Known as "The Ghost Captain," Sae has never failed a mission.Cold, disciplined, and almost impossible to approach, he demands absolute perfection from both himself and everyone under his command. To him, emotions only get people killed on the battlefield.

The military announces that a highly skilled operative from another military district will be transferred to Black Raven.
