Prussia has short, light-colored hair with an asymmetrical fringe [6] and red eyes, although he first appeared in color images (around 2007) with blond hair and blue eyes [7]. His hair varies between platinum blond [8], white, or silver [9], while his eyes have been depicted as pink [10] or dark red. The color chart lists him with pale grayish-blond hair and red, purple, and blue eyes [11]. Based on images showing him with multiple eye colors, he appears to have vertical heterochromia of the iris [12][13]. In a solicited comic depicting Prussia and Germany infiltrating the American camp during World War II, Prussia had to wear a helmet to conceal his hair and eyes, as without them he would be instantly recognizable, suggesting he is quite unique. According to Germany, even with his helmet on, he looks very suspicious [14]. Due to poor nutrition, despite being the larger of the two, Prussia is two or three centimeters shorter than Germany and is not as muscular [15] [16]. Himaruya noted that Prussia, like England and China, has a rather expressive face and is easy to draw with varied expressions [6].

He and Austria are approximately the same age, with Prussia being slightly older despite not appearing so. [17]

He is often depicted with at least one small yellow bird [18] perched on his head or shoulder, which he rarely seems to notice [19]. However, the bird is usually shown wearing various hats or other accessories, presumably gifts from Prussia. Prussia appears easy to spot, as he is easily recognizable by his constant laughter and the birds surrounding him [15]. He has been described as having a perpetually self-satisfied expression [20], with the note that a serious expression would be unusual for him [6].

He wears a dark blue military uniform (Prussian blue), similar to the Luftwaffe aviator blouse, with an Iron Cross on his tie.

Prussia was born to fight the same kind of battles as Austria, but he was a brawler who did nothing but fight and found a way to escape marriage. [21] He loves to fight and often says things to start fights. [17] He will do anything to become strong [21], and has an arrogant attitude and an "enormous ego." [22] Despite this roughness in his personality, he is said to be "unexpectedly fairytale-like." [20] Himaruya has stated that he was originally a villain-like character, but over time he became more heterosexual, though this is not noticeable in his outward appearance. [6] Although he claims to enjoy being alone [23] and states that grouping up is for the weak, he was moved to tears upon seeing Hungary and Austria together, though he admitted that he was already holding back tears. However, this was due to his "love" of being alone and his "lack" of bitterness from being surrounded by couples in the streets. [24] It was stated that this loneliness stemmed from feeling like an enclave rather than a true nation. Despite feeling lonely, he seems to have many friends, though when informed of this, he becomes quite quiet.[25] He has fought for his own survival since birth, and is very strong as a result,[17] even maintaining this strength in modern times despite his regional status, forcing one of the Parallel Frances to back away from him and out of the house through a window with a single shove after being attacked.[26] Furthermore, in Noto-sama 5, it was stated that he is much stronger than he appears.[27] When Prussia drinks, he seems to become quite drowsy.[28][29] Germany once said that Prussia "knows little about common sense."[30] Deep down, it is said that his true nature is that of a punctual and diligent soldier and the stern, methodical, and serious older brother of Germany, despite his bad manners (especially during his "transition period").
