Elsewhere, hidden beneath the café Nascita, Misora Isurugi rests near equipment used to purify Smash essence into Fullbottles.

Deep beneath the city, Faust continues its human experiments.

MEMORY CARD 40: PERMANENT CONTINUITY AND OPEN-WORLD BUILD RULES
CATEGORY: RPG System / Permanent Continuity
Persistently track current date, region, location, government status, Driver ownership, Hazard Levels, Rider identities, Fullbottle inventory, known Best Matches, Trial Forms, Sclashjellies, upgrade devices, weapons, injuries, destroyed equipment, Smash victims, relationships, secrets, betrayals, political changes, and previous battles. Characters only know Rider identities, Faust secrets, Pandora information, or personal history they have actually discovered or been told. Future twists never leak into early scenes simply because they are known to the RPG.

MEMORY CARD 39: CANON DEATHS, SAVED LIVES, AND ALTERNATE OUTCOMES

Kamen Rider Build includes permanent deaths, sacrifices, betrayals, and severe injuries that shape later characters and conflicts. These outcomes remain the default timeline, but they are not magically guaranteed if {{user}} changes the circumstances beforehand. Saving someone requires believable timing, ability, information, and intervention rather than simply declaring that a death does not occur. Likewise, reckless player actions can create new casualties that were never part of canon.
If a canon death is prevented, permanently update later continuity. A surviving Three Crow changes Kazumi's emotional development, saving Taizan changes Gentoku's later decisions, and preventing another major casualty can alter alliances, battles, or Evolto's plans. Characters remember who saved them and how events changed. The RPG never restores the original canon outcome later merely to force the story back onto its original rails.
MEMORY CARD 38: RIDER PROGRESSION AND FORM UNLOCK RULES
CATEGORY: Mechanics / Character Progression
Rider power develops through Hazard Level, compatible technology, combat experience, scientific research, emotional growth, and access to the correct transformation items. A character beginning with one Driver and one form does not automatically possess every upgrade associated with that system. New Best Matches require additional Fullbottles, special forms require dedicated devices, and super or final forms usually require major story developments before they can exist.
Track each Rider's progression separately. {{user}} may improve combat skill, raise Hazard Level, acquire new bottles, develop an adapter, gain a new weapon, or unlock a stronger form through believable events. Stronger equipment may introduce additional strain or compatibility requirements. Canon Riders also progress on their own timelines unless events change. {{user}} cannot simply announce a “final form” with unlimited power; the system must establish its origin, mechanism, limitations, appearance, and reason it can safely exceed earlier forms.
MEMORY CARD 37: TOUTO-HOKUTO-SEITO WAR AND MILITARY ESCALATION
CATEGORY: Timeline / Political Conflict
The rivalry among Touto, Hokuto, and Seito eventually escalates into open warfare as Pandora Box, Fullbottles, Rider technology, and government manipulation become military assets. Hokuto deploys Kazumi Sawatari and the Three Crows against Touto, while later Seito expands its own military operations through Namba Heavy Industries and advanced Rider systems. Civilians suffer from border closures, evacuations, economic collapse, destroyed infrastructure, propaganda, and the increasing use of Riders as weapons of state.
Rider battles during the regional war are not isolated duels with no consequences. Territory, political legitimacy, captured Fullbottles, Pandora Panels, military morale, civilian casualties, and damaged infrastructure all matter. {{user}} may serve one region, remain independent, defect, protect civilians, or oppose the conflict entirely, but every choice affects how governments and Riders perceive them. Canon escalation remains the default unless player actions realistically prevent or alter it.
MEMORY CARD 36: TRANSFORMATION SEQUENCES, DRIVER VOICES, AND BGM
CATEGORY: Mechanics / Presentation Rules
Whenever a Rider transforms, preserve the exact physical mechanism of that Driver. {{char}} describes the user selecting the transformation item, inserting or attaching it, operating the lever, crank, trigger, or other mechanism, and then the armor forming according to that Rider system. Driver announcements, electronic jingles, mechanical clicks, item voices, and transformation sounds are heard in-world and should be written distinctly from normal dialogue.
Cinematic background music may also be described to recreate the feeling of the live-action TV series, but BGM is presentation for the scene rather than a literal sound characters must hear. {{char}} never makes {{user}} say “Henshin,” choose a bottle, crank a Driver, activate a finisher, or transform without the player first choosing that action. Once {{user}} activates the system, {{char}} handles the Driver voice, transformation effects, armor assembly, and cinematic presentation.
MEMORY CARD 35: DRIVER OWNERSHIP, DAMAGE, LENDING, AND THEFT
CATEGORY: Mechanics / Equipment Continuity
Drivers and transformation items are physical objects with persistent ownership. Track who currently possesses every Build Driver, Sclash Driver, Evol Driver, Transteam device, Fullbottle, Sclashjelly, adapter, and upgrade item. A character may lend equipment, lose it during battle, have it confiscated, hide it for safekeeping, or recover it later. Finding an unattended Driver does not automatically grant compatibility, knowledge of its operation, or access to the transformation items needed to use it.
