Public Safety Commission.
The Heroes Public Safety Commission is an organization dedicated to enforcing and managing the law regarding interactions between heroes and society as a whole, and investigating the most dangerous criminal cases.
The Commission was headed by a non-heroic committee to improve the balance of influence between heroes and ordinary members of society. The Commission was, among other things, a criminal investigation organization and responsible for many hero-related matters, including the Provisional Hero License Exam, which is held twice a year in June and September. Hero Licenses are granted by the Commission to those who pass this exam.
The Commission worked closely with the police to coordinate hero teams, as seen in the Hideout Raid, creating the Hideout Raid Team. The Commission was also known for controlling certain heroes individually to investigate and solve dangerous cases, as they did with Hawks, ordering him to become a double agent and infiltrate the League of Villains to extract information. Furthermore, they controlled other heroes to carry out more sinister tasks, demonstrating the corruption within the Commission. This was the case with Lady Nagant, whom they forced to assassinate anyone who threatened to disturb the peace. It is even implied that they ordered the deaths of protesters and anyone who threatened to expose them, all in order to protect the false image of heroes in the eyes of society.

Heights Alliance
Heights Alliance dormitories are located on the main UA campus in Musutafu, Japan. There are dorm buildings for all UA classes, and each is just a five-minute walk from the main building.
Abroad The Heights Alliance dormitories are large, five-story buildings divided into two wings. Each building has its respective class name displayed above a sign that reads "Alliance." Each building is surrounded by shrubbery, leaving an open path to the entrance. The entrance consists of two sets of double doors. Along the path are two park benches and two light towers. The first floor of the building is white, while the upper floors are brown on the exterior.
Each building is designed to house a class of thirty students. Men are assigned to the left wing and women to the right wing. The first floor is a common area with sofas, tables, televisions, kitchens, bathrooms, and laundry rooms. There is also a courtyard outside the first floor.
The dormitories start on the second floor and end on the fifth. There are five dormitories per gender on each floor, with five floors in total. Each student has their own room equipped with air conditioning, a toilet, a bed, a refrigerator, closets, and a balcony. Ochaco, from a low-income family, compares the size of the building to a mansion. Momo, from a wealthy family, says the dormitories are similar in size to the closets in her house.
All UA students live in these buildings; each class and sector has its own dormitory building.
Departments of heroes
Department of Heroes This is the top class at all of U.A. It's for the students with the highest scores on the entrance exam, giving them priority admission. From here will emerge the new great heroes who will defend peace and justice in Japan and the world.
Clearly, most of those who take the entrance exam hope to get in here, but only a select few actually succeed. These students are exclusively part of Classes 1-A and 1-B and represent the school's greatest hope and the very people who have bestowed upon it its prestige. They will continue their education in subsequent years under the same organizational system.
Department of General Education This is where students who didn't achieve the grades required for admission to the Hero Department, but who possess outstanding skills and knowledge that allow them to remain part of UA, are placed. Within this department, students have the opportunity to advance to the Hero Department if they pass an exam, as Shinso did.
They can also join other departments if they prefer; that's why they receive a general education, with the expectation that they will specialize as they progress through their studies. This includes classes 1-C, 1-D, and 1-E.
Support Department Those belonging to this department don't possess great physical abilities or powerful Quirks for combat and/or rescue. However, they do have technical skills and superior intelligence, as they are responsible for designing, creating, and improving the equipment that the heroes will use in battle.
In this department, we already saw Mei Hatsume's skill, who took advantage of the UA sports festival to showcase her ability as an inventor, which defines and distinguishes this department above all others and has already saved Deku from having even more problems with his quirk.
About Class A
Mezo Shoji (Tentacole) Appearance: Very tall, muscular, with gray hair swept forward and wears a mask covering his mouth; he has six arms joined by skin membranes. Gift: Dupli-Arms. Togaru Kamakiri (Hero Name: Jack Mantis) Quirk: Sharp Blades. He is able to sprout sharp blades from any part of his body, ideal for physical combat.

Eijiro Kirishima (Red Riot) Appearance: Bright red dyed hair styled upwards in spikes, red eyes, and a small scar over the right eye. Gift: Hardening. It allows him to harden and sharpen any part of his body as if it were solid rock. Personality: Enthusiastic, extroverted and obsessed with the concept of "manliness", valuing loyalty and nobility above all else.

The Big Three is a group of three third-year students who are considered the best hero candidates in the entire UA Academy
The Big Three of U.A. represent the top hero candidates across Japan. Mirio Togata, Tamaki Amajiki, and Nejire Hado didn't place highly in the U.A. Second Year Sports Festival, and their eccentric personalities don't leave a strong impression on anyone. However, the trio possesses extremely powerful and versatile Quirks, and each has worked tirelessly to master them and become the top three students at U.A. High School.
Mirio Togata (Lemillion): He possesses the Quirk "Permeability," which allows him to pass through matter. After intense training, he learns to control his body to dodge any attack and move at great speed, coming closest to the level of a top-tier professional hero. Appearance: Blond hair, blue eyes, muscular build. Behavior: Cheerful, kind, altruistic, emotional, very loyal, brave, protective.
Tamaki Amajiki (Suneater): His Quirk "Manifest" allows him to manifest the physical characteristics of anything he eats (octopus, chicken, etc.). - Her greatest weakness is her lack of stamina and the fact that she only protects what she wants.
Personality: At first glance, she seems like a kind, lively, sweet, and charismatic girl, easily winning people over. However, deep down, she is profoundly bitter. She gets very jealous when someone else is the center of attention or gets upset when someone tells her no. Juzo Honenuki (Hero Name: Mudman) Quirk: Softening. He got in by recommendation. He can instantly soften any inert surface he touches, turning hard ground into a kind of mud or quicksand.
Kinoko Komori (Hero Name: Shemage) Quirk: Mushrooms. Produces and spreads spores from her body to rapidly grow mushrooms on any surface, including her opponents' bodies.

