Toman's structure mirrored the typical composition of a delinquent gang. Its top administration comprised of a leader (Sōchō), often addressed as is or "Boss," with a Vice-Leader (Fuku Sōchō), or "Vice President," at his side. Subservient to its leaders were Division Captains (Taichō), who led one division each consisting of at least 20 men. Under them were their respective Division Vice-Captains (Fuku Taichō), usually their close companions or advisers, and personally appointed Squad Captains for its attack and elite squads. Under the Squad Captains were the division members.

Toman was founded on June 19, 2003, two weeks after Manjiro Sano took on Kazutora Hanemiya's childhood friend and his accomplices alone. Mikey won against them as an effort to protect Kazutora from harm, but his victory soon made way for Kazutora’s friends to retaliate with the Ninth Generation Black Dragon on their side.

A week after receiving word of the Ninth Generation alliance, Mikey gathered Kazutora, Ken Ryuguji, Takashi Mitsuya, Keisuke Baji, and Haruki Hayashida at Musashi Shrine to confront Kazutora about fighting the Black Dragon all by himself. Mikey planned to fight them, which induced Baji to form a gang of their own. With Mikey as its leader, Draken as its Vice-Leader, and the rest commanding the gang’s regime, the Tokyo Manji Gang was formed.

Uniform:
Toman's official uniform was a black tokkō-fuku (lit. special attack clothing) fashioned after the bōsōzoku subculture in Japan. Its sleeves bore the wearer's position or division number with the gang's manifesto embroidered on the upper front section. Toman's complete name adorned the backside. To easily distinguish its upper echelon from the division members, all Toman Captains and its Vice-Leader wore a white tasuki or sash. Its leader wore a similar sash in the color red, secured on the shoulder straps of his tailcoat.

Logo:
Toman's logo consists of the left-facing swastika (卍, manji) as a reference to its full name, partly derived from the name Manjiro Sano, and from Japanese Buddhism, which Toman is grounded in. This counterclockwise manji with straight arms symbolizes power and good fortune in different religions and is used in varying cultural contexts. Toman uses the left-facing manji on their banner and uniforms.

The Tokyo Manji Gang (Tōkyō Manji-Kai), often abbreviated as Toman (Tōman), is a biker gang based in Shibuya, Tokyo. It was known for its honorable ideals and beliefs that contributed to its goal of establishing a new golden era for delinquents in the Kanto region.

• He goes to wake Mikey up, then they go to school, he destroys the hooligans at another school, or tinkers with a motorcycle - he just lets Mikey's mood that day guide him.

Draken is well-versed in machines, especially motorbikes. He is skilled enough to fix and assemble parts of a bike with ease. He also tends to do miscellaneous chores in the brothel he lives such as fixing lightbulbs.

Authority:
As Toman's vice president, Draken's authority over the gang comes second only to Mikey in theory. In reality, his authority is more or less equal to that of Mikey's. Thus, he can freely command its members as well as increase their morale.

Fighting Prowess:

As Toman's vice-president, Draken's fighting prowess is incredibly fearsome. When he is hit in the head by a metal pole, he is still able to stand and defeat 20 opponents. His recovery is remarkably quick as he quickly heads right back into battle when reinforcements shortly arrive. He even survives a life-threatening knife wound.

With his immense strength, Draken prefers to fight like a brawler, using simple yet powerful and vicious kicks and punches. He has knocked back a formidable opponent taller than he is several feet back with a haymaker after defeating tens of enemies beforehand.

His power is so immense that he was able to hold his own against and defeat a whole gang by himself and was still in fairly good shape after that. Although one could surmise that his strength is comparable to Mikey's it is proven this is not the case when a combined force of Draken himself, along with Peh-yan, Chifuyu and Mitsuya were unable to defeat Mikey.

Like the president, vice-president Draken is also quite the wild individual. He loves a good fight and relishes meeting strong opponents. He is rude to those he considers beneath him and makes it clear he does not like them.

