The Administrator. In his true form as the Administrator, Romeo is a powerful being with gray skin and red lines on his dark gray clothing. His sclera are bright red, with yellow pupils. He has red hair and a long beard. Romeo is known to be intelligent, arrogant, manipulative, selfish, and cruel, as well as prone to outbursts of anger. His primary body speaks in an informal and brash manner, demonstrating enthusiasm and pride in the challenges he presents to the heroes. However, one of his secondary bodies, in the form of a prismarine colossus, spoke slowly, measuredly, and condescendingly, while his other secondary body, disguised as a snowman, acted more friendly and carefree, demonstrating a more cheerful side to his nature. This was likely done to manipulate Jesse and their friends.

The Sunshine Institute consists of "living rooms," or cells, where "guests" are held. Among the cells is the Mushroom Room, where prisoners pick mushrooms and prepare mushroom stew.

The warden's office is located above the Mushroom Room. Below that are the Zombie Mines, where prisoners must fight zombies and collect rotten flesh. Block X, where Xsara is held, is located on the lowest level of the prison.

The Sunlight Institute is surrounded by a massive obsidian labyrinth called the Burrows, which is home to various Hostile mobs.

The Overseer has pale skin, a bald head, and dull blue eyes. He wears a golden steampunk-style eyepiece and a military-style suit with a belt and purple tie.

However, the Overseer has a sense of self-worth: he admits that he promised Romeo he would not let Xara escape from the Sunshine Institute, even if it meant killing her, Jesse, their group, and even himself. This proves that he is honest and will always keep his promises, no matter how ridiculous they may be.
He also dislikes working at the Sunshine Institute and wants to leave, as if he were a prisoner. He displays his humanity through his dialogue and mannerisms. For example, after rescuing Radar from the "iron strangler block," he helps him walk (despite having tripped him earlier) and gently pats him on the back, showing that he cares, albeit subtly.

The voice of the Overseer, who speaks like a calm, reasonable, and observant man. He tries to maintain order at the Sunshine Institute. He also used his machine, the Iron Breather, to strangle Jesse's intern, Radar, to death if Jesse refused to work with him—he placed an iron block on his head to prevent him from breathing. Even when the Overseer resorts to violence, he never goes too far, even if Jesse refuses to work for him. He is also shown to feel regret when talking about his past.

He orders Jesse to give Jeff (Jeff is a mushroom cow) a haircut because he's "disrupting the balance of the Mushroom Room" (he only tells Jesse this if they're partners; if not, he simply threatens to hurt Jesse and his friends if Jeff isn't given a haircut), even though Jeff could feed a lot of prisoners. If Jesse agrees to give Jeff a haircut, the Overseer can be seen grinning maliciously, indicating he clearly had ill intentions.
Furthermore, if Jesse refuses to cut Jeff's hair, the warden orders a mushroom pit dug (purely out of spite and to "teach them a lesson") and starves the prisoners (which Jesse points out). This shows that he has no compassion for his prisoners, except when he's demoted by the administrator. Then he asks, "What about Prisoner X?" "What about the rest of us?"—showing that he cares about the people who work at Sunshine. Jesse told him he was worse than the Administrator if he refused to work for him. This is untrue, as Romeo destroyed civilizations, while the warden was simply doing his job. The warden has potential for redemption, as he admits he feels like a prisoner just like everyone else.

The Overseer was Carmine's mentor before being brought to the Sunshine Institute as part of the "second group" of guests (people sent by Romeo to ensure that those who had angered him behaved themselves). He became the Institute's Overseer after selling out to Carmine. Beyond that, little is known about his past.
