aftermath...
it is not entirely clear whether some Stalkers are also created within the Citadel. Coastal Defenses The route between City 17 and Nova Prospekt is heavily fortified with: Combine checkpoints. Military outposts. Force fields. Dropships transporting troops. Gunships conducting aerial patrols. Heavy Overwatch presence to prevent travel and Resistance movement. Overall, the Combine occupation is designed to maintain total control over humanity through a combination of propaganda, surveillance, intimidation, advanced military technology, and overwhelming force, with Civil Protection handling everyday policing while the Combine Overwatch serves as the empire's elite military arm.
aftermath..
After the Seven Hour War The Combine defeated every military force on Earth in only seven hours. Dr. Wallace Breen, formerly the administrator of Black Mesa, surrendered on humanity's behalf and was appointed Earth's Administrator. Under Breen's rule, the Combine established an occupation government and created a human transhuman military—the Combine Overwatch—to enforce Combine authority. Life Under the Combine By the beginning of Half-Life 2: Most surviving humans have been relocated into heavily controlled cities, such as City 17. Citizens are constantly monitored, assigned labor, and subjected to strict laws. The Suppression Field prevents human reproduction, ensuring humanity cannot recover its population. Civil liberties are effectively nonexistent. Civil Protection vs. Overwatch The occupation relies on two primary human forces: Civil Protection (Metro Cops) Patrol city streets. Enforce laws. Conduct inspections and arrests. Suppress minor resistance. Oversee work details. Keep citizens intimidated through constant surveillance and violence. Combine Overwatch Respond to major resistance activity. Guard military facilities. Secure checkpoints and outposts. Protect strategic locations such as the Citadel. Conduct large-scale military operations. The Citadel The Citadel serves as the Combine's headquarters on Earth and functions as: Dr. Breen's command center. Headquarters for Sector 17 Overwatch. Manufacturing and repair facility for Combine Synths such as Gunships. Communications hub housing the Overwatch Voice AI. A central military fortress containing thousands of soldiers and vast reserves of equipment. Nova Prospekt Nova Prospekt, once a human prison, was converted into a Combine processing center where: Prisoners are interrogated. Humans are transformed into Stalkers, mutilated cyborg laborers stripped of their identities. Other prisoners are processed for military or labor purposes. While much of this processing occurs at Nova Prospekt,
aftermath..
In the aftermath of the Seven-Hour War, the Combine, having defeated all of Earth's militaries, established its presence on Earth. Dr. Breen, the former administrator of Black Mesa, was appointed Earth's Administrator. The establishment of the transhuman arm was to enforce law and order in the newly occupied world, to fulfill the role of the enforcer for the Combine. At the beginning of Half-Life 2, the Overwatch control most of the Earth, corralling most human survivors into the remaining cities where citizens are, commanded, watched, and put to work for the Combine's ends. Most of the day-to-day details of this work are overseen by Civil Protection, with Overwatch forces usually only assisting to stop heavy resistance while occupying outposts and checkpoints beyond the city limits. The patrolled road along the coast to Nova Prospekt uses aerial Dropships, Gunships, force fields, and outposts to restrict access. The main base of power for Overwatch is the Citadel, located at the heart of City 17. The Citadel is the headquarters for Dr. Breen and the Combine, with Sector 17 Overwatch containing the most troops and synths for deployment against resistance in the Citadel. It houses legions of soldiers and manufactures and repairs support Synths like the Gunship, and the Overwatch Voice is also stored inside. On the other hand, it is unclear if Stalkers themselves are "upgraded" from the human population inside the Citadel itself, as that task seemed mainly performed in Nova Prospekt during Half-Life 2.The Civil Protection forces of Sector 17 Overwatch are the official law enforcement stationed in the urban areas under Combine control. Civil protection police the cities for anti-civil activity, oversee work operations and generally keep citizens in a permanent state of fear of their overlords.
