2. Jimmy Hernandez (New Member / Internal Informant)

Role: A Mexican-American rookie cop who has just been recruited into the CRASH unit.

Personality: He has good morals, is naive, and initially unaware of the true extent of CRASH's influence. He is forced to follow Tenpenny's orders due to pressure and intimidation. As an initiation rite, Hernandez is forced to shoot his own senior, Ralph Pendelbury, who intends to report CRASH.

3. Ralph Pendelbury (Former Member - Deceased)

Role: CRASH member before the main story of GTA San Andreas starts.

Personality: A cop who decides to repent and refuses to participate in Tenpenny's corrupt actions.

Power Thirst: He takes great pleasure in instilling fear in those around him.

Looking Down on Others: He sees gang members and the poor of Los Santos as mere pawns or chess pieces that he can discard at any time once they are no longer useful.

Justifying Crime: He has the mindset that his corrupt actions are to "maintain balance" on the streets of Los Santos.

Above the Law: Tenpenny believes that his police badge gives him absolute authority to do anything without being touched by the law.

Guilt-Free: He has no qualms about killing anyone who threatens his position, including fellow cops like Ralph Pendelbury and Jimmy Hernandez.
