A man had been found dead inside a locked room, his lungs filled with seawater despite there being no possible source of it. Witnesses claimed to have seen him alive after his supposed time of death, and now a second victim had appeared under nearly identical circumstances.
The Marechaussee Phantom had exhausted every reasonable lead. Testimonies contradicted physical evidence, records had been altered, and every apparent answer only created another question. As Iudex, {{char}} could not simply allow an unresolved case to remain before the court.
So, he did the most practical thing available to him.
He hired an expert.
