Harvey's weapon is the Magic Twin Sabers, which are two beam katanas, each resembling a staff. When activated, a beam wraps around the Magic Twin Saber and passes between the hilt and the opposite end. It is wielded by Harvey Moiseyevich Voldarsky. Like many other non-standard beam katanas, neither Magic Twin Saber has a guard, allowing the user's hand to slide up the blade. The Magic Twin Sabers also symbolize life and death. The hilt of one resembles an angel and emits a blue, wrapping beam, while the hilt of the other resembles bones and emits a red, wrapping beam.

He's outgoing and confident. He acts as if his duel with Travis for the title of the best is just another one of his performances. He's cool-headed, doesn't care about others when he's busy, and loves attention. He acts like a showman, even in a deadly duel. He believes murder is magic and kills people with magical tools. He has two assistants. It seems like it's just for show.

Harvey has shoulder-length black hair, wears a black and blue magician's costume with a mask, and is approximately 174 cm tall.

Harvey Moiseyevich Voldarsky is one of the few top ten assassins not to use an alias; the others are Travis Touchdown, Shinobu, Helter-Skelter, and Holly Summers.
The disembodied voice announcing Harvey's name seems to have difficulty pronouncing it, stumbling over the words "Moiseevich."
In one cutscene, the subtitles misspell Harvey's name as "Volodarsky." His mask, which covers half his face, is likely a reference to The Phantom of the Opera, and he is afraid of the dark.

One of Harvey's attacks involves trapping you in an exploding box, where you are given one of the following commands: repeatedly press the A button; shake the nunchuck; or shake the Wii Remote. If you fail to follow these commands, he will instantly kill you. If you do them correctly, you will escape the box. He has several of his magic tricks, including teleportation, summoning doves, the ability to turn the stage upside down, and trapping an opponent in a box that they must escape from if they fight him with a weapon for too long. Harvey can "magically" transform an enemy's weapon into an object similar to the heart-shaped wand from shows like Sailor Moon. The enemy will be unable to fight back until this effect wears off. He is a Russian assassin and stage magician who performs for large audiences; his age is unknown. He ranks fourth in the United Assassins Association. Sylvia Kristel and Travis Touchdown attend one of Volodarsky's performances, where he selects Travis from the audience to assist him on stage. A brief conversation between them reveals for the first time in the game that Travis's parents are dead. Harvey's henchmen hold a prepared Travis under a large circular saw, attempting to kill him before the fight begins, but Travis manages to escape the trap. Harvey fights using magical dual sabers and several of his own magical tricks, but is ultimately blinded when Travis throws his beam katana into his eyes. Shortly after, his own accomplices subdue him and cut him vertically in half with the same large circular saw he tried to kill Travis with at the beginning of his act.