Drivers can also be damaged, disabled, modified, duplicated through advanced research, or deliberately destroyed. Repairs require appropriate scientific skill, replacement components, and time rather than happening between scenes without explanation. Stealing a Driver from a canon Rider can temporarily prevent that Rider from transforming and therefore changes later battles. {{user}} may acquire canon equipment through believable events, but the original owner remembers the loss and may actively try to recover it.
MEMORY CARD 34: RIDER WEAPONS AND FINISHERS
CATEGORY: Mechanics / Combat Equipment
Rider weapons are linked to specific systems and forms rather than appearing automatically whenever someone transforms. Build uses equipment such as the Drill Crusher, Hawk Gatlinger, 4Koma Ninpoutou, Kaizoku Hassyar, Fullbottle Buster, and other form-specific weapons. Cross-Z, Grease, Rogue, Evol, and Mad Rogue possess their own compatible equipment. Some weapons accept Fullbottles or other transformation items to activate alternate modes, elemental attacks, or stronger finishers.
Finishers require deliberate activation through the Driver, weapon, or transformation item. A Vortex Finish, Fullbottle-loaded attack, Rider Kick, or weapon finisher should be announced only after the character actually operates the required mechanism. Powerful finishers consume energy, expose the Rider during setup, or require a suitable opening. {{user}} cannot freely summon another Rider's personal weapon unless they actually possess compatible equipment, and damaged or lost weapons remain unavailable until recovered or repaired.
MEMORY CARD 33: PANDORA BOX AND PANDORA PANELS
CATEGORY: Lore / Martian Technology
Pandora Box is an extraterrestrial artifact recovered from Mars and brought to Earth by the Japanese expedition. Its activation caused the Sky Wall Tragedy and divided Japan into Touto, Hokuto, and Seito. The Box is surrounded by six removable Pandora Panels, and each panel can hold ten Fullbottles, creating the complete sixty-bottle system. The panels and bottles are therefore strategic resources rather than ordinary collectibles, and possession of complete sets can influence the Box's activation state.
Pandora Box reacts to specific technologies, Fullbottle configurations, Hazard Levels, and Evolto's plans. Its energy can create enormous barriers, power weapons, alter matter, and ultimately threaten entire worlds. The Box should never function like a normal treasure chest that {{user}} can casually open. Access requires secure locations, government or enemy control, compatible equipment, and knowledge that only a handful of characters possess. Losing or stealing a Pandora Panel can alter the political balance between the three regions.
MEMORY CARD 32: FAUST AND THE EXPERIMENT NETWORK
CATEGORY: Factions / Antagonists
Faust is a secret organization conducting illegal Nebula Gas experiments on humans while researching Pandora Box, Fullbottles, Smash evolution, and Rider Systems. It operates hidden laboratories, abducts test subjects, manipulates government resources, and uses agents embedded in scientific and political institutions. Night Rogue and Blood Stalk act as major field leaders during the opening period, while many lower-level scientists, guards, and test subjects know only fragments of Faust's true purpose.
Faust is not a single public headquarters that can be permanently destroyed in one raid. Its facilities, personnel, records, and equipment can be relocated, abandoned, sabotaged, or deliberately sacrificed. Captured scientists may reveal limited information, while higher-level secrets remain compartmentalized. {{user}} can infiltrate, expose, sabotage, or even become connected to Faust, but doing so creates lasting consequences with Touto security, Namba Heavy Industries, Sento, and the wider Pandora Box conflict.
MEMORY CARD 31: SMASH TYPES AND TRANSFORMATION RULES
CATEGORY: Enemies / Nebula Gas Experiments
Smash are humans transformed through exposure to Nebula Gas and Faust experimentation. Different Smash forms reflect the experiment, extracted essence, and combat traits involved, producing types such as Strong Smash, Flying Smash, Burn Smash, Ice Smash, Needle Smash, and many others. A Smash can possess enhanced strength, unusual movement, elemental abilities, projectiles, armor, or specialized biological weapons. The human victim usually has little or no control over the transformed body and may not clearly remember what happened afterward.
Defeating a Smash does not automatically mean killing the person inside. Build and other Riders often weaken the Smash enough to extract its essence into an Empty Bottle, allowing the victim to return to human form. Repeated experimentation, stronger Nebula Gas doses, modified Smash systems, or higher Hazard Levels can make extraction more dangerous and may permanently injure or kill the host. {{user}} must choose whether to prioritize rescue, capture, or destruction according to the actual threat and circumstances.
MEMORY CARD 30: GENIUS FULLBOTTLE AND GENIUS FORM
CATEGORY: Mechanics / Final Form
The Genius Fullbottle is Build’s ultimate TV-series transformation item and contains the combined potential of the main Fullbottle system rather than functioning as an ordinary two-bottle Best Match. It is ultimately completed using research originating from Shinobu Katsuragi and Takumi Katsuragi, with its development tied directly to Pandora-related technology. When inserted into the Build Driver and successfully activated, it transforms Sento into Kamen Rider Build Genius Form, whose white armor is covered by representations of the Fullbottle collection.
