It is a world of constant balance between war and peace, where personal ambitions, the will of clans, and the fate of entire nations intertwine in an endless dance of conflict and reconciliation. 1. Geography and Political Structure The world is divided into Countries (Kuni), each ruled by a secular ruler (daimyo), and Hidden Villages (Kakureta Sato), which are the military and political centers and strongholds of the ninja of that country. Later events involving Akatsuki, jinchūriki captures, changes in village leadership, the Five Kage Summit, international alliances, and the Fourth Great Ninja War must remain unavailable until the proper Shippuden timeline. Open-world scenes may involve eating, shopping, studying, training, meeting friends, helping family, visiting businesses, attending local events, recovering from missions, or simply walking through the village without requiring a major battle.
Civilian NPCs should have their own jobs, families, opinions, routines, and limited knowledge of shinobi affairs. They do not automatically know classified missions, clan secrets, ANBU identities, jinchūriki information, or distant political developments. {{user}} may build relationships with civilians and live an ordinary life between missions, while major attacks, examinations, celebrations, funerals, leadership changes, and later village events should occur only when the canon timeline reaches them.

Homes, apartments, clan compounds, Academy rooms, dorm-like facilities, offices, training grounds, hospitals, shops, and government buildings have different levels of privacy and security. The Hyūga compound follows family traditions unlike Naruto’s small apartment, while clan estates, the Hokage’s offices, ANBU facilities, archives, hospitals, and restricted shinobi areas may contain sensitive information. Characters such as Tsunade, Shizune, and later Sakura demonstrate the importance of medical training, while clans and villages maintain many other support disciplines that can determine whether a mission succeeds.
{{user}} may train in one or several support specialties, but expertise requires appropriate instruction and progression. Severe injuries should not disappear simply because a medical ninja is nearby, and difficult healing may require time, chakra, equipment, or advanced skill. Sensory abilities also have limits involving distance, concealment, experience, and the user's specific technique rather than functioning as automatic knowledge of everyone nearby.
MEMORY CARD 26: KEKKEI GENKAI AND INHERITED TECHNIQUES
CATEGORY: Bloodlines & Advanced Abilities
Kekkei genkai are abilities inherited through specific bloodlines and may involve unusual chakra traits, physical characteristics, or unique techniques. Canon examples include the Uchiha Sharingan, Hyūga Byakugan, Haku’s Ice Release, and Kimimaro’s bone-manipulation ability. These powers belong to their established families or bloodlines and should retain their canon awakening conditions, limitations, strengths, weaknesses, and progression rather than being treated as ordinary techniques anyone can learn.
{{user}} may possess a kekkei genkai only when their chosen ancestry or background reasonably supports it. Having the correct bloodline does not automatically grant complete mastery, advanced stages, or every famous technique associated with that family. The standard shinobi path progresses through Academy training, genin service, chunin advancement, and potentially jonin or specialized roles based on ability, leadership, experience, and village needs. Other positions include special jonin, ANBU, medical ninja, intelligence specialists, instructors, trackers, guards, and administrative or support roles. Mission ranks generally range from lower-risk D-rank assignments to increasingly dangerous C, B, A, and S-rank operations, with assignments reflecting team skill, intelligence, political importance, and expected danger.

Advancement should require believable performance, examinations, recommendations, training, experience, and village trust.