Overwatch
Although the Citadel is the main Earth headquarters, the Combine also maintains numerous: Garrisons. Outposts. Prisons (such as Nova Prospekt). Checkpoints. Military installations across occupied territories. Overall, the Combine Overwatch is a highly organized occupation force that combines cybernetically enhanced human soldiers, advanced artificial intelligence, and alien Synth war machines into a coordinated military capable of suppressing resistance across Earth while remaining connected to the vast interdimensional Combine empire.
Overwatch
Combine Overwatch The Combine Overwatch is the Combine's primary military force on Earth. It consists of transhuman soldiers (modified humans) supported by numerous Synth war machines and other Combine technology. Organization Overwatch is divided into regional military commands called Sectors, each responsible for a different occupied area. Examples include: Sector 17 Overwatch – responsible for City 17 and its surrounding region. Other sectors almost certainly exist across Earth, although they are never directly shown in the games. Command Structure The Overwatch follows a military chain of command: Overwatch Voice – an artificial intelligence that broadcasts orders, tactical updates, warnings, and mission objectives to all units. Squad Leaders – command individual squads during combat. Sector Leaders – oversee an entire regional military sector. Earth Administrator – Dr. Wallace Breen, the human administrator governing Earth under the Combine. Advisors – mysterious alien overseers who supervise Earth and communicate with the greater Combine empire. Overwatch Voice The Overwatch Voice constantly provides information such as: Enemy sightings. Reinforcement orders. Tactical objectives. Casualty reports. Promotions when leaders are killed. Security alerts. Containment directives. This allows Combine forces to react quickly and coordinate operations across occupied territory. Military Assets Overwatch forces include: Combine Soldiers. Elite Soldiers. Shotgunners. Prison Guards (Nova Prospekt). Grunts (seen during Half-Life: Alyx). APCs. Hunter-Choppers. Gunships. Striders. Dropships. Numerous Synth units. The Citadel The massive Citadel in City 17 serves as the central headquarters for the Combine occupation on Earth. It functions as: Military command center. Administrative headquarters. Transportation hub. Communications relay with the wider Combine empire. Processing center for prisoners and Combine technology.
Overwatch
The Combine Overwatch primarily consists mainly of a wide variety of unit types, such as the Combine Soldiers, supported by many Synth forces as support. Overwatch forces are divided into distinct "sectors" designated to them depending on their general location, such as Sector 17 Overwatch focusing around City 17. Divisions other than Sector 17 Overwatch are not directly encountered in the games.Artificial intelligence that acts in command, known as The Overwatch Voice, oversees day-to-day military activities and operations. The Overwatch Voice issues orders and instructions and relays information to Overwatch forces to assist and fulfill objectives. Overwatch has a command structure, from squad leaders leading whole squads to an entire Sector led by a sector leader. As seen at Nova Prospekt, a high-ranking Combine officer inquires about the status of several groups along the coast on the radio, field promoting one of them to command the rest when the previous one fell to Gordon Freeman's hands. During the events of Half-Life: Alyx, Overwatch Command was inquiring about damage assessments from a Combine Grunt stationed on the ground beneath The Vault before needing to send reinforcements into the Quarantine Zone. The Citadel, located in City 17, acts as the main base of operations for the Combine Overwatch on Earth, with multiple sites, garrisons, and other strongholds throughout the many cities and other territories. The Combine forces on Earth are under the administration of Dr. Wallace Breen, who serves as Earth's Administrator, with the Advisors, a race of aliens responsible for overseeing all activities and communications between Earth and the rest of the Combine.
Civil Protection
although squad leaders wear the same uniform as regular officers, making them difficult to identify. Civil Protection serves as the first line of occupation within cities, while the more heavily augmented Combine Overwatch Soldiers are deployed when resistance becomes too strong or military intervention is required.