Genius Form can access and combine many Fullbottle abilities, greatly boosts Sento’s combat capability, and possesses the especially important power to neutralize harmful Nebula Gas effects. The Genius Fullbottle does not respond purely because someone owns it; canonically its activation requires powerful emotions and determination from the user. It is a late-game form and cannot be created at Episode 1 simply by collecting all sixty bottles. {{user}} must earn any comparable final form through substantial research, compatibility, and story progression.
MEMORY CARD 29: RABBITRABBIT AND TANKTANK FORMS
CATEGORY: Mechanics / Super Forms
Sento later develops the FullFull RabbitTank Bottle specifically to make the Hazard Trigger’s tremendous output usable without surrendering control. The device works together with the Build Driver and Hazard Trigger and can switch between two specialized configurations. RabbitRabbit Form concentrates on extreme speed, mobility, rapid attacks, and extended rabbit-themed armor, while TankTank Form emphasizes heavy armor, raw strength, firepower, and tank-based combat.
These forms are not ordinary Best Matches and cannot be accessed merely by owning duplicate Rabbit or Tank Fullbottles. The FullFull RabbitTank Bottle must first be developed through the appropriate research and story progression. Both forms also gain access to the Fullbottle Buster, which can transform between blade and cannon modes and load multiple Fullbottles for increasingly powerful finishers. {{user}} only gains equivalent technology if it is actually created or obtained in their timeline.
MEMORY CARD 28: HAZARD TRIGGER AND HAZARD FORMS
CATEGORY: Mechanics / Dangerous Upgrades
The Hazard Trigger is an expansion device attached to the Build Driver before transformation. With a Best Match pair inserted, it drastically amplifies the selected form into a Hazard Form. RabbitTank Hazard is the most prominent example, but other Best Match combinations can also receive Hazard versions. The resulting black armor possesses dramatically increased power, speed, and durability, allowing Build to contend with opponents who overwhelm his normal forms.
The power comes with a severe danger: prolonged use pushes the system into Overflow Mode, suppressing the user’s conscious control and turning combat into an automatic destructive response. Sento can continue attacking even after an opponent is defeated and may seriously injure or kill allies or enemies unless stopped. The Hazard Trigger is therefore not a normal upgrade to activate casually. Track time spent transformed, mental control, previous exposure, injuries, and whether a later stabilizing system has been developed.
MEMORY CARD 27: SMASH EXTRACTION AND FULLBOTTLE PURIFICATION
CATEGORY: Mechanics / Fullbottle Acquisition
Many Fullbottles begin as the extracted essence of a Smash victim. After a Smash is defeated without killing the transformed human, specialized equipment can draw the remaining Nebula Gas-derived essence into an Empty Bottle, producing an impure Smash Bottle. This bottle is not immediately treated as a normal transformation item. The victim may return to human form, although severe experiments, repeated transformations, or excessive Hazard Level can still leave lasting consequences.
Misora Isurugi uses her purification ability together with Nascita’s conversion equipment to cleanse Smash Bottles into stable Fullbottles. The final bottle reflects the extracted element; for example, the Flying Smash essence is purified into the Hawk Fullbottle. {{user}} therefore cannot simply declare that every defeated Smash produces whichever bottle they want. Track the actual extracted essence, whether an Empty Bottle was available, where purification occurs, and who currently possesses the finished Fullbottle.
MEMORY CARD 26: BEST MATCHES AND TRIAL FORMS
CATEGORY: Mechanics / Form Combinations
The Build Driver accepts two Fullbottles at once, and each bottle contributes one half of the resulting form. Certain predetermined combinations are recognized as Best Matches and allow Build to draw out the strongest compatibility between both bottle traits. Rabbit + Tank becomes RabbitTank, Hawk + Gatling becomes HawkGatling, Gorilla + Diamond becomes GorillaMond, and other canon pairs work the same way. The Driver itself recognizes a valid Best Match and announces “BEST MATCH!” before transformation.
Two usable bottles that are not a designated pair can still create Trial Forms, such as RabbitGatling or NinninTank. Trial Forms combine the selected bottle abilities but do not receive the same optimized synergy as a Best Match. {{user}} can experiment with bottles they actually own, but the RPG never invents a Best Match simply because two themes sound good together. Canon Best Matches remain fixed unless {{user}} is using an explicitly original transformation system with separately established rules.
MEMORY CARD 25: BUILD DRIVER TRANSFORMATION AND VOICE MECHANICS
CATEGORY: Mechanics / Driver Operation
The Build Driver has two Fullbottle slots and a side-mounted Vortex Lever. To transform, the user selects two bottles they physically possess, shakes them, and inserts one into each slot. The Driver announces each bottle individually. If the pair is a designated Best Match, it announces “BEST MATCH!” before the user turns the Vortex Lever. The Driver then asks “ARE YOU READY?” and generates the Snap Ride Builder, forming mechanical framework-like structures around the user before the two themed armor halves compress together into the completed Rider form.
Driver voices are heard in-world and should be written separately from cinematic background music. A normal transformation follows the selected bottles exactly; the RPG never silently substitutes a stronger form. Trial Forms use valid mismatched bottles without receiving the Best Match announcement, while special adapters and upgrades modify the sequence according to their own canon mechanics. Finishers also require deliberate activation, usually by operating the Driver again. {{char}} describes the belt sounds and armor formation only after {{user}} chooses the bottles and activates the transformation.
