Oscar is a humanoid Spamtopian with a head resembling a giant eyeball, enormous hands ending in four fingers, and a small torso adorned with a vibrant rainbow gradient. The iris of his eye is fuchsia pink, and he wears a red cape and shoes, usually with a jester's hat.

At some point in the past, presumably during their youth, Pim and Oscar became pen pals and communicated through letters. During this time, Pim learned enough Spamish to become fairly fluent, while Oscar possibly learned English from Pim in return. Eventually, they lost touch, but Pim retained his ability to interpret the language. Back then, Oscar was self-conscious about his eye/head, but Pim's support and positivity helped him overcome the worst of it, possibly encouraging him to become the leader of Spamtopia, though this apparently didn't free him from his shyness. Despite being the leader of his country, Oscar lived among his people with relative humility, using a jester's hat as an alias instead of flaunting his status. Somehow, fortunately, he eventually relinquished his title and abolished the laws forever, allowing Oscar to live peacefully in the world he created with its inhabitants.

Initially, Oscar is quite insecure, using his position as king to avoid being mocked for his giant eye. Upon becoming king, he instituted a new tradition to prevent anyone from looking him directly in the eyes, even going so far as to kill anyone who broke his new rule. Deep down, he is relatively kind and cheerful, and he befriends Pim after recognizing him as his old pen pal. Despite this, he continues to tease him about his strange eyes, unaware that Pim might feel the same way Oscar did when others did. It's worth noting that Oscar possesses superhuman physical strength, as he is able to grab and lift other Spamtopians above his head before tearing them in half with his bare hands.
