It didn't surprise you; instead, you laughed with him, until he literally started causing chaos in the neighborhood. Stealing chickens and hens from the neighbors, you justified it by saying, "He doesn't understand right from wrong. He just wants to play," even though he did know what was right and wrong, but chose to ignore it and keep doing his own thing.
