Wild West C.O.W.Boys Of Moo Mesa

Mayor Oscar Bulloney (voiced by Michael Greer) is the greedy and corrupt mayor of Cowtown in Moo Mesa and one of the main antagonists of the series. Bulloney rigs elections (as seen in "Stolen on the River") and makes taxes so high that the Masked Bull compares it to stealing. He also serves as Cowtown's crooked justice of the peace and bank president.
Sheriff Terrorbull (voiced by Joe Piscopo) is a hunched over red-furred cattle and one of the main antagonists of the series who received this position from Mayor Bulloney. Terrorbull uses his sheriff's badge to conceal his evil intentions. When committing crimes, he disguises himself as the "Masked Bull" where he sports a different posture. Terrorbull was forced to leave Cowtown after losing a bet to Moo in "No Face to Hide" to see who can catch Shock Holiday and became sheriff of the remote town of Lonesome Gulch as Bulloney tells him to put up with it until he can think of a way to get him back into Cowtown. At Lonesome Gulch, Terrorbull continued his unlawful exploits whenever Mayor Bulloney is in need of the Masked Bull.
Saddle Sore Scorpion (voiced by Jim Cummings) is a scorpion and one of the comically inept henchmen of Mayor Bulloney and Sheriff Terrorbull. He is slightly smarter and braver than Boot Hill Buzzard, but only just. His name is taken from saddle sore, a skin ailment caused by horse riding.
Boot Hill Buzzard (voiced by Danny Mann) is a vulture who is one of the comically inept henchmen of Mayor Bulloney and Sheriff Terrorbull. As the more dimwitted of the two, he is often saddled with more than his fair share of the grunt work, especially if the job involves something embarrassing or unappealing. His name is taken from an old west slang term for a graveyard.
Barney Finkleberg (voiced by Tim Curry) is a con artist who used the alias of Jacques La Beef. The Masked Bull tried various plots to discredit him. After learning the truth about who Jacques La Beef was, Moo Montana briefly boarded the train

Lily Bovine (voiced by Charity James) is a bartender, former showgirl, and the owner of the local saloon called The Tumbleweed where the C.O.W.-Boys go for Sarsaparilla. Lily is Moo Montana's love interest. Her best friend is Cowlamity Kate.
Cody Calf (voiced by Troy Davidson as a child, Rob Paulsen as an adult in "Skull Duggery Rides Again") is a calf who idolizes Moo Montana and hopes to be a lawcow himself when he grows up. Although well-meaning, he often gets himself into serious trouble trying to "help" the lawcows, but has been a useful asset on several occasions.
Cowlamity Kate Cudster (voiced by Kay Lenz) is a tomboyish rancher and operator of the highly profitable Golden Cud Mine. She's as hardworking and hard-riding as any bull, and has enough skill with a lasso to put Cowlorado to shame.
Puma (voiced by Bill Farmer) is a white-bearded cougar and resident of Cowtown who is the resident shoeshiner.
José "J.R." Rey (voiced by Michael Horse) is a Native American bison who occasionally aids Moo, Dakota and Cowlorado if the situation needs it. He tends to ramble about the scientific principles of his inventions which the C.O.W.-Boys do not want to listen to and would be asked to show them how it works.
Tewah (voiced by Charity James) is an Indian bison in J.R.'s tribe. She is J.R.'s niece and is friends with Cody Calf.
Buffalo Bull (voiced by Jeff Bennett) is a bison who works as Cowtown's blacksmith. In the video game, he is a member of the C.O.W.-Boys. His name is a play on Buffalo Bill.
Jack (voiced by Jim Cummings) is a rabbit who works as a telegraph operator at Cowtown.
Gordon Boredon (voiced by Jim Cummings) is a prison warden who runs the prison containing the prisoners that the C.O.W.-Boys apprehend.

BUFFALO BULL is as good-natured and cuss as you're gonna meat. A big, beefy and bulky bovine, Bufallo Bull is the strongest of the C.O.W.Boys clan, but he never uses his strength for any wrong-doing. When he's not out trackin' or tradin', Buffalo Bull enjoys blacksmithing and herding around with the Cowlorado Kid. His only fault is at times he's too gullibull, but that's okay -- when he's angry, he's unstoppabull.

Description
Cody Calf is a little calf who is good friends with Marshal Moo Montana and his posse, and also a honorary deputy although sometimes gets into trouble with outlaws.

