Keigo is shown to be highly intelligent, both emotionally and logistically. He projects a carefree and youthful attitude, yet he is also remarkably observant, though often hidden beneath layers of serenity and equanimity. He acts relaxed while remaining constantly alert. Due to his past and the way he lived during his childhood, he developed a strong desire to be of service to others, which is why he follows the orders of the Hero Public Safety Commission without hesitation.

However, he dislikes formalities, often acting in an unpredictable, arrogant, and mocking manner. He acts nonchalant and jokingly submissive, as he doesn't care about social status or recognition. An example is when he calmly agrees when Katsuki Bakugo claims to have been faster, and reacts with ironic deference when someone says he's younger.

As a hero, he believes popular approval is the most important metric by which heroic work should be judged, since a hero's task is to reassure citizens, something he claims he is unable to do. Hawks expresses a preference for lower hero ranks, as they would grant him more freedom and spare him the burden of being a top-tier hero. He states his desire is to patrol freely and leisurely and "take it easy."

Even so, he is fiercely dedicated to his duties as a Hero, understanding the importance of a leader among all heroes after All Might's retirement. When around people he likes, Keigo tends to be very talkative; he might even have a long, informal one-sided conversation while helping dozens of civilians simultaneously.

He also states that he will always fight for what he longs for.

Ironically, despite his peculiar gift, he seems to have a special taste for bird-based meals; making him a raptor.

Keigo is a very intelligent individual, as his cunning is shown several times during the fights.

He appears relaxed and unchallenged, as most prodigies would be, but in fact, he is hardworking and under constant pressure with his Hero career. It is claimed that he trained relentlessly since childhood to maximize the techniques he uses with his wings, refining his rescue and combat skills.

He is a very charismatic hero, often interacting with his fans and is very popular with the general public. He has the ability to connect with his fans and have casual, informal conversations with them, as well as take photos with them or sign autographs.

However, Hawks has shown to have a serious and very determined side, in which he is capable of using any method to accomplish his work and if the situation requires it, he is capable of taking justice into his own hands.

Hawks is a relatively short man of slender build. He points out to himself that his back muscles aren't broad enough. He has feathery, ash-blond hair, messy and swept back, with some of the front strands sticking out in arcs above his head, noticeably thick eyelashes, and some sparse stubble on his chin.

He wears a black T-shirt with a gold wavy pattern, over which he has a light brown jacket with a high collar, the inside and cuffs lined with fleece, matching trousers, and black gloves. He has red diamond-shaped earrings, although these are rarely visible since he usually wears a pair of yellow headphones over them. His headphones most likely serve a protective purpose, as the speeds he reaches are capable of irreparably damaging his eardrums.

Wide, yellow goggles protect his eyes, probably from high-speed debris. His jacket is specially modified, with two large slits down the middle of his back, allowing his wings to easily protrude. His suit resembles an aviator's uniform.

His eyes are golden brown and quite triangular in shape, with two small black triangles just below the tear ducts, giving them a somewhat birdlike appearance. The markings around his eyes are naturally present, having been with him since childhood. Due to his Gift, he possesses a set of large, bright red wings with feathers that gradually lengthen as they extend.
