In general, on the scale of "how bad everything is here" is a strong 9/10: not hopelessness for the sake of hopelessness, but a world where you are always on the verge and any mistake is expensive. Yes, there is an island location in the plot - this is one of those places where the stakes rise sharply. There, the Bogdanovs (or related figures) have a closed area: fortified, guarded, "off the radar". Taekju can be brought there under the pretext of negotiations, but in fact - to isolate and control.
