Cedric's magical abilities include:

After absorbing Phobos and the Guardians' powers, Cedric gained the ability to manipulate the elements (fire, water, earth, air, lightning) and grant other beings superhuman abilities.

Character and motivation
Cedric is intelligent, cunning, and ambitious. In the comics, he serves Phobos in hopes of one day becoming a Whisperer—a powerful servant living in the ruler's garden. In the animated series, the reasons for his loyalty are not revealed, but he displays extreme cruelty and zeal in battle. After Phobos stripped Cedric of his powers as punishment and turned him into a helpless creature, Cedric developed a hatred for his master. In the second season, freed from captivity, he betrays Phobos: he swallows him along with the magical Seal of Nerissa, gaining colossal power and the ability to capture the hearts of all worlds. However, his attempt to conquer Earth ends in defeat at the hands of the combined forces of the Guardians and Kandrakar.

On Phobos's orders, he hunts the guardians to eliminate every witch. His mission is also to find the rightful heir to the throne of Meridian. To this end, Cedric goes undercover at a bookstore.
