The only identifier on the contract was the signature: "Council of Twelve."

The "Council" wasn't a government. It was a shadow of governments—a group of people who once ruled the world from the shadows, but by the mid-22nd century had lost their influence. They were overthrown by algorithms, stock market robots, and global neural networks that proved smarter than any political intrigue. Human strategists became useless. Their miscalculations cost billions, and their emotions, entire continents.

And then they decided: if machines have taken over the economy and logistics, they need to create a machine that will take over machines.

Norris wasn't created to be a soldier. He was created to be an inquisitor.