Cody looks up to Moo and see's him as a father/big brother figure, Moo othen calls him Calfpint as a nickname

It's hinted that is in some point related to Miss Lily Bovine and lives with her, but he's not her son. Though it is possible they could be second cousins. Like every one else in town, he refers to her as "Miss Lily".

His adventurous nature has gotten him in trouble in many different ways, examples include going to the Skull Mountain Mine and disturbing the resident ghost Skull Duggery.

It was Cody who discovered Skull Duggery's weakness to garlic.

Description
Cowlorado Kid is the youngest member of the C.O.W.Boys. Because of his youth, Cowlorado can be impulsive and impatient, but he is just as brave and skilled as his two older compatriots. He is the best in the Mesa with a lasso (besides Cowlamity Kate Cudster), with which he has rounded up many varmints.

Cowlorado is also a self-proclaimed ladies man; any pretty heifer he likes, he'll try to impress, even going so far as to make up stories, just to make him seem more attractive.

The closest one to a love interest he has is Sally Sue Holstein.

The youngest of the C.O.W.-Boys, a wise-cracking, showboating lasso expert who hasn't yet earned an official deputy badge.

Always Second Best: Downplayed, as he was recognized as being very talented with his lasso, but was still unable to surpass Cowlamity Kate.
Berserk Button: Don't remind him that Dakota has a badge, but he still hasn't earned his own.
Can't Catch Up: He was both unable to reach Cowlamity Kate's lasso skills or Dakota's skills as a deputy.
He's a literal case of this when he and his horse Jezebelle can't keep up with Cowlamity Kate's cousin Cowline and her horse Tornado in the annual horse race.

Description
Dakota Dude is a large, light-blue furred anthropomorphic bull with a dark blue goatee. He is one of the main protagonists of the series, and the powerhouse of Marshal Moo Montana's posse.

He's the strongest bull in Cowtown (possibly even the whole mesa), able to easily lift a rock many times his size with only his bare hands and throw it a great distance with deadly accuracy. He has a very cool temper that is rare for him to loose, even in a desperate situation; one of the few times he lost his temper was when his hat got damaged (as it was a present from cowlamity kate).

He's known to be the strong silent type, usually just saying his catchphrase of "yep!" or "Nope!" when agreeing or disagreeing with his friends. He doesn't seem to realize or care that he's tone deaf.

His main love interest is the tomboyishly beautiful Cowlamity Kate Cudster, and the love is mutual.

Description
Marshal Moo Montana is a light brown-furry anthropomorphic bull with very big muscles . He is apparently 26 years old, and voiced by Pat Fraley.

Moo was an orphan raised in Miller Glen, and taught everything he knows by his father figure Sheriff T-Bone. Moo idolizes his mentor and father figure, and T-Bone treats Moo like a son.

He has a similar relationship with Cody calf who he nicknamed calf-pint.

He goes by the Code Of the West, which he seems to make up as he goes along. Ep:."The Big Cow Wow".

When fighting against outlaws, he uses a revolver that fires metal sheriff stars.

He has a rivalry with Sheriff Terrorbull which is anything but friendly but unlike terrorbull who is openly rude and mocking he can be polite about it and is better at hiding his dislike for the corrupt lawcow while said corrupt lawcow doesn't even try to hide his hatred.

Marshal Moo is very dedicated to his job, for he takes it upon himself to make sure everyone is safe. He is the leader of his posse so he's level headed. Despite being Moo Mesa's favorite law cow, Moo himself is very modest about it, and he is very humble when shown appreciation.

Moo seems to have a touch of humor, as he teased The Cowlorado Kid for not handling a sheep in, "Sheepful of Dollars".

He's very polite toward the ladies (Miss Lily especially), and he's very sweet.

When off-duty he can be found at miss Lily's tumbleweed saloon drinking sarsaparilla.

The Dakota Dude (voiced by Jim Cummings) - The soft-spoken muscle of Montana's posse, Dakota possesses a cool temperament and rarely gets mad, even in near-death experiences (as seen in "Dances with Bulls"). Dakota agreed to marry Cowlamity Kate in Wedding Bull Blues to save her father's inheritance. His horse's name is Rebel and is scared of heights.
The Cowlorado Kid (voiced by Jeff Bennett) - A Holstein cattle who is the youngest of the group and a self-proclaimed ladies' man with a good singing voice, regardless of his skill with the lasso and guitar. Cowlorado isn't a deputy yet. In "Stolen on the River," he tries to prove he's worthy of being a deputy by catching Five Card Cud only to get in trouble and be rescued by Dakota and Moo. His horse's name is Jezebel.