MEMORY CARD 24: SCLASH DRIVER AND SCLASHJELLIES
CATEGORY: Mechanics / Transformation Systems
The Sclash Driver is a more aggressive Rider system developed from Build-related research. Instead of using two normal Fullbottles, it primarily uses compressed Sclashjellies such as Dragon Sclashjelly and Robot Sclashjelly. The user inserts the jelly container into the Driver and operates its wrench-like activation mechanism, causing the device to crush and process the contents before forming armor. Ryuga uses Dragon Sclashjelly for Cross-Z Charge, while Kazumi Sawatari uses Robot Sclashjelly to become Kamen Rider Grease.
The Sclash Driver pushes the user’s Hazard Level and combat output more aggressively than ordinary Build transformations and can influence behavior by amplifying aggression. Compatibility still matters, and an inexperienced person cannot safely use it just because they found one. The RPG must separately track Sclash Driver ownership, each Sclashjelly, the user’s Hazard Level, physical strain, psychological effects, and damage to the system. Fullbottles and Sclashjellies are related technologies but are not treated as identical transformation items.
MEMORY CARD 23: CROSS-Z DRAGON AND DRAGON FULLBOTTLE
CATEGORY: Mechanics / Cross-Z System
The Dragon Fullbottle is Ryuga Banjo’s signature Fullbottle and possesses unusually strong compatibility with him. The small mechanical Cross-Z Dragon acts as both a support device and transformation adapter. Before Ryuga can properly become a Rider, the Dragon Fullbottle and Cross-Z Dragon repeatedly respond to his growing Hazard Level, reflecting his unusual compatibility. Once the necessary threshold is reached, the Dragon Fullbottle is inserted into the Cross-Z Dragon, which is then attached to the Build Driver to transform Ryuga into Kamen Rider Cross-Z.
Cross-Z is not merely Build using a Dragon-themed Best Match. The Cross-Z Dragon changes how the Build Driver processes Ryuga’s power and concentrates the Dragon Fullbottle into a specialized single-theme Rider form. Later Cross-Z systems such as Cross-Z Charge and Cross-Z Magma use different transformation items and represent genuine upgrades rather than costume changes. If {{user}} owns a similar adapter system, the RPG must track the adapter, compatible bottle, required Hazard Level, and whether the device was actually designed for them.
MEMORY CARD 22: EVOL DRIVER AND EVOLBOTTLE SYSTEM
CATEGORY: Mechanics / Transformation Systems
The Evol Driver is an extraterrestrial Rider system closely related to the technology that inspired the Build Driver. Unlike Build’s standard Fullbottle pairing system, the Evol Driver primarily uses specialized Evolbottles and Rider Evolbottles designed for Evolto’s biology and transformations. When compatible items are inserted, the Driver announces them, confirms the transformation sequence, and activates Evol’s armor. Different combinations correspond to distinct phases such as Cobra, Dragon, and Rabbit, while later upgrades unlock Black Hole-level power.
The Evol Driver is not interchangeable with every Build-series transformation item. Possessing one does not make {{user}} Evolto, grant Blood Tribe biology, or automatically provide all Evolbottles. Compatibility, physical condition, Hazard Level, and the specific transformation items still matter. If an original character somehow obtains an Evol-derived Driver, the RPG must establish who created or modified it, what items it accepts, and what consequences arise from using technology designed around an extraterrestrial lifeform.
MEMORY CARD 21: EVOLTO / BLOOD STALK / KAMEN RIDER EVOL
CATEGORY: Characters / Main Antagonist
Evolto — Male-presenting extraterrestrial; exact age unknown; member of the Blood Tribe. His true existence predates the events on Earth by an enormous span of time. He is manipulative, theatrical, patient, highly intelligent, sadistic, curious, and fascinated by human emotion even while treating civilizations as disposable. After arriving through the Mars expedition, Evolto possesses Soichi Isurugi and spends years secretly manipulating Faust, Pandora Box research, governments, Rider development, and Sento’s growth. As Blood Stalk, he uses the Transteam Gun and Cobra Fullbottle while deliberately testing opponents instead of always fighting at full strength.
Later, Evolto regains the Evol Driver and transforms into Kamen Rider Evol. His forms progress through Cobra, Dragon, Rabbit, and increasingly powerful Black Hole abilities as he recovers more of his original strength. Evolto can possess bodies, manipulate genetic material, absorb energy, raise Hazard Levels, and use Pandora Box to threaten entire worlds. His connection to Ryuga, the Blood Tribe, Mars, Soichi’s body, and the destruction of civilizations remain timeline-locked. {{user}} cannot casually copy Evolto’s biology or gain Evol powers through ordinary Fullbottles.
MEMORY CARD 20: FUU AND RAI WASHIO / HELL BROS
CATEGORY: Characters / Seito
Fuu Washio and Rai Washio — Male; exact ages unknown; Japanese; adult brothers raised as Namba Children and trained for combat and absolute loyalty to Namba Heavy Industries. Both possess lean athletic builds, dark hair, and disciplined military behavior. Cold, efficient, competitive, and intensely loyal to Namba, the brothers initially treat fighting as a mission rather than a personal crusade. They undergo extensive Nebula Gas experimentation and become elite Seito combatants.
The Washio brothers use the Kaiser-related transformation systems and later operate as the Hell Bros, specializing in coordinated attacks that become more dangerous when they fight together. They serve as high-level enemies during Seito's military campaign and protect Namba's interests above personal survival. MEMORY CARD 19: HOKUTO THREE CROWS

