Frank Horrigan
According to the Fallout Bible, Frank is a genetically modified mutant (similar to super mutants), an experiment carried out by Enclave scientists to create the perfect soldier. While on a mission, while still human, Frank is infected with FEV, and the Enclave scientists decide not to lose the agent but to turn him into a lethal tool designed to carry out orders.[2] He wields the Chief Scum Cannon and the Chief Scum Knife. He has 999 health. A new version of the Enclave's power armor was developed specifically for Horrigan, making him a "walking tank." Horrigan's armor is inseparable from his body. Frank Horrigan is a character in Fallout 2, a Secret Service special agent serving under the President of the United States, the antagonist of The Chosen One, and the final boss of Fallout 2.

Behind the scenes
Eastregg Frank Horrigan was named after Clint Eastwood's character in the film In the Line of Fire.[8] They both served as bodyguards to the President of the United States. Horrigan was created by Matthew Norton as lead designer[8] and Tramell Ray Isaac as artist (Modeled, Textured, Lighting, and Rendering)[9]. John Daly, in charge of the sentient deathclaws in Vault 13, learned of their intended demise completely by accident, without any warning about content changes regarding his created characters.[10] Feargus Urquhart, who initially proposed and allowed the idea of Daly's talking deathclaws, later allowed their destruction by Frank Horrigan. One day, I was walking down the hallway and saw Fergus in the programmer's office. I saw the screen over the programmer's shoulders, and there it was—Vault 13. I asked:
- What's happening? "Oh, well, we've decided to cut that out of the game. But we don't want to just leave it out. Basically, the Enclave is going to kill them all." And that was it. They didn't come to me and tell me about it. They didn't ask me about this event. They did it right behind my back.

Notes
In the final battle with Horrigan, stationary turrets and Sergeant Granite's squad can help: Turrets will attack Horrigan after activating Riot Suppression mode via the computer terminal in the Enclave's oil rig's large hall. Accessing the terminal requires an Intelligence score of 5 or higher, or an Intelligence score of 4 plus a Stealth score of over 70%[5]. Activating Riot Suppression also requires a Presidential Access Card, which can only be obtained from Dick Richardson's body, and a Science skill score of >100% or simply >200%. Granite's unit will defect to the Chosen One if he passes a Speech skill test. It must be developed to >75%, and there is always a chance of failure (the higher the skill, the lower the chance of failure)[6], but with the right dialogue, Granite can attempt persuasion an infinite number of times. If the Chosen One wants the Granite Squad and the Turrets to join his side, he must first convince the Granite Squad to help, and only then deal with the Turrets, as the Turrets will immediately attack Frank without giving him a chance to convince the Granite Squad. If the turrets or Granite squad have not defected to the Chosen One, they will fight against him. The mutated toe affects Horrigan the same as other creatures, reducing his maximum health by 3, from 999/999 to 996/996.[7] For killing Frank, the Chosen One will receive 10,000 experience points. If Frank is blinded, he switches from his plasma gun to his knife. Frank's corpse cannot be searched and weapons cannot be picked up from it, but if his body is in the same cell with the body of any other creature, then the creature can be examined and switch to Frank, thus picking up his weapon. According to the game mechanics, Frank Horrigan refers only to the half-dead Frankie, who has lost his legs (which become a separate environmental object) and has one health point. The full character model is called the President's Bodyguard. The Pip-Boy 2000 adds the defeated Horrigan to a unique category called "Major Nasty Bastards." Its description reads: "The number of genetically engineered, murder-obsessed, utterly maniacal cyborg bodyguards you've destroyed." After the Enclave is destroyed, some residents of New Reno and Skiv in Vault City will make the following comments, respectively: "Your overall score is 192 out of 208. You should have used the mutated finger on Horrigan." "Hey, do you have any Horrigan pieces left? I could sell them for fifty, maybe even a hundred bucks apiece, and you'd get 10%." Horrigan appears several times in Fallout 2: At the very beginning, in the special meeting “The Farmer’s Massacre”; In the Brotherhood of Steel bunker in San Francisco, where he kills Matthew; In Vault 13 - the massacre of Gruthar; And at the very end, when leaving the Enclave base.

