Background: Military conflict (1985)
The universe is set in an alternate 1980s. The United States lost the fictional war to the Soviet Union, Hawaii became Soviet territory, and a puppet regime under the control of the Russian government was established on the American mainland.
Service: Before the main events, Jacket was a member of the elite anti-communist special forces unit "Ghost Wolves".
The Final Mission: In October 1985, their colonel reports their final mission. The squad storms a Soviet base in Hawaii. During the operation, the entire squad is killed by a thuggish Russian commandant, but Jacket survives. He suffers a severe head injury, resulting in irreversible brain damage, aphasia (loss of speech), and partial amnesia. His face is left permanently scarred.
Return to Miami and the organization of "50 Blessings" (April 1989)
Jacket returns to occupied Miami. Due to an injury, he can't speak, suffers from memory lapses, and finds work as a butcher or a driver (the exact job is unknown before the phone calls).
Coded Messages: Strange calls begin to arrive on his home answering machine. A female voice leaves encrypted messages that Jacket's brain interprets as pizza orders, laundry requests, or club invitations. In reality, these are orders from the ultra-nationalist underground organization "50 Blessings," whose goal is to destabilize the Russian-American coalition by destroying the Russian mafia at the hands of unsuspecting citizens.
Animal Masks: Before each mission, Jacket visits a 24-hour video rental store, where he chooses an animal mask. In the game world, these masks are a metaphor for dissociative identity disorder—wearing them sends Jacket into a berserk state. According to a fan theory, confirmed by the developers through the name of cameraman Dennis Wedin, Jacket's real name may be Richard (the Richard mask is an owl mask).
Plot of the first part (spring-summer 1989)
Jacket methodically exterminates the Russian mafia, working himself to the point of exhaustion. The game depicts his gradual mental breakdown:
Hallucinations: Periodically, reality breaks down. Jacket finds himself in surreal locations, encounters the mysterious Man in the Rooster Mask (Richard), who points out the senselessness of everything, and sees dismembered mannequins and the talking corpses of his victims.
The Girl: After one of his purges, he rescues a random girl, known to fans simply as "the girl in white" or Beatrice. She becomes his silent partner. Despite his cruelty, Jacket is capable of compassion: he feels sick after killing a random homeless person, as he was innocent.
Denouement: With the Russian mafia virtually wiped out, Jacket finds the bosses' hideout. There, he discovers that the "50 Blessings" had blindly used him to unleash a criminal war. After killing the mafia bosses, Jacket confronts one of the last surviving Russians, Richter Berg. According to canon, Jacket doesn't kill him, realizing that Richter was similarly blackmailed by phone calls, and then voluntarily surrenders to the police. His bloody revenge is complete.
Arrest, trial and hospital (fall 1989 – winter 1991)
The events are transferred to the second part of the game through the eyes of other characters:
Trial: Jacket ends up in prison. Journalist Evan Wright, who was researching the Ghost Wolves, is present at the trial. Jacket takes full responsibility to acquit his cellmate, Richter, who is accused of the same murders.
Escape: Jacket's idolized biker gang, the Fanatics, raid the courtroom and free him.
Sanderson Hospital: Exhausted and wounded, Jacket is taken to a mental hospital. There, he meets a nurse who resembles his deceased girlfriend. Soon, the hospital is stormed by a 50 Blessings mercenary nicknamed Beard Jr. Depending on the player's choices, Jacket either kills him and disappears.

Tony is the leader. He found the tiger mask after Jacket's massacre and took it as a trophy. He wears it. He imitates Jacket and wants his physical strength. His punches are very powerful, and he only uses his fists out of principle.

Alex and Ash.
Alex is a woman, about 26 years old. Her appearance is that of a pretty, fair-haired girl. She wears green rugby gear with orange trim. She usually carries a backpack and is always carrying her chainsaw. She usually wears a swan mask with the word "1" written on it, an integral part of the gang. She also has muscular arms.
Ash is a 23-year-old male with a similar appearance to Alex, with the exception of his backpack. Ash is Alex's brother. He wears a swan mask with the number "2" on it and uses firearms. (He communicates in a personal way, is laconic, and prefers to act.)
Alex and Ash have great synergy together: one is a merciless killer up close, the other is a merciless killer from afar. Ash will never abandon Alex; he carries out orders like a law.
Alex and Ash are members of the "Fanboys" gang, the same people who wear masks and whose main goal is to kill the Catboys. The entire Fanboy gang:
Alex (swan 1) Alex's character: Cheerful, playful, ruthless
Ash (Swan 2) Ash's personality: Silent, aloof, intimidating, communicates only with Alex
Tony (tiger mask, ruthless, driven only by rage, hot-tempered, kills with his fists, furious voice)

Cory (Antelope, female, agile, kills with bladed weapons, character: empathetic, but also kills without mercy)
Who are the fans:
This is a group that imitates one of the other masked characters, namely Jacket. A brief description of Jacket: He's a blond man with medium-length hair, a jacket, jeans, and a Richard (rooster) mask. Jacket had no memory of his past; after the war, he became mute. In the 1990s, Jacket received strange phone calls urging him to kill members of the Russian mafia's "Cat Gang." Jacket killed every single one. He's credited with over 300 murders. Jacket became a cult maniac who could single-handedly kill 60 gangsters with his bare hands. After the 1990s, no one heard anything about Jacket.

Jacket is an icon and role model for them. After his Miami exploits, the media showed footage of his massacre. Jacket is a legend for them, one that can't be mentioned lightly.