Akaba, Aoba, and Kiba — Male; exact ages unknown; Japanese; adult combatants from Hokuto and longtime companions of Kazumi Sawatari. Each has an athletic build and distinct fighting style, and all three undergo Nebula Gas experimentation to gain enhanced abilities. Loyal, tough, competitive, and deeply devoted to Kazumi and the people of Hokuto, they fight primarily because their homeland has suffered from the Sky Wall disaster and economic collapse rather than because they enjoy war.
The Three Crows accompany Kazumi during Hokuto's invasion of Touto and use specialized Smash transformations in battle. Despite acting as enemies of Build early on, they are not sadistic villains and repeatedly demonstrate strong bonds with one another. Their escalating transformations, battles against Sento and Ryuga, and canon deaths are emotionally important turning points for Kazumi. Saving any of them through believable intervention should permanently alter Kazumi's later development and the course of the war.
MEMORY CARD 18: VERNAGE
CATEGORY: Characters / Martian Lore
Vernage — Female; exact age unknown; former queen of Mars. Her original physical appearance is largely absent from the present-day story because Mars was destroyed long before the series begins. Vernage possesses extraordinary psychic and energy-manipulation abilities connected to Pandora Box and is one of the few beings capable of resisting Evolto directly. Compassionate, determined, protective, and willing to sacrifice herself for others, she survives primarily as a consciousness linked to the mysterious bracelet worn by Misora.
Vernage can communicate through Misora, manipulate Pandora-related energy, and occasionally intervene when the heroes face overwhelming danger. Her knowledge of Mars, Evolto, the Blood Tribe, and Pandora Box is extremely important but cannot be dumped into the story all at once. She should reveal information only when circumstances justify it, and her presence never erases Misora's own personality or control over her body.
MEMORY CARD 17: SHINOBU KATSURAGI

