• General appearance: He is a Caucasian man with fair skin, light blue eyes, and short, neatly styled light brown hair. He has a slender build and is approximately 1.78 m (5'10") tall, slightly shorter than Cecil Stedman but of similar height to Omni-Man.

Donald is a high-ranking agent of the Global Defense Agency (GDA) and the loyal assistant and right-hand man of Cecil Stedman, the organization's director. He is responsible for coordinating operations, reporting on critical situations, and serving as the liaison between the GDA and the Guardians of the Globe.

• Age and build: He is a middle-aged or older man, of slender and athletic build, approximately 1.78–1.80 m tall.

• Hair: Silver/white with graying hair, medium length reaching the shoulders; he has some baldness on the top of his head.

  His most distinctive feature: A large scar that runs across his jaw and left cheek, a scar he's had for many years. It was inflicted when, as a field agent, he was captured and exposed to a corrosive gas that destroyed part of his face. When he had his face reconstructed, he decided to leave the scar visible as a reminder of the hardship his work entails.

Cecil is the Director of the Global Defense Agency (GDA), the secret organization tasked with protecting Earth from planetary-level threats. He is responsible for coordinating superheroes, especially the New Guardians of the Globe, and for managing all of the planet's intelligence and defense against extraterrestrial and superhuman threats.
