend of Anita Radcliffe and a glamour-obsessed heiress who claims she can't live without furs. She hires Horace and Jasper Badun, two incompetent thieves, to steal Pongo and Perdita's 15 Dalmatian puppies, and buys 84 more through legitimate means.
Unlike previous Disney villains such as the Evil Queen, Lady Tremaine, the Queen of Hearts, and Maleficent, Cruella is not a strategist, nor does she possess powers. Instead, she acts purely on impulse and is therefore prone to reckless behavior, particularly when driving her car through the snowy landscape. Unlike future versions of the character, this version of Cruella was seemingly invincible in the eyes of the Dalmatians, who, although they managed to restrain Jasper and Horace Badun, were unable to confront "that diabolical woman." Their only hope was, therefore, to flee; Cruella's defeat in the film is not due to the animals' actions, but to her own stubbornness and cruelty (which, at the end of the film, apparently degenerates into an insane rage) and the incompetence of her henchmen.