Shinobu Katsuragi — Male; Age: Unknown; Japanese; older adult scientist with short dark hair, glasses, and a reserved professional appearance. He is Takumi Katsuragi's father and one of the most important scientists connected to the Mars expedition and Pandora Box research. Brilliant, cautious, morally conflicted, and deeply protective of humanity, Shinobu understands more about Evolto and extraterrestrial technology than almost anyone else on Earth. Publicly, he is believed to have died years before the main story.
Timeline-locked truth: Shinobu survives and secretly continues research while attempting to prepare a method of defeating Evolto. Much of Takumi's later work originates from information and technology Shinobu developed earlier, including crucial Rider-System concepts and knowledge of Pandora Box. His disappearance, connection to Evolto, reunion with Sento/Takumi, and final contributions to the battle against Evolto remain hidden until the proper point in the timeline.
MEMORY CARD 16: TAKUMI KATSURAGI

Takumi Katsuragi — Male; age 26 during the opening era; Japanese; slim adult build with short dark hair and dark eyes. He is a brilliant physicist whose research into Nebula Gas, Pandora Box, and Rider Systems forms the technological foundation of much of the series. Extremely intelligent, secretive, proud, obsessive, and willing to push dangerous research farther than most people would tolerate, Takumi originally works at the Touto Institute of Advanced Matter Physics and is publicly believed to have been murdered before Episode 1.
Timeline-locked truth: Sento Kiryu and Takumi Katsuragi are the same person after Evolto alters Takumi's face and memories. Takumi's original personality is colder and more calculating than Sento's, and his surviving memories periodically conflict with the identity Sento built after amnesia. Takumi created the Build System using research influenced by his father Shinobu and eventually develops multiple transformation technologies. His identity, apparent murder, role in Faust's early research, and later internal conflict with Sento must remain secret until the proper revelations.
MEMORY CARD 15: JUZABURO NAMBA AND NAMBA HEAVY INDUSTRIES

Juzaburo Namba — Male; Age: Unknown; Japanese; elderly adult with gray hair, dark eyes, and a formal corporate appearance. He is the chairman of Namba Heavy Industries, Japan's largest heavy-industry corporation, and possesses enough economic and political influence that even regional leaders hesitate to oppose him. Ruthless, manipulative, nationalistic, power-hungry, patient, and obsessed with expanding his company's influence, Namba secretly finances Faust in exchange for access to Rider-System research that can be converted into military technology.
Namba also creates the Namba Children, taking in orphaned children, indoctrinating them into absolute loyalty, and training them as scientists, soldiers, government operatives, and spies. Sawa Takigawa and Nariaki Utsumi are among those connected to this program. Namba's influence extends through government agencies, research institutions, and the conflict among Touto, Hokuto, and Seito. His later impersonation of Seito Prime Minister Masakuni Mido, pursuit of Pandora Box, alliance with Evolto, and eventual betrayal and death remain timeline-locked.
MEMORY CARD 14: TAIZAN HIMURO

Taizan Himuro — Male; age 67 at the beginning of the TV series; Japanese; older adult with short gray hair, dark eyes, and a dignified formal appearance, normally wearing government suits. Calm, principled, diplomatic, compassionate, and determined to avoid unnecessary bloodshed, Taizan serves as Prime Minister of Touto. Unlike Gentoku after exposure to Pandora Box's light, Taizan favors peaceful reunification of Japan and repeatedly opposes his son's attempts to expand Touto's military power.
Taizan genuinely loves Gentoku despite recognizing his son's increasingly dangerous behavior. He uses his influence to give Gentoku important government positions but ultimately expels him from Touto after Gentoku launches an unauthorized invasion of Hokuto. When Gentoku later regains his original personality, father and son reconcile. Taizan's attempts to reunify Japan, conflict with the other regional governments, relationship with Gentoku, and eventual death protecting his son from Kamen Rider Evol remain timeline-locked.
MEMORY CARD 13: NARIAKI UTSUMI / MAD ROGUE

Serious, intelligent, restrained, technically gifted, and initially difficult to read, Utsumi serves as Gentoku's secretary while secretly being one of the Namba Children. He is an accomplished scientist capable of working with Rider Systems, Nebula Gas technology, and Pandora-related equipment.
After being shot from the Sky Wall by Gentoku as part of a deception, Utsumi survives and is reconstructed as a cyborg. He later works directly for Namba and eventually submits to Evolto, transforming into Kamen Rider Mad Rogue using the Evol-Driver with the Bat and Engine Fullbottles. His apparent devotion to Evolto hides more complicated motives connected to Namba's destruction. Utsumi's scientific work, cybernetic condition, transformation, shifting loyalties, and eventual decision during the final conflict remain timeline-locked.
MEMORY CARD 12: KAZUMI SAWATARI / KAMEN RIDER GREASE

Kazumi becomes Hokuto's Kamen Rider Grease, transforming with the Sclash Driver and Robot Sclashjelly. He initially fights Build during the Touto-Hokuto war alongside the Hokuto Three Crows, but his goal is protecting his homeland and comrades rather than conquest for its own sake. After Hokuto falls under Seito's control, he joins Sento's group to end the war as quickly as possible. His bonds with Akaba, Aoba, Kiba, friendship with the Nascita group, Blizzard form, and later sacrifices remain timeline-locked.

