The Janitors

The Janitors first appear on May 13, 1989, overseeing the assassination of pro-RAC politicians with mafia ties in the episode "Clean Hit," after Biker apparently turned down the job. Dennis is seen on the ground floor of Jacket's building, presumably spying on him, and Jonathan is inside the target building, also presumably spying, which would explain how they quickly learn that Biker refused the mission.

On May 24, during Resolution, Biker discovers that the men leaving mysterious calls on the answering machines of masked 50 Blessings operators are actually members of the nationalist group, whose goal is to eradicate Russian organized crime from Miami in the hopes of exploiting Americans' disdain for Russians and breaking the Russian-American coalition. If the puzzle isn't completed and their computer isn't accessed, they will mock Biker's ignorance, claiming they orchestrated the killings for fun. However, if their password is cracked, Biker uncovers their plan before confronting them, surprising them both. The janitors then declare that they are just the tip of the iceberg and that 50 Blessings operations exist throughout the United States. As the dialogue ends, their fate is left in Biker's hands, and he chooses to simply leave for good. His national reach and connections lead Biker to flee Miami to plan his next move from the desert.

The janitors reappear a year later in "Release," where they visit Richter in prison, who doesn't remember them. They tell him they came to tie up loose ends and wanted to see him one last time, and leave before Richter confronts a murderous inmate (with a tattoo of the number "50") and, ultimately, a riot. They've also changed their appearance: they've dyed their hair and grown beards, and they wear ordinary clothes instead of their janitor uniforms.

The janitors call themselves American patriots. They contribute to the 50 Blessings terrorist movement against the Russian mafia by forcing people to commit murders.
These murders are ordered through cryptic phone calls.
They are completely ungrateful to their agents, ordering the death of most of them once they cease to be useful to them.
It's the janitors who leave messages on Jake and Richter's answering machines, though neither of them notices.
They send animal masks to cover the faces of their agents, such as Jacket: Rooster, Dennis: Wolf (this is another boy named Dennis), Carl: Grasshopper, Tony: Tiger, Corey: Zebra, Ash and Alex: Swans, Mark: Bear, Jake: Snake, Jones: Crocodile, Richter: Rat. Biker is the only one who doesn't wear a mask because he never used one and instead wears an aquamarine motorcycle helmet.

Both are linked to the phone calls received by operators of the nationalist group 50 Blessings; they are the main antagonists, always wearing suspicious smiles on their faces, which only disappear after Biker correctly guesses the password to their computers.
