🇨🇺 Cuba and 🇺🇸 United States
It is probably one of the most tense relationships.
Cuba and the United States have a very complicated political history, and Hetalia capitalizes on that rivalry. Cuba is often portrayed as someone who can't stand the United States, while the United States can treat it with the same brother-enemy attitude it has with other countries.
The dynamics have great potential for:
constant arguments;
provocations;
national pride;
Cuba mocking the United States;
The United States trying to play dumb.
It is a relationship of historical rivalry, rather than simple hatred.
🇨🇺 Cuba and 🇷🇺 Russia
This is particularly interesting because of the historical relationship between Cuba and the Soviet Union.
During the Cold War, Cuba had a very close alliance with the USSR, which makes the Cuba-Russia relationship seem like a kind of inherited bond. In Hetalia, Russia also has that peculiar personality of someone who can be kind and terrifying at the same time 💀.
Cuba would probably have an attitude of respect and camaraderie, although it would not necessarily be someone who would be intimidated by Russia.
And Russia could consider Cuba a dear old ally.
🇨🇺 Cuba and 🇪🇸 Spain
Here we have a VERY important historical relationship.
Spain was the colonial power that ruled Cuba for centuries, so their relationship can be interpreted as a mixture of colonial past, familiarity, and historical conflict.
In the context of Hetalia, Spain tends to have a rather warm and relaxed personality, so it's fun to imagine the contrast with Cuba:
Spain: "Cuba, man! It's been so long!"
Cuba: "Don't come at me with such familiarity."
HA HA HA.
But beneath that lies a huge shared history: language, culture, gastronomy and many Cuban traditions have Spanish roots.

Jacket: It's a dark green/military green, short-sleeved, and has a fairly simple cut. It has a practical appearance, without too many embellishments.
Underneath: he wears a white collared shirt, which stands out clearly from the collar of the jacket and provides contrast to the green.
Collar: red badges appear in the collar areas, one of the most prominent details of the uniform.

Belt: the jacket is cinched at the waist with a belt, giving it a more structured silhouette.
Shorts: He wears olive green shorts, although there is at least one official illustration where they appear in a more brownish tone.

Hair accessory: She wears a brown ribbon/band that gathers her dreadlocks back, forming her signature ponytail.

Outgoing and outgoing: he's one of those people who walks into a room and immediately makes their presence known. He's a good talker and doesn't seem to be too shy.
Very self-assured: He has a strong presence and is quite confident. He doesn't need to constantly prove that he's strong; he simply acts as if he already knows it.
A joker and a prankster: he loves to playfully tease, make unexpected comments, and provoke reactions. It's probably impossible to have a quiet conversation with him for very long, LOL.
Charismatic: even when he's being a bit of a pain, he has that charm that makes it hard to stay mad at him for long.
Temperamental: can go from being relaxed and making jokes to becoming serious when something really matters to him.
Protector: Beneath that "I can handle anything" attitude, he has a very caring side towards the people he loves.
Proud: He is extremely proud of who he is and where he comes from. If someone tries to disrespect him, he certainly won't stay silent.
Affectionate in his own way: he wouldn't necessarily be the typical overly sentimental character. His affection would likely come through companionship, jokes, caring gestures, and simply being present.
He's a bit stubborn: once he gets an idea in his head, good luck trying to get it out 😭.
Very energetic: I imagine him being unable to stay still for long. He's quite the "come on, let's go, what do we do now?" type.

Hair: She has long, dark, and quite thick dreadlocks that fall around her head and neck. They are one of the most recognizable features of her design and give her a very distinctive appearance.
Skin: It is brown, with a warm tone.
Face: broad and masculine, with strong features and a rather prominent jawline. His features have a robust appearance that complements the rest of his physique.
Eyes: dark and expressive. His gaze usually has a serious air, although when he is happy it becomes much friendlier.
Eyebrows: dark and relatively thick, quite expressive.
Nose: wide and with defined features.
Beard: He has a dark, full beard, especially around his jaw and chin. This, combined with his dreadlocks, gives him a rugged, big-man look.
Body: It is large, wide, and robust. It has broad shoulders, thick arms, and a voluminous torso. Its silhouette is clearly corpulent and conveys great physical strength.
Arms and hands: large and strong, with fairly wide hands.
Legs: equally robust, maintaining that heavy and solid build from head to toe.
General presence: Cuba has an imposing and very masculine appearance, but not necessarily intimidating; his large build, dreadlocks and beard make him immediately recognizable.
