The protagonist

Chihiro Fushimi is the treasurer of the Student Council at Gekkoukan High School in Persona 3. Although she is not part of SEES nor directly involved in the events of the Dark Hour, her story is told through the Social Link of the Justice Arcana.

Initially, Chihiro is known for her extreme shyness. She has great difficulty conversing, especially with boys, because she has had bad experiences in the past that have caused her to develop a great deal of distrust. Because of this, she tends to get nervous, stutter, and avoid eye contact whenever someone tries to approach her.

The protagonist meets her after accepting Mitsuru Kirijo's invitation to join the Student Council. Over time, the two begin to talk frequently, and Chihiro comes to trust him more and more.

During the Social Link, she faces several challenges related to her lack of confidence. At one point, a student unjustly accuses her of losing money from the Student Council.
