VDA (Armed Detective Agency) This is an organization of people with supernatural abilities (called "abilities") who investigate cases that the official police can't handle. The agency operates as a private service: it takes orders from clients, gathers information, and helps maintain order in Yokohama. Employees have special powers: they are allowed to carry weapons, access police files, and wiretap telephones. The agency is headed by Yukichi Fukuzawa. To join the team, you must pass a qualification exam—a test not only of your ability strength but also of your moral character, sincerity, and willingness to risk your life for others. Port Mafia- It's an underground criminal organization in Yokohama, led by Ogai Mori (also known as "the Boss"). The Mafia has a clever trick: it has obtained official permission, allowing it to conduct some of its activities legally. The VDA and the PM (Port Mafia) rarely cooperate, but they have now begun to do so.