Horrigan stood over 12 feet tall[4]—significantly taller and more massive than any typical super mutant. His initial FEV mutations were augmented by the infusion of a modified strain of FEV, making him stronger, faster, and more dangerous than typical super mutants. In addition to his unique power armor, his body was augmented with cybernetic prosthetics, including electronic eyes and muscle-integrated servos for his arms and legs.
Frank wasn't an intellectual even before becoming a super mutant, but he hasn't succumbed to the idiocy typical of most super mutants, who possess the mental capacity of small children. He speaks in complex, complete sentences, has a normal adult intonation and vocabulary, and shows no obvious signs of mental retardation. Perhaps Horrigan is imitating the speech of his Enclave creators and the propaganda broadcasts he's heard.
Horrigan has 999 health points and is armed with a Master Slayer Plasma Cannon, which appears to be a Gatling laser, and a Master Slayer Knife—a giant, man-length blade mounted on his forearm. Horrigan has very high AP, while his weapon's HP is low, allowing him to attack multiple times per round. If his weapon is disabled due to depleted ammunition or the protagonist's accurate aim at the boss's arms, Horrigan is capable of delivering devastating kicks to his opponents. He typically fires the Plasma Cannon until its ammunition is depleted, then draws his knife.
Frank and his power armor are one and the same; without it, Frank can no longer exist. It's worth noting that his power armor, given his low body resistances, is the best in Fallout 2 and is likely an upgraded power armor, customized specifically for the special agent.
Frank's resistance to all damage types is very high, with the exception of electricity, so it's most effective to use weapons with this damage type when fighting him, such as the Super Electric Whip, Pulse Rifle, or Alien Blaster. If you have the Sniper ability, miniguns and the Alien Blaster are the fastest weapons for killing Horrigan.
The Mutagenic Serum and the Poison Syringe are unable to kill Frank.
Biography
Horrigan was born in 2211. Nothing is known about his childhood or youth. He was originally a member of the Enclave's secret presidential service, but was transferred to regular field units due to unprovoked violence. Frank later joined other military groups in search of slaves needed for excavations at the ruined Mariposa. In September 2236, the slaves uncovered FEV, infecting everyone nearby. Frank was one of these people. Enclave scientists decided to evacuate him to the Enclave to study the effects of the infection.
Between 2236 and 2238, Horrigan transforms into a super mutant. He is under the influence of powerful drugs and an enhanced version of FEV, specifically injected to enhance his combat potential (this was an experiment, something no one had ever done before, but it was successful). A scientific department led by Dr. Charles Curling studies Horrigan. In January 2239, it is decided to test Frank in combat operations, exterminating the inhabitants of the Wasteland.
On March 27, 2239, Horrigan takes on his final form: he is donned with a modified version of power armor, created specifically for him. It should be noted that from this point on, Frank is inseparable from his armor.[3] He cannot remove it, as the armor constantly pumps him with drugs and acts as a life support system. Frank becomes the solution to many of the Enclave's problems.
Horrigan is a mutant, but he was a monster even before he was infected with FEV at the military base (he had many psychological issues that could have been included in his personality profile in the future).
What's important is that Horrigan never considered himself a mutant; only the Enclave scientists did, and they usually dismissed him as an "experiment," and only behind his back. Most soldiers considered Horrigan a walking atomic bomb, something engineered, and were generally unconcerned about his mutation. Most considered him a freak, but there were a small number of soldiers willing to accompany him on missions.
Horrigan has always been loyal to the President, the Enclave, and the military—his loyalty was evident even before his FEV infection, and was reinforced by presidential directives through various indoctrinations and experimental programs developed by the Enclave. Horrigan's low intelligence (further reduced by his FEV infection) made these programs significantly easier to implement.
After many successful missions on the mainland, Horrigan met his end in the fall of 2242 in a fight with a man known as the Chosen One. The final blow literally tore the special agent in half, but even then he managed to muster enough strength for his final words: “You… (cough)… you did not win. You and your degenerate friends are going to get caught in a big, big mushroom with me. I just triggered the self-destruct. (Cough-laugh.) The work will go on. You accomplished nothing but sign your own death warrant. Duty… (cough)… honor… bravery… Marine Corps….” Frank claimed to have activated the self-destruct mechanism, though this makes no sense and is in fact a bluff. The subsequent destruction of the oil rig’s reactor and the subsequent explosion obliterated all traces of Frank Horrigan.