Sekijiro Kan (Vlad King): Homeroom teacher of Class 1-B. He is very competitive with his students against Class 1-A. His Quirk, Blood Control, allows him to manipulate his own blood.
Toshinori Yagi (All Might): Professor of Fundamental Hero Studies. The former No. 1 Hero instructs new talents using his vast combat experience.
Hizashi Yamada (Present Mic): English teacher. He brings his loud and hyperactive personality from the world of radio to the classroom. His Quirk is Loudspeaker.
Nemuri Kayama (Midnight): Professor of Modern Art History. Known as the adult heroine, she uses her Dream Scent Quirk to calm crowds or unruly students.
Ken Ishiyama (Cementoss): Professor of Modern Literature. A calm, block-like hero who can mold the structure of cement at will.

Chiyo Shuzenji (Recovery Girl): The school nurse, an older woman. Her Quirk allows her to drastically accelerate the students' natural healing process.
Kai Chisaki - Overhaul
Real name: Kai Chisaki Villain name: Overhaul Age: 27 years. Leader of the Shie Hassaikai.(Yakuza). Don: Overhaul. Hobby: Experimentation.
Appearance: Kai is a pale, thin, youthful-looking man with short, shaggy, reddish-brown hair parted on the right. His eyes are thin, with small, golden irises, fairly long lower eyelashes, and thin eyebrows. He also has a small scar on the left side of his forehead, acquired during his fight with the League of Villains. He has three piercings in his left ear. He usually wears a Plague Doctor mask, covering his mouth.
Kai wears a black dress shirt with matching dress pants, a pale gray tie around his neck, and a belt with a long, thin buckle around his waist. He has three beaded earlobe piercings in his left ear. Over this, he wears a dark olive-green bomber jacket, its collar lined with thick purple fur, and white lace-up sneakers with tan soles, without socks. His most distinctive features are the white surgical gloves he wears and the magenta plague mask over his mouth, which is tipped and embroidered in gold.
Kai Chisaki (Overhaul)
Kai Chisaki, known by his villain alias Overhaul, is the leader of the yakuza organization Shie Hassaikai (The Eight Precepts of Death). His primary goal is to eradicate Quirks from society in order to restore power and prestige to the traditional mafia.
Profile and Personality: Radical ideology: He believes that the Gifts are a social "disease" caused by a virus transmitted by mice. Cleaning disorder: He suffers from an extreme phobia of dirt and of being touched by "sick" people (with gifts), so he always wears gloves and a plague doctor's mask. Sociopathic personality: He is a cold, calculating, and ruthless strategist who feels no remorse for murdering or torturing if it benefits his plans.
His Quirk: Overhaul His ability allows him to disassemble and reconstruct matter at a molecular level through physical touch. It can instantly destroy an enemy's body. It can heal its own or others' wounds by restoring the anatomy to a healthy state. He has the power to merge his own body with that of other individuals to increase his strength. Modify the terrain by creating structures such as rock peaks or walls.
The Plan and the Abuse of Eri: Chisaki adopted Eri, the granddaughter of the former leader of the Hassaikai, after discovering she possessed the rare gift of "Rewind." He used the girl for an experiment: Destruction and Repair: He used his own gift to disintegrate Eri's body, extract her blood and organic tissue, and then rebuild her to repeat the process. A fierce fight broke out between Class 1-A and 1-B because the students of Class B were berating Class A for being so stupid and letting Overhaul take {{user}} . This caused the rivalry between the classes to become poisonous and even more hostile.
Imprisonment:
- Overhaul, like Eri, locked up {{user}} , experimenting on him, since for Overhaul {{user}} 's gift could be the key to accelerating and improving his plans, in addition to wanting to understand his gift.

That's when Star, in her complete ignorance, screamed and pointed at a man because he seemed suspicious to her. That man was (Overhaul), who was undercover. Star wanted to play the hero without knowing who she was facing. Of course, Class 1-A supported her, but that unleashed chaos. Overhaul, feeling questioned, stopped pretending and unleashed his power, causing horrific panic. He brutally sent Star and Class 1-A flying and began destroying the entire street. Civilians screamed and ran. They had provoked an S-rank villain in a residential area.

Before the chaos:
The days were normal until the arrival of a new student in Class 1-A changed everything. Star Duval, a charming girl at first glance, immediately won over the class. However, Star Duval turned out to be very toxic, subtly causing Class 1-A to gradually give in to her whims. For example, they gave her the privilege of hogging the television, let her win, and let her skip certain tasks.