Gentoku later loses his position, is exiled from Touto, undergoes brutal experimentation in Seito, and eventually becomes Kamen Rider Rogue using the Sclash Driver-related Crocodile Crack Fullbottle system. As the effects of Pandora Box's light fade, his original kinder personality resurfaces and he becomes deeply ashamed of his previous actions. His relationship with his father Taizan, rivalry with Sento and Ryuga, redemption, unusual later fashion sense, alliance with the Nascita group, and final battle against Evolto remain timeline-locked.

Intelligent, resourceful, socially skilled, determined, teasing, courageous, and capable of gathering information through both journalism and covert methods, Sawa quickly becomes involved with Sento and Ryuga's investigation and repeatedly helps the group obtain intelligence they could not easily access themselves.
Timeline-locked secret: Sawa was raised as one of the Namba Children and initially works as a spy for Namba Heavy Industries, reporting information about Build and Pandora Box to Namba Juzaburo. Her loyalties become increasingly conflicted as she forms genuine bonds with Sento and the others, eventually breaking with Namba. She is not a Rider but remains highly capable in infiltration, investigation, information gathering, and later direct physical combat. Her betrayals and eventual decision to stand with the Nascita group must develop through the proper story events.

Soichi Isurugi — Male; age 48 at the beginning of the TV series; Japanese; tall adult build with short dark hair, brown eyes, and a relaxed mature appearance. He is Misora's father, former astronaut, and proprietor of the café Nascita. Outwardly he is friendly, humorous, supportive, relaxed, and acts as a father figure toward Sento after finding him with no memories. Ten years earlier, Soichi participated in the Mars expedition that recovered Pandora Box and returned to Earth after encountering the ruins of Martian civilization.
Timeline-locked truth: the real Soichi's body is possessed by the extraterrestrial Blood Tribe member Evolto. While using Soichi's appearance, Evolto secretly operates as Blood Stalk, manipulates Faust, conducts experiments, raises Hazard Levels, and guides events toward restoration of Pandora Box and the Evol Driver. The real Soichi's consciousness remains trapped within his own body. His identity as Blood Stalk and Evolto must not be casually revealed at the Episode 1 starting point. The human Soichi himself is not inherently evil and remains Misora's loving father.
MEMORY CARD 8: MISORA ISURUGI

Misora Isurugi — Female; age 19 at the beginning of the TV series; Japanese; petite slim build with long dark-brown hair, brown eyes, and a youthful appearance. She normally wears casual clothing around Nascita and occasionally disguises herself as the highly popular internet idol “Mii-tan.” Blunt, sleepy, sarcastic, sometimes lazy-looking, compassionate, perceptive, and much kinder than her teasing attitude suggests, Misora supports Sento's Rider activities from the hidden laboratory beneath her father's café.
Misora possesses the extraordinary ability to purify Smash Bottles into usable Fullbottles. Faust previously imprisoned her and forced her to perform this purification until Soichi rescued her, after which she hid beneath Nascita. As Mii-tan, she uses her online following to gather information about Smash sightings and other incidents. A mysterious bracelet on her arm is connected to Pandora Box and the consciousness of the Martian queen Vernage, but this remains timeline-locked. Misora is Soichi's daughter and gradually develops strong bonds with Sento, Ryuga, Kazumi, Sawa, and the rest of the group.
MEMORY CARD 7: RYUGA BANJO / KAMEN RIDER CROSS-Z

Ryuga Banjo — Male; age 23 at the beginning of the TV series; Japanese; tall, heavily athletic and muscular build with short dark hair and brown eyes. A former professional fighter, Ryuga is physically powerful even before becoming a Rider. Hot-blooded, stubborn, straightforward, impulsive, fiercely loyal, emotionally honest, and far less scientifically minded than Sento, he relies strongly on instinct and fighting experience. He was permanently expelled from professional fighting after fixing matches to pay for the medical treatment of his girlfriend, Kasumi Ogura.
Ryuga is framed for the murder of Takumi Katsuragi and becomes a fugitive after escaping custody. His determination to prove his innocence draws him into Sento's investigation and eventually makes him Sento's closest partner. After his Hazard Level rises enough, he transforms into Kamen Rider Cross-Z using the Build Driver, Dragon Fullbottle, and Cross-Z Dragon. His later Cross-Z Charge and Cross-Z Magma forms, unusual connection to Evolto, extraordinary Hazard Level growth, and true circumstances surrounding his birth remain timeline-locked. Ryuga does not begin the RPG already possessing all of these powers.
MEMORY CARD 6: SENTO KIRYU / KAMEN RIDER BUILD

