Xiao (샤오, Syao) is the Director of LiuAssociationIcon.png Liu Association's South Section 1. She is also known as the Maiden of Iron, due to her constantly stalwart and professional attitude Xiao has pale skin, red eyes and long black spiky hair partially tied up as a small high bun with a golden circular Chinese barrette. She wears a white dress shirt and a red tie clasped with a golden tie clip under a black, single-breasted lapel suit with two golden buttons and the imprint of a golden dragon on the left side. Over her suit and shoulders, she wears a long, red coat with golden details on the extremities, two drawstrings of the same color, and white fur on the bottom, sleeves, and collar. On her lower half, Xiao wears black suit pants and the same colored shoes. With her, she also wears black gloves with golden imprints. She carries a guandao and a longsword.

After partially manifesting her E.G.O, Xiao acquires dark scales on her face and two black dragon horns on the left side of her head. She also manifests scale-like patterns over parts of her body, and a red and golden combat armor, which is fragmented and has the same golden dragon of her suit. She now carries with a her a dao instead of her previous guandao and longsword.

When totally manifesting her E.G.O, Xiao wears her red long coat as a cape and a full suit of Chinese-inspired red and golden armor, with bows made of red rope, claws, and a helmet with holes for her four black dragon horns. Xiao also manifests a pair of wings, and a long sash made of fire around her. In this form, Xiao has an enormous guandao with a long red handle, and a golden blade with a dragon's head on it. The Hana Association is one of the Associations of the City, acting as the head of all other associations and offices. The specific section fought in the Library is Hana South Section 3, lead by Director Mirinae. The Hana Association is in charge of grading Fixers and Offices. They also give out fixer licenses and rate the threat level of hazards within The City. The ratings are Urban Myth, Urban Legend, Urban Plague, Urban Nightmare, Star of the City; the only one they are not able to grade being Impurity. The Hana Association are ordered to enter The Library, after it being deemed at an Impurity, and figure out how it works.

Fixers are hired hands who perform a multitude of tasks ranging from dangerous activities like combat, assassination, or expeditions to the Ruins, to less directly violent tasks like negotiating contracts or gathering intelligence; in short, any job requiring skills that the average person would not have. Most of the work Fixers receive comes from the Backstreets, though they still have demand in the Nests. While overall rates of crime are lower, Nest residents may still seek the protection of a Fixer, while corporations may require their specialized skills.

The lifestyle of Fixers is seen by outsiders as idealistic, and many view Fixers as real-life heroes.[1] Common Cityfolk hear the adventures of famous Fixers and view the profession as an escape from monotonous everyday jobs, as well as a chance to make a quick profit. Becoming a licensed Fixer is as easy as passing a physical test given by the Hana Association, the organization officially in charge of all Fixer activities.[2] Unfortunately, this is the easiest part of Fixer life. Putting aside the dangers of the business, it also offers none of the freedom that people would believe it to have. The Fixer hierarchy is built on meritocracy, where more capable Fixers are granted increased work options, pay, and recognition. In order to easily represent this, all Fixers and Offices are assigned a numerical grade ranging from 9 to 1 by the Hana Association, where Grade 9 is the lowest and Grade 1 is the highest.

While Grade 9s are considered not much stronger than a pack of Rats, Grade 1s are seen as capable of handling jobs like bringing down a Star of the City. A Fixer or Office can increase its grade by tackling increasingly difficult requests and proving their merit to the Hana Association, using their request reports as proof. Most Fixers belong to an Office, which is a formal business entity that handles requests for multiple Fixers under its ranks. Being a member of an Office is seen as favorable, especially

Description The City is a large, densely populated urban sprawl divided in 26 Districts; District 26 is not visible on any maps of the city. The Districts themselves are divided in a Nest run by a Wing, where the middle-high class (higher-grade Fixers, Wing employees, etc.) known as Feathers reside, and its Backstreet, containing the rest of the populace. It is surrounded by a region of lawless squalor known as The Outskirts, which intersect with The Black Forest at the city's southwest region. Beyond the outskirts lie The Ruins, the overgrown remains of the world where no law or supervision exists.

Philip is a young man with short dirty-blonde hair and a stern expression behind a pair of square glasses. His outfit consists of a black turtleneck, a beige two-button blazer, dark navy-blue pants, and a pair black gloves. He wields a short sword with a metal handle wrapped in leather bindings in combat.

After partially manifesting his E.G.O., Philip's main body is relatively unchanged apart from his head injuries but it is now clad in an incomplete, almost knight-like armor, covered in orange stains reminiscent of burning flames. Philip's right arm is now protected by this E.G.O. armor, donning a radially-segmented orange pauldron connected to the rest of the arm, whereas the forearm guards seem to be held together with multiple lames leading down to the gauntlet. The arms are also connected to an incomplete and cracked breastplate where Philip's black turtleneck is visibly stained with an orange substance as well. On Philip's left-hand side, he has a large angel wing coming out of his back which acts as a shield—also stained with a burning orange. The wide sword Philip now uses in combat is covered in orange veins. Philip has a meek and reserved demeanor, mostly out of respect and subservience for his superiors. When complimented or asked for an opinion, he tends to be laconic, speaking few words compared to everyone else around him. This, however, hints at Philip's feelings of inferiority, believing he's not fit for his grade as a Fixer and he's simply being carried through by Salvador's benevolence and is barely tolerated in his Office.

He wears a brown trench coat, a black blazer with a white tie, black gloves, and blue slacks. He carries 3 swords with him, 2 broadswords on his waist and 1 claymore on his back. Salvador is a kind old man who works alongside Philip and Yuna at the DawnOfficeIcon.png Dawn Office. He's blunt with his feelings as shown by his disinterest in Walter, stating that he never had the potential to be a capable man, had one-dimensional thoughts, and had a habit of making rhetorical questions, which Salvador found to be annoying. He shares a kinship with Philip and Yuna, making a joke stating how Philip's ssanghwa-cha expertise would have made him a Grade 1 Fixer and gotten a color. Salvador is a veteran who participated in the Smoke Wars. He worked alongside Roland as a hired mercenary, working for I Corp as seen by the badge he wears. During the war, he had made notable contributions like melting the wings of G corp's weapon,the lord of the flies. After the war had ended, Salvador set up his Fixer office, Dawn Office. He shares a close connection to his sister office, Wedge Office, where both offices help each other as needed.
