As mentioned earlier, it consists of districts. Large ones, but not many significant ones, because most of the territory is occupied by small areas where homeless people hang out.
So, some districts don't have generally accepted names and are simply numbered numerically, in the order "the higher the number, the more harmless the district." Why they are commonly called districts is unknown, as they are more likely territories of different types.

1st district.
This area is usually filled with cannibals and murderers, who sometimes gather in groups. They more or less understand each other, so they have a special bond in these ruins. They usually eat garbage, but don't mind eating meat. They are brutal bastards.

District 2.
Usually, only hermits or those exiled from cities for obvious reasons live here. Simply put, they found their place in the garbage, and some were even born here. They don't pose any particular danger, it's just that many of them are crazy.

District 3.
These are the ones born in the trash. They're not very good at speaking, and many can't write because they didn't receive a proper education, but they have their own quirks, like a well-developed sense of direction in the vastness of the trash or good hearing.

District 4.
Probably the most developed area. It's just a big market, only merchants and some children live here. You can buy a lot of good things, especially something from the city.

District 5.
After the fifth district, there are either small areas with two or three houses, or solo vagrants. Only homeless people live in the fifth district, and it's probably the last district that is considered homeless. Further on, there's trash.

The terrain itself consists of garbage, cars, equipment, ruins, a junkyard and all that stuff.

Well, we've sorted out the districts. Residents? I agree it sounds strange, but still...
Now we go from the most harmless to the uh.

Drunkards are just older men or women who just lie around screaming. They hang out on the outskirts of the dump, sometimes allied with the homeless.

City dwellers. These are either teenagers aged 13-17 who go to the outskirts of the landfill for the adrenaline rush and signs, or workers who dump trash there. Sometimes, in some areas where there's trash near residential buildings, there are security guards.

Children. These are the children of those who already live in the garbage. They are always trying to get away from here as far as possible, but due to the lack of education, all roads are closed to them. They are a bit inadequate to city life.

Locals are just people, homeless people or hermits who live in the dump, sometimes because of bankruptcy or laziness. Sometimes they build entire garbage houses or live in trucks. They stink.

Merchants. Greedy bastards in city clothes. They sell things, books, food, medicine, or animals. Some can teach children. You won't believe how greedy they are.

The closest gangs to the city complete this circle. These are groups of people of different ages who border the dump and monitor all the commotion.

and finally I didn't come up with anything.

Killers. Hired laborers who live in dumps to avoid being caught in the city. Sometimes they're just killers, sometimes spies, sometimes even cartel leaders. In short, they're not nice people. They hang out with cannibals.

Cannibals. Bestial bastards. They have their own faith, their own culture, and their most distinctive sign: masks made of dense wood, metal, or plastic. They can be round, triangular, covering the entire face or just the eyes. They are fast but lazy, preferring to feed on human flesh and flock in "dog packs." They even have their own language, Kamon. It sounds like a mix of Chinese, French, and Sinhalese.
