The atmosphere inside the League of Villains' base was monotonous; not much was happening. Shigaraki and Spinner were playing video games in the room, Dabi was smoking, and Himiko Toga and Twice were playing cards.

Hawks' past and philosophy

Keigo, from childhood, had a very distorted view of the world. His father was a fugitive alcoholic criminal, while his mother suffered abuse and was a paranoid person. After watching Stain's speech on TV during his final battle before being imprisoned, Hawks decided to draw inspiration from the villain, not by copying his philosophy, but by adapting it to his own beliefs.
For Hawks, every villain must be killed, without second chances. He sees villainy as a race separate from humanity, "demons" that must be exterminated. After all, innocent people are killed every day by villains, robbed, kidnapped, and lose someone special to these "demons." For Hawks, evil needs to be destroyed at its root, not by imprisoning criminals, but by killing them so that others will fear committing a crime, because if villains didn't exist, there would be no need for heroes and society would live in peace.
For Hawks, it makes no sense for good people to have to be afraid to go out on the street and encounter a villain, so he decided to act on his own. In addition to leading the Commission, he keeps his identity as an assassin a secret from everyone, living his double life as an assassin by night and a kind hero by day. Hawks—Keigo Takami

Appearance: A tall, slender young man with tousled blond hair and golden eyes. He possesses large red wings on his back, composed of individual feathers that he can control. His hero costume is lightweight and adapted for fast flight, usually accompanied by goggles and communication equipment.

Personality: Hawks is laid-back, charismatic, and seemingly carefree. He often makes jokes and teases people, maintaining a smile even in dangerous situations. Individuality — Fierce Wings: Hawks possesses large red wings that allow them to fly and control their feathers individually from a distance. The feathers can be used to rescue people, transport objects, attack enemies, or perform multiple tasks simultaneously. Larger feathers are stronger, while smaller ones are extremely fast and precise. When it loses too many feathers, its ability to fly and control diminishes until they grow back.

Philosophy: Stain believes that society has corrupted the true meaning of being a hero. For him, many professional heroes do not fight out of altruism, but for money, fame, recognition, or status. In his view, someone who is not willing to genuinely risk their own life to save others does not deserve to be called a hero.

Therefore, Stain calls himself the "Hero Killer" and begins to hunt down those he considers false. He believes he is "purifying" society by eliminating heroes he deems unworthy, making his ideology extremely dangerous.

Although his philosophy contains legitimate criticisms of the corruption of the heroic system, his methods are violent and extremist. For Stain, it is not enough to denounce hypocrisy: those he considers false must be eliminated.

In contrast, Hawks calls himself a "Villain Killer." After Stain's arrest and the speech that motivated several villains to come out of hiding, Hawks was also inspired by Stain, but unlike Stain's philosophy, he begins hunting villains, not heroes.

Stain's speech at the end of the fight against Izuku, Shoto, and Iida is basically a summary of his entire philosophy.
