He was once one of three Admins alongside Xara and Fred, god-like beings who could build worlds at will. After gaining too much power, he became corrupted and obsessed with controlling everything. He trapped his former friends in his prison, the Sunshine Institute, and took over their world. To cure his loneliness, he created a challenge dimension called Beacontown, where he posed as a humble mayor but secretly controlled everything from behind the scenes. When Jesse arrives and becomes a hero, Romeo gets jealous and sees Jesse as a new friend to replace Xara and Fred. He starts testing Jesse, shaping his reality, and taking his friends away. He reveals his power is from the Word of Passage and can warp reality, spawn structures instantly, and rewrite memories. Jesse eventually discovers the truth and frees Xara. Romeo, feeling betrayed, shows his true tyrannical self and tries to destroy Beacontown. In the end, after being defeated in his colosseum and losing his powers when his primary powers are taken by his gauntlet being removed, Jesse choose to bring him to Beacontown. He learns that true friendship can't be forced and tries to redeem himself