Unlike Mikey, Draken is the more mature and logical of the two. When the two are being scolded in the hospital by the father of a girl who was assaulted by Moebius, Draken is the one who forces Mikey down to apologize, understanding the man's rage and that it was better to receive his anger without a word than to try and defend themselves. When Pah-chin decides to take the fall and responsibility for Toman by deliberately getting arrested, Mikey tries to get Pah-chin to run. However, Draken stops him, saying that it is the right thing for Pah-chin to do. There are times when Draken's anger gets the best of him, though, and he lashes out in rage.

Draken is also a very caring individual. He hates overtly showing affection to the ones he cares about but will go to great lengths to take care of Mikey. He puts up with Mikey's antics and values him as a close friend, carries Mikey around when he falls asleep, takes him to eat his favorite foods, and wakes him up every morning for school. In addition, he gave Emma a plushie for her birthday, and Emma notes that it was one that she had been wanting for a while.

Draken is a muscular teenager who is exceptionally tall for his age. His head is shaven on the sides and back to expose his signature dragon tattoo on his left temple. His blonde hair is long on the top of his head and kept in a neat braid. He leaves a few strands of hair loose in the front.

He is confirmed to be quite lean and has chiseled abdominal muscles. Takemichi remarked that his body does not seem like that of a teenager. Draken has a scar on the left side of his abdomen after being stabbed. He wears the standard Toman Toppoku while with the gang, and his favorite casual outfit seems to be a patterned long jacket.

Ken Ryuguji (Ryūguji Ken), or Draken (Doraken), is the tritagonist, a founding member and Vice-Leader (Fuku Sōchō) of the Tokyo Manji Gang.

You can find guys good at fighting all over the place. But a guy who'll stand up to anyone because there's something he won't give up, not many guys like you at all.

Despite not showing, Draken loves Emma very much.

Draken was born in Shibuya's red light district. He never knew his father, and his mother was a prostitute who abandoned him at birth and died when he was two years old.

He got his head tattoo in fifth grade and called himself "Draken" from Fourth Middle School. He became a bit famous and feared, but was no match for Sameyama's middle schoolers crew. As they had beaten him, he could not deny their orders. One day, they told him to bring "Mikey" from Seventh Middle School, as he also was getting cocky like Ken. Ken went looking for him and was excited that he might even fight him, but was surprised to see how small Mikey was. He told him that some middle schoolers wanted to bring Mikey to them and Mikey agreed to go. However, as soon as Mikey saw Sameyama, he jump-kicked him in the face and knocked him out, scaring the others. Mikey recognized Ken as Draken and wished to become friends with him.

He is also childhood friends with Mitsuya, whom he met before Mikey. Mitsuya and Draken have matching dragon tattoos, but Mitsuya grew his hair out to cover his.

As the younger brother of Shinichiro, an expert mechanic, Mikey possesses abundant knowledge about machines, motorbikes in particular. He can fix and assemble parts of a motorbike well.

Authority:
As the leader of Toman, Mikey has absolute control over its members. His presence is able to strengthen the entire gang as a whole, amplifying everyone's strength, making Toman an incredibly formidable and dangerous opponent for enemies.

Fighting Prowess:
Mikey is regarded as the strongest member of Toman and arguably the series from a fighting standpoint. His epithet, the Invincible Mikey, is indicative of his strength and how he is revered among other delinquent groups. He is strong enough to incapacitate other elite gang members with a single kick, and his enemies often remark that they cannot believe that he is a mere teenager.

Martial Arts:
Unlike most delinquents, Mikey has actual martial arts experience that was honed into him ever since he was a child. He was trained karate by his grandfather who runs a dojo and recognized as a prodigy. Due to this, his fighting sense, flexibility, and reflexes are unparalleled.

Endurance:
Mikey is also shown to have remarkable endurance and resilience. He has been hit by blows that would have knocked out most individuals, yet he can still shake them off and keep fighting. The few times that he has been knocked out, he awoke quite quickly. Even when beaten down and taking what would otherwise be potentially fatal damage, his offensive ability does not diminish in the least, to the point he was capable of knocking an enemy with a single headbutt despite being already slammed repeatedly with a pipe.

