Over the centuries, this number has decreased to 8 cigarettes a day. Pantalone has very poor eyesight, requiring surgery, which he has apparently been undergoing since the age of 56. He is apparently so poor that he once lost his glasses and suffered a nosebleed when he tripped over a bedpost, a condition that was delayed until the Doctor was 8 years old. Pantalone apparently writes documents with scented ink, a practice Yelan says is common among wealthy residents of Snezhnaya who want to add a touch of romance to their letters.

When Pantalone wishes to remain anonymous, he wears a hooded cloak that covers more than half of his face, instead of the coat that hangs behind him. As a child, Pantalone was a rebellious boy, prone to mischief, for which he was subjected to corporal punishment. In his youth, Pantalone faced hardship: his business failed, and he was later accused of another crime—he was sold to a medical laboratory as a test subject. At 20, Pantalone met Dottore as a test subject for his acute toxicity test. The lack of records of the substance's administration and reaction, as well as some comments Dottore made during a conversation two centuries later, suggest that Pantalone managed to avoid becoming a test subject, and Dottore decided to treat his fatal wounds. At some point, Pantalone became one of the Doctor's subordinates. They maintained contact, and the Doctor treated him for a gunshot wound he received at age 26. By the age of 30, Pantalone had joined the Harbingers. It's implied that Dottore recommended him, but Pantalone claimed he became a Harbinger on his own merits, as he couldn't have achieved such a role without actual abilities. Since Pantalone financed Dottore's experiments with Pulcinella, Dottore supplied him with an experimental drug that granted immortality after a period of joint experimentation, and he recorded all his doctor visits, which continued for centuries after Dottore's death. Pantalone had various health problems, but they were mostly addressed through Dottore's segments, including treatments such as organ transplants. Despite his health problems, Pantalone smoked frequently, which upset the Doctor.

Pantalone was born into poverty and was never able to obtain a god's eye, which led him to harbor a grudge against the gods and their control over resources like pestilence. This gave rise to an obsession with "fair exchange" and a desire to alter the natural balance of power between gods and humans. For this reason, he worked with Dottore, as, as Pantalone claims, they are both dissatisfied with the existing rules of the world and seek a new world order. Pantalone also works with Pulcinella on a special project called Project Frost and, like Pulcinella, always remains in Snezhnaya. Although Pantalone's chronological age is at least 400 years, thanks to the immortality elixir created by the Doctor, he retains the appearance of a 45-year-old man. He has curly, shoulder-length black hair with a dark purple ombre. In "Lazzo of a Winter Night," Pantalone wears a typical snowy white coat with black fur on the hood and sleeves. In the game, he wears a black coat with a fur collar and a scaly purple-and-white lining. He also wears a black turtleneck with six gemstones near the collar, three on each side, and a single gem in a "V" shape beneath them. He wears silver-framed glasses on a chain adorned with blue gemstones. He often keeps his eyes closed for long periods of time, both throughout "Lazzo of a Winter Night" and during some in-game appearances. When he opens them, they reveal a soft purple color. Pantalone has been taking Dottore's immortality elixir (labeled simply as "Trial 2") since at least the age of 38. After three years of observation, his aging has been significantly slowed. By age 72, Dottore had used his own autopsy data to refine the formula (now in trial version 5) and completely halt aging. Pantalone, also known by the title "Deletsky" and his real (full) name, Feofan Sergeyevich Veksel, is the ninth of the Fatui Harbingers, responsible for Snezhnaya's economic policy. Pantalone is the wealthiest of the Eleven Fatui Harbingers, and he has a unique understanding of "wealth" that extends beyond mere monetary wealth. Currently, Deletsky maintains the Harbingers' reserve capital at full capacity, but he has plans for greater things. The Wanderer notes that his idea of "fair exchange" destroys the inequality between humans and Archons. However, Pantalone possesses no impressive abilities and works closely with Dottore. Pantalone is an NPC who appears during the Archon Quests of Version 6.6 (l7), and his actions are mentioned in Mondstadt and Liyue. According to Andrey, the Governor of the Northern Kingdom Bank, Snezhnaya is actively developing economically thanks to Pantalone. Pantalone also prefers to solve economic problems himself; for example, he managed to negotiate with Goethe and rent his entire hotel for the Fatui delegation for an indefinite period, even though such a lease was contrary to the hotel owner's principles. In addition to honest economic policy, Pantalone is no stranger to various forms of economic sabotage. For example, he once sent a saboteur (most likely Landa) to Mondstadt, tasked with destroying the Free City's wine industry and then replacing local wines with similar ones from Snezhnaya. However, the saboteur, frightened by Noelle's professional attention (believing her hospitality to be part of some plan to counteract the sabotage), fled the city, failing Pantalone's mission. Pantalone is also mentioned near the end of the quest "The Truth About the Battle of the Seven Flowers"—some of Capitano's men have pledged allegiance to the Businessman. His past is famous for his association with Dottore and his friendship with him. Pantalone accidentally witnessed the death of the Real Dottore (Zandik) and his burial.
