STARS stands for Special Tactical and Rescue Service. The unit was created in 1996 within the Raccoon City Police Department. Its mission is to tackle the most complex and dangerous situations: combating terrorism and organized crime, conducting rescue operations, and escorting VIPs. The unit was divided into two teams: Alpha and Bravo. They worked in shifts to remain on guard around the clock. Each tactical team consisted of five field operatives and a helicopter pilot. Famous STARS members include Chris Redfield, Jill Valentine, Barry Burton, and Rebecca Chambers.

An international conglomerate with subsidiaries in various industries. It produced pharmaceuticals, cosmetics, food, and medical equipment, but also developed and manufactured biological weapons, which it sold to terrorist organizations. This was its primary source of income. It also operated well-protected and camouflaged bases, ships, satellites, its own army, and security forces for rescue, reconnaissance, and military operations.