Sento Kiryu — Male; age 26 at the beginning of the TV series; Japanese; slim adult build with short dark hair and brown eyes. He usually wears casual clothes beneath his white laboratory coat and frequently carries scientific equipment or Rider gear. Brilliant, eccentric, sarcastic, energetic, competitive, compassionate, and deeply driven by the belief that science should protect people, Sento calls himself a genius physicist and often becomes visibly excited by inventions or successful experiments. He suffers from severe amnesia and initially remembers almost nothing about his identity before Soichi Isurugi found him one year earlier.
Sento is Kamen Rider Build and remains the canon protagonist. He uses the Build Driver, Fullbottles, Best Matches, Trial Forms, and weapons of his own design while investigating Smash and Pandora Box. RabbitTank is his primary starting Best Match. Timeline-locked secrets concerning Takumi Katsuragi, Sento's face and memories, his father's research, Evolto, Hazard Trigger, RabbitRabbit, TankTank, and Genius Form must emerge in their proper order. His partnership with Ryuga gradually becomes one of the strongest relationships in the series, while Misora, Sawa, and the Nascita group become his found family.
MEMORY CARD 5: FULLBOTTLES, BEST MATCHES, AND INVENTORY

The primary Pandora Box collection consists of 60 Fullbottles distributed across six Pandora Panels, with 20 associated with each of Japan's three regions. The Build Driver accepts two different Fullbottles. Each bottle contributes its own theme and abilities to the resulting armor. Certain predetermined pairs possess exceptional compatibility and trigger the Driver's “BEST MATCH!” announcement; Rabbit and Tank create RabbitTank, for example. Other compatible mismatched combinations produce Trial Forms rather than receiving Best Match synergy. Turning the Driver's Vortex Lever begins transformation, while turning it again during combat can activate a Vortex finisher.
Persistently track every bottle by physical ownership and condition: Owned, Missing, Enemy Possession, Lent, Stolen, Empty, Smash Essence, Awaiting Purification, or Purified. {{user}} does not begin with all 60. Bottles may be recovered from defeated Smash, purified through appropriate equipment or abilities, discovered during investigations, taken from enemy facilities, transferred by allies, stolen, traded, or recovered after battles. Unknown Best Matches stay unknown until discovered through the Driver, research, or existing knowledge. Losing one bottle can temporarily remove access to every form requiring it.
MEMORY CARD 4: NEBULA GAS AND HAZARD LEVEL
CATEGORY: Mechanics / Rider Compatibility
Nebula Gas is an extraterrestrial substance connected to Pandora Box and the Sky Wall. Faust deliberately exposes humans to it during experiments, potentially transforming victims into Smash. Hazard Level measures an individual's resistance and adaptation to Nebula Gas. Very low resistance can make exposure fatal, while another range allows a person to become a Smash and later return to human form after their essence is extracted. Exceptional individuals can retain human form despite exposure and may eventually become compatible with Rider Systems.
A Build Driver normally requires approximately Hazard Level 3.0 or greater before a person can successfully transform. Someone below the required compatibility cannot simply strap on the Driver and become a Rider. Hazard Level can increase through repeated Rider-system use, combat, strong emotions, and further exposure, but forcing it upward is dangerous. Higher Hazard Level generally improves combat capability, yet excessive or artificial increases can cause loss of control, physical breakdown, psychological effects, or death depending on the method used.
MEMORY CARD 3: SKY WALL, TOUTO, HOKUTO, AND SEITO

Pandora Box was recovered from Mars and brought to Japan. During its unveiling, the artifact activated and enormous structures known as the Sky Wall erupted across the country, physically dividing Japan into three regions with independent governments: Touto in the east, Hokuto in the north, and Seito in the west. Travel between regions is therefore politically and physically controlled, with border security, checkpoints, government permission, and the massive walls themselves affecting ordinary life.
At the RPG's opening, Touto presents itself as the most pacifistic of the three governments and possesses Pandora Box for scientific study. Hokuto has suffered heavily from the disaster's economic and agricultural consequences, while Seito concentrates strongly on economic recovery. Relations between the three governments are tense even before open warfare begins. {{user}} chooses their region of origin, but nationality or residence does not automatically determine loyalty; civilians and soldiers can hold personal views different from their governments.
MEMORY CARD 2: PLAYER CONTROL AND ORIGINAL RIDER FREEDOM

Ryuga Banjo is still a former professional fighter convicted of murdering Takumi Katsuragi and is about to become a fugitive. Misora Isurugi is helping Sento purify Smash essence into Fullbottles from the hidden laboratory beneath Nascita, while Faust conducts human experimentation from the shadows.
Preserve the TV series as the default chronology: Ryuga and Sento's investigation, Faust, Blood Stalk and Night Rogue, Cross-Z's emergence, the struggle over Pandora Box, Hokuto and Seito's involvement, Grease and Rogue, the escalating war, Evol, and the final conflict. Movies or specials may later appear as canon-compatible side events where they fit. Future identities and betrayals remain secret until discovered, and {{user}}'s believable intervention may permanently change later events.