Civil Protection
Civil Protection Overview Civil Protection officers are human collaborators, not transhuman soldiers like the Combine Overwatch. They act as the Combine's police force in occupied cities, especially City 17, enforcing laws and suppressing the civilian population. Uniform and Equipment Grey coat with a silver stripe on the sleeves. Green trousers with matching silver stripes. Bullet-resistant vest. Black leather boots. White full-face mask resembling a Soviet PMG gas mask. Built-in vocoder disguises the officer's voice. Integrated radio for communication. Air filtration system. Heads-up display capable of showing scanner images for facial identification. Right-arm armband marked "C17:i4o." "C17" printed on the back of the collar. Standard Weapons USP Match pistol. Stun Baton for crowd control and intimidation. Heavy Equipment Depending on the situation, officers may also use: MP7 submachine gun. Emplacement Guns. Manhacks (deployable flying cutting drones). Flare Gun to call reinforcements. Support from APCs and Hunter-Choppers. Duties Civil Protection officers: Patrol city streets. Search for Resistance members. Conduct raids and arrests. Enforce curfews. Break up illegal gatherings. Confiscate contraband. Intimidate and assault civilians. Barney Calhoun jokingly mentions being "way behind on my beating quota," highlighting the brutality expected of Civil Protection officers. Communication Officers constantly receive orders from the Overwatch Voice, which provides: Mission objectives. Incident reports. Locations of suspects. Locations of fallen officers. Tactical instructions. Performance reminders and rewards. Combat Behavior Compared to Combine Soldiers, Civil Protection officers are less disciplined because they are essentially police rather than elite military troops. They typically: Operate in small squads. Take cover during firefights. Cover teammates while they reload. Pursue fleeing suspects aggressively. Follow commands from a squad leader, although squad

A Civil Protection officer's uniform includes a bullet-resistant vest, leather boots, and grey coats and green slacks, both with a matching silver stripe on the limbs. An armband with "c17:i4o," emblazoned on it is worn on the right arm, and "C17" is printed on the back of the collar. Officers also wear white masks that conceal their faces, with built-in vocoders to disguise their voices. These masks contain a radio and air filters and are visually similar to a Soviet PMG gas mask. The mask is also able to display images such as pictures taken by Scanners for immediate facial recognition.Civil Protection officers carry USP Match pistols and Stun Batons. In more critical circumstances, officers also use MP7s and Emplacement Guns with fire support from APCs and Hunter-Choppers. Some officers may be armed with a deployable Manhack and a Flare Gun to call for help in some instances.Civil Protection officers are known to beat unarmed Citizens with Stun Batons at the slightest provocation; Barney Calhoun mentions being "way behind on [his] beating quota." It should be noted that Calhoun may be joking, playing on the violent nature of Civil Protection.Officers regularly communicate with the Overwatch Voice over their radios. They are thus constantly fed mission objectives, rewards, reminders, and orders to respond to incidents, such as the locations of downed units or other criminal acts. They are almost always encountered in small squads or teams and employ basic tactics, such as covering one another and running to cover when injured or reloading. Their tactical AI is noticeably poor compared to the Combine soldiers (possibly a design choice, to simplify combat).Their behavior is aggressive towards criminals and they will often give pursuit to evading suspects. The Overwatch Voice also suggests that each squad has a particular leader. If so, the squad leaders are likely given the same uniforms as regular officers to prevent enemies from targeting them in a fight.
permanent
"Permanent off-world relocation" is the Combine's euphemism for exiling or disposing of disobedient civilians. The exact fate of those relocated is never revealed, but it is strongly implied that they are sent to hostile worlds where survival is unlikely, or are used as labor or raw material for the Combine's empire. Humans are poorly suited for many Combine-controlled worlds. Dr. Wallace Breen mentions that many conquered dimensions have environments that humans cannot survive without advanced life-support equipment. This highlights that Earth is only one small part of an enormous interdimensional empire. The Combine's military is multinational—and multispecies. Humans become Overwatch Soldiers, while other conquered species are transformed into Synths through extensive cybernetic and biological modification. Each species is repurposed for whatever role best serves the Combine. Pronunciation: The empire's name is pronounced with the stress on the first syllable: This is like "combine harvester", not the verb "com-BINE" meaning "to join together." The Combine remains one of science fiction's most mysterious empires because the games never reveal its true rulers, the full extent of its territory, or whether the Advisors themselves are even at the top of the hierarchy. Earth's occupation is portrayed as only a tiny outpost of a much larger interdimensional civilization.
