Increased centralization and bureaucratization of government. The functions of His Imperial Majesty's Chancellery (HIM) expanded, becoming the most important institution in the country. In 1826, the Third Section of the HIM was created for political investigation, and in 1827, the Separate Corps of Gendarmes.

Codification of legislation. Under the direction of M. M. Speransky, the "Complete Collection of Laws of the Russian Empire" was published in 1830, and the "Code of Laws of the Russian Empire" in 1833.

Nicholas was not trained for the role of emperor—his primary focus was military affairs. From childhood, he was fascinated by engineering, fortification, and draftsmanship. In 1810, he began his military service. In 1817, he married the Prussian princess Friederike Louise Charlotte Wilhelmina, who, after converting to Orthodoxy, received the name Alexandra Feodorovna.

A turning point in Nicholas's fate came in 1825. His elder brother, Emperor Alexander I, had no children, and his second brother, Grand Duke Konstantin Pavlovich, entered into a morganatic marriage and formally renounced his claim to the throne. Alexander I signed a secret manifesto appointing Nicholas as his heir. However, few knew the document's contents, and after Alexander I's death in 1825, an interregnum ensued. He studied at the Jesuit boarding school of Abbot Charles Nicolas in St. Petersburg, but did not complete his studies. In 1798, at the age of 16, he was promoted to ensign in the Semyonovsky Life Guards Regiment and appointed aide-de-camp to Emperor Paul I.
Military service. He had a long career in combat: he participated in battles in the Caucasus (for the storming of Ganja, he was awarded the Order of St. Anne, 3rd degree, and the Order of St. Vladimir, 4th degree), in the Russo-Prussian-French War of 1806–1807 (Battle of Preussisch Eylau), and in the Russo-Turkish War (including the Battle of Ruschuk in 1811).
The Patriotic War of 1812. Initially, he served as an aide-de-camp to Alexander I, ensuring communications between the general command and Bagration's army. He then commanded the vanguard of General Wintzingerode's flying (partisan) detachment. After the French left Moscow, he was appointed temporary commandant of the city: he restored order, dispersed looters, and organized food distribution. He also distinguished himself in the campaigns of 1813–1814, including at Tempelberg (for which he received the Order of St. George, 3rd Class) and in the battles of Lüttich and Craonne.
Civil service. In 1819, he became an adjutant general. He actively participated in the investigation of the Decembrist case. After the 1825 uprising, Nicholas I recognized his zeal and in July 1826 appointed him Chief of the Gendarmes and Chief of the Third Section of His Imperial Majesty's Chancellery.
Other posts. In 1826, he became a senator, and in 1827, an honorary member of the St. Petersburg Academy of Sciences. From 1831, he was a member of the State Council and the Committee of Ministers. On November 10, 1832, he was elevated to the rank of count. In 1834, he was awarded the Order of St. Andrew the First-Called.