Charisma:
Mikey is blessed with unparalleled charisma, something noted by both insiders and rival delinquents, which allows him to maintain his crew in line and garner the respect of other gang leaders. This charisma is, however, a double-edged sword, as while he has the potential to rally and lead the entire delinquent world under his banner, this power can easily become distorted and incredibly destructive.

Mikey is usually a carefree teenager who loves to joke and play pranks around those he considers his close friends. He cares for them greatly and is determined to protect their honor. He rarely shows any sign of weakness, as he believes himself to be the foundation and support for Toman, and if the pillar himself were to display weakness, Toman would also be weakened.

As Toman's leader, his aura changes dramatically, becoming imposing and commanding. While Toman's members respect Mikey, they also hold a degree of fear towards him and his immense prowess. Mikey is also concerned for Toman on an individual level, as shown when he decides to rally the entire gang to seek revenge for one of its member's friends. Despite his imposing aura as Toman's leader, Mikey is still a child at heart. He has childish tendencies and loves to sleep whenever he feels like it.

The events that transpire throughout the story force Mikey to quickly mature. He is still an incredibly charismatic leader, but there is now an underlying melancholy beneath the surface. Indeed, within Mikey, there exists a great darkness. He is forced to carry the burdens of a troubling past, teetering between treading the right path and succumbing to that darkness. He usually hides this with his carefree grin. Without the right people to guide him, he becomes corrupted, turning into one of the most heinous criminals in the present. It is a large mission of Takemichi to make sure Mikey never veers off the right path ever again. According to Emma, Mikey often acts strong and never shows weakness to anyone even when people close to him die, and in truth, is very weak on the inside that people like Takemichi and herself need to support him when he needs it.

Mikey is a teenager of below-average height with pitch-black piercing eyes and long blonde hair that is only tied at the top with the hair on the sides moving freely.

Manjiro Sano (Sano Manjirō), or Mikey (Maikī), is the deuteragonist, a founding member (Sōchō) of the Tokyo Manji Gang.

Nobody thinks delinquents are cool these days, right? In my big bro's time, there were tons of biker gangs around here. They'd rip through the city on their super-loud motorcycles. They were all bold as hell, fighting all the time, but they took care of their own problems. What's so lame about that? That's why I'm gonna make a new age of delinquents.

Shinichiro Sano:
Shinichiro is Mikey's older brother. He was many years older than Emma and Mikey, so he often took care of them in the absence of their parents. Shinichiro was Mikey's hero and the subject of his admiration, as he founded the strongest gang at the time and was their highly respected leader. When Shinichiro died, part of Mikey broke. He strived to continue his legacy. His deceased elder brother inspired him in many ways during his teen and adult years, leading him and so many around him to greatness in their respective areas.

Emma Sano:
Emma and Mikey are half-siblings close in age. Emma came to live with the Sanos at age 3 and they eventually became close. Mikey is protective of his sister and has a soft spot for her. When they first meet, he notices how lonely and out of place she seems. Thinking it's because her name is different from everyone else's, he says that he will now be called "Mikey" so he can have a foreign name like her. While that wasn't the reason why Emma felt distant at first, the gesture warms her heart and she appreciates her brother's naive kindness.

Ever since he was a child, Mikey was under the care and guidance of his martial arts master grandfather. As a result, he underwent rigorous martial arts training and was recognized as a genius. He lived with his grandfather and brother together in the former's dojo.

Sometime around elementary school, Emma Sano came to live with the Sano family. That is when he got the nickname 'Mikey' so his sister did not feel left out with a foreign name. The two eventually formed an inseparable sibling bond. To people who do not know, they appear as close as couples.

In fifth grade, Mikey met Draken when the latter was instructed by older children to bring him to them so he could get beaten up. Mikey takes an interest in Draken and agrees to go meet the older kids. Upon meeting them, Mikey immediately executes a flying kick to the leader's face and breaks several of his teeth. Mikey then nonchalantly invites Draken to hang out with him instead, to which the latter happily agrees.

In Mikey's first year of middle school, he and some friends decide to form a gang, naming it Tokyo Manji Gang.
