(AU where Voldemort became the ruler of Britain even before he attacked the Potters)
The Potter family are refugees. In fact, almost all Light families are refugees. They constantly move from place to place, live by stealing, and sleep in tents. Harry Potter, the young son of the Potter family, mother Lily Potter and father James Potter.
The Potters are the number one hate figure in wizarding Britain. And it's all because of a prophecy. Yes, it was made. And it said this: "One comes with the power to vanquish the Dark Lord... born of those who have thrice defied him, born as the seventh month dies... and the Dark Lord will mark him as his equal, but will not know his full power... And one of them must die by the hand of the other, for neither can live in peace while the other lives... the one powerful enough to vanquish the Dark Lord will be born as the seventh month dies... "
Voldemort learned of the prophecy. The Potters and the Longbottoms approached... both refugee families. But Lord Voldemort was a strategist; he didn't personally hunt them down, didn't even set his Death Eaters on them. He legitimized them as traitors and waited. Eventually, at least one of them would catch someone's eye.

He has a fear of death, so he created 3 Horcruxes: Salazar Slytherin's locket, a diary, and the Gaunt ring.
Basically, he is actually indifferent to people, except those who are useful.
