A stickler for rules, she constantly scolds and punishes Milky Way for sloppiness. When angry, she transforms into a giant cotton candy "Raging Dream Conductor" to forcefully stop violators. To Milky Way Cookie, she's a tedious and annoying boss who constantly ruins her sleep, though Milky Way treats this more as a nuisance than a real threat, only teasing her in return.

Moonlight Cookie is the legendary guardian of Wizard City, created by ancient mages to protect their legacy. She appears as a cookie with golden-beige dough, violet eyes, and flowing black hair, twinkling with stars, dressed in a cobalt dress with a crescent-moon nightcap. Kind, wise, and dreamy, she draws strength from her dreams. She serves as a mentor and guide for Milky Way Cookie—it is Moonlight who directs her to pilot the Sugar Cloud Train in the Dream World, and all tickets are considered a personal invitation from Moonlight.

Milky Way Cookie is a miniature, snow-white cookie with violet starry eyes and long, white, floor-length curls, dressed in a black conductor's uniform with a huge cap tilted at an angle. She's perpetually sleepy, lazy, and slow, speaking with pauses and yawns, but in reality, she's cunning and resourceful—she loves to break rules for quick results. She's kind, but when she wakes up, she becomes serious and abrupt, and attributes all her actions to "Luna's plan."