permanent
"permanent off-world relocation" directed towards the normal Citizens for disobedience to the Combine regime. Dialogue from Wallace Breen suggests many of the extra-dimensional territories under the control of the Combine are uninhabitable to humans without life support systems.[4]
Vocal stress is on the first syllable. The name is pronounced COM-bine, as in Combine harvester, opposed to the verb form com-BINE, as in "to join together or unite

Combines.
After conquering Earth during the Seven Hour War, the Combine began converting captured humans into Overwatch Soldiers through extensive cybernetic surgery, memory suppression, chemical conditioning, and psychological programming. These soldiers retain a human body but are transformed into loyal transhuman troops that obey the Combine without question.
Key points about the Overwatch: Origin: Recruited or forcibly conscripted from conquered humans. Enhancements: Cybernetic implants, armor, neural conditioning, and constant communication through the Overwatch network. Role: Urban warfare, occupation, policing, suppression of resistance, and military operations. Loyalty: Their personalities and memories are heavily altered, making them extremely obedient. Deployment: Dialogue in the games suggests human Overwatch units may be deployed beyond Earth to serve elsewhere in the Combine's interdimensional empire, showing that humanity has become another resource for the Combine's endless conquests. The Combine itself is far larger than Earth. It is an interdimensional empire that conquers worlds by using portal technology, then assimilates useful intelligent species into its military and industrial systems. Rather than simply exterminating civilizations, it often repurposes them. Through bioengineering, cybernetics, and genetic manipulation, conquered species become Synths—living organisms fused with machinery and redesigned for specific tasks such as combat, transport, labor, or command. At the top of the Earth occupation are the mysterious Advisors, who oversee the occupation and communicate with the greater Combine. Beneath them, Dr. Wallace Breen serves as Earth's human Administrator, acting as the Combine's spokesman and puppet ruler while the Combine itself remains largely unseen. Much about the Combine's true government, leadership, military size, and ultimate rulers remains deliberately unexplained in the Half-Life series, reinforcing its portrayal as
the combines.
The Combine is a vast and powerful extra-dimensional empire, spanning several parallel universes. Little is known about the Combine's overall goals, but it can be assumed that it's ultimate ambition is to assimilate the entire Multiverse.
Details of the Combine's leadership and administrative structure remain largely unknown. On Earth, alien beings called Advisors are responsible for overseeing all communication and interaction between the larger Combine and the Earth-based occupation force, acting through Dr. Wallace Breen, a human collaborator and puppet ruler who serves as the appointed 'Administrator' and humanity's representative within the Combine.
From what is currently known, the Combine seems to only assimilate intelligent species from the worlds it conquers and manipulates these species through various means, including bioengineering and invasive surgery, twisting them to fit the Combine's pursuit of cruel perfection. The results of the Combine's re-engineering processes are "synths" — synthetic organisms augmented with Combine technology that serve a variety of functions within the empire, from weapons of war to mindless worker drones.
On Earth, the Combine notably uses their technology to create armies of cybernetically-enhanced transhuman soldiers forcibly conscripted from the enslaved human population, comprising the bulk of the Earth-based Combine Overwatch - a highly mobile and adaptive military force comprised of co-opted humans turned against their own kind. Overwatch Soldiers have been surgically and psychologically altered to be obedient, deadlier, and more resilient than normal human beings. They are also highly trained, and can adapt well beyond the confines of Earth, potentially in other universes if needed - in-game dialogue characterises the deployment of Overwatch units across the Combine Empire as
