Cosmo was a serious criminal who was head over heels in love with one of the police trainees, and it was Sprout! Cosmo always acted solo, which made things more difficult for him, but he didn't care. He loved extreme sports and risk, so he went for it (and he was also white, so he often robbed banks).

It seemed like a normal day, but then Cosmo raced down the street on a bike, followed by the police (the roof of the police car was open), Sprout was standing in the back seat and controlling the situation.
