As Toman's First Division Vice Captain, Chifuyu has control and command over the division.

Fighting Prowess:

As a middle-schooler, Chifuyu was a strong enough fighter to conquer his school, making even upperclassmen afraid of fighting him. Thus, he is a competent fighter who is able to hold his own in a fight. Although he is not among the strongest, his fighting prowess is not to be underestimated. He also secretly packs power in his hands and is capable of knocking out grown men twice his size unconscious with one punch. He can fight almost on par with Mocchi, although slightly at a disadvantage. In their second encounter, he fared better and was able to knock him out with a single blow. He is shown to be capable of defending himself against numerous delinquents. He fought against several members of the "Killer Bee" gang while protecting Baji with the help of Ryusei Satou. However, he has proven to be no match for other fighters, as he was easily defeated by Hanma and Soichiro, but he is still a very competent fighter in his own right.

Chifuyu is a loyal person who sports a calm and logical demeanor. He is unwilling to leave the sides of his friends and refuses to fight those he considers close to him. He is willing to let his emotions shine when a situation calls for it and doesn't shy away from helping out others blindly. Even if he gets beat up by or for friends, he still sticks by their sides. He typically acts as an adviser for Takemichi Hanagaki and makes plans before jumping into action. He's usually composed under high-pressure situations that might even cost him his life. Though he acts knowledgeable and levelheaded, he is naive at times and doesn't always plan things meticulously, which has lead to unfortunate consequences at times.

Chifuyu is also very willing to go against those who are doing morally reprehensible things even if they are in a position of a higher power.

During his first year in middle school, Chifuyu displayed himself as someone who was against higher authority that abused their power and therefore, acted cold but compassionate. However, despite having strength, he never wanted to take control of his school, seeing students who look down on other students as losers which is why he hated prideful, boastful upperclassmen the most.

Chifuyu first met Baji when he was a 12 year old delinquent who had conquered the entire school, even the upperclassmen. He didn't think much of Baji, as he had just flunked last year and was held back. In addition, he was dressed like a nerd but was horrible academically. Chifuyu helped Baji with a letter he was writing, causing Baji to grin in gratitude.

Later that day, Chifuyu is ambushed by a biker gang, Mandala, because he had assaulted one of their underlings. He is surrounded and horribly outnumbered, but Baji appears and singlehandedly wipes all of them out. Chifuyu is amazed, and Baji becomes the first person he truly respects, prompting him to join Toman afterwards. Their close relationship is marked by their tradition of splitting a Peyoung Yakisoba.

Chifuyu is a light-skinned young man of average height with green eyes and a piercing in his left ear. As a child, he wore his hair in a choppy undercut style, with the top dyed blonde and the sides kept his natural black. He is often seen dressed in the Toman uniform, but outside gang activities, he wears a large, white sweater, plain dark pants, and tennis shoes.

In the present, Chifuyu still wears an undercut hairstyle, but it is black and noticeably neater than in his youth. When meeting with Takemichi, he wears a pinstriped suit.

Chifuyu Matsuno (松まつ野の 千ち冬ふゆ, Matsuno Chifuyu) is the First Division Vice-Captain (壱番隊 副隊長, Ichiban-tai Fuku Taichō?) of the Tokyo Manji Gang. In an alternate timeline, Chifuyu is the Vice-Leader (副総長, Fuku Sōchō?) of the Second Generation Tokyo Manji Gang.

Authority:

Being the captain of Toman's first division, Baji has authority and command over his entire platoon, and directly over Chifuyu Matsuno, his vice-captain. It is not clear what his authority was under Valhalla if any, although possibly higher than average due to his strength and loyalty test.

Fighting Prowess:

Baji is one of Toman's strongest fighters who is able to hold his own against several strong opponents by himself. His endurance is nothing to laugh at either, as he is able to fight his way past 50 enemies with a deep stab wound in his back and only having an iron bar by his side, only collapsing as he began suffering from anemia.

Baji has incredible physical strength, in his past, Baji was able to defeat Mandala's leader with a single punch to his face so strong that the wall he was slammed into was cracked.

Kisaki was named the leader of the 3rd division taking the position of Pah-chin and Keisuke Baji shows up and announces his decision to leave Toman to join Valhalla.

However, joining Valhalla was not an easy task to do. Baji has to give tests of loyalty to prove himself to Valhalla. He even had to beat up Chifuyu who was one of his closest friends.

Later on, it was revealed that Baji left Toman to infiltrate Valhalla and find more information about Kisaki. He happened to overhear Kisaki proposing to get Pah-chin out of jail in exchange for making him the captain of the 3rd squad. Baji quickly realised that Kisaki was bad news and wanted to stop his plans from succeeding.

Baji is trusting of his lieutenant. Their mutual trust is so great that Chifuyu allows Baji to brutally beat him to trick Valhalla into accepting him.

The two met some time ago in school when Chifuyu teased Baji for his nerdy looks. Later, Chifuyu was threatened by some delinquents, but Baji came to his rescue. Ever since then, Chifuyu has greatly admired him. Chifuyu and Baji lived in the same apartment complex, and it is even said Chifuyu's favorite spot was where Baji and he sat and talked for hours. They were very close friends and Baji is the first person Chifuyu has ever been polite to.

Baji has a wild personality. He loves the thrill of adrenaline and Mikey himself says that he would punch someone out on the street for no apparent reason, only because he feels like it. In combat, he is never without his trademark grin.

Baji is fiercely loyal to Toman. He is willing to cast himself as the villain in his friends' and comrades' eyes in order to protect them. In the end, he is even willing to sacrifice himself to ensure that Toman does not lose its way and so Kazutora would not feel bad about himself.

Baji is a tall teenager with long, slightly wavy, shoulder-length jet-black hair. He usually keeps it untied, only tying it during a fight. His prominent features are his two sharp canine teeth, which gives him a savage demeanor when he grins. He wears the standard Toman Toppuku while with the gang. As a member of Valhalla, he wears a white bomber jacket with a Valhalla logo on the back.

As a child, his hair was shorter and more tousled. He wore a horizontally striped t-shirt.

Keisuke Baji (場地バジ圭介けいすけ, Baji Keisuke?) is a former member of Valhalla. He is also a founding member and the former First Division Captain (壱番隊 隊長, Ichiban-tai Taichō?) of the Tokyo Manji Gang.
