He personally visits the Occult Science Club to declare that their room must be vacated. The reason is that school rules require every registered club to have a minimum of three members. Since Yuji Itadori was initially enrolled in the track and field club by the chairman without his knowledge, the council president removes Yuji from the Occult Club's roster. This reduces the club's actual membership to two, making it illegal. Due to the lack of members, he declares the closure and official disbandment of the Occult Science Club.

He strictly adheres to school rules and regulations. His main goal is to force Yuji to officially change clubs so that all paperwork is in compliance. Seito is prone to theatrics. He gestures wildly, covers his face with his hand, and speaks with pathetic emphasis, exaggerating the scale of the problem.
