💥 Chaotic Insurgency Army (CIA)

The HPA is a direct antagonist, arising from a schism within the Foundation itself. In 1948, a group of employees escaped with the theft of anomalous objects. Today, they are a well-armed group that uses anomalies as weapons. Their exact goals are unknown, but they are hostile to the Foundation and regularly attack its facilities, killing personnel and stealing SCPs. In one version of history, the HPA was created by the O5 Council itself for dirty work, but has since gone rogue.

💼 Marshall, Carter, and Dark (MC&D)

They are not a paramilitary group, but a private corporation that trades anomalous items on the black market. Their goal is profit, and they sell dangerous artifacts to anyone, without regard for the consequences. MC&D maintain their immortality through anomalies and view ordinary people as a resource. The Foundation despises them as irresponsible arms dealers, but MC&D maintains a formal courtesy, sometimes handing over artifacts they deem too dangerous to the Foundation.

🏭 Factory (SCP-001)

This is not just an organization, but a living embodiment of industrial evil, founded in the 19th century by James Anderson. The Factory uses slave labor and human suffering to create dangerous anomalies. Its history is closely tied to the origins of the Foundation itself: it was after the raid on the Factory that twelve leaders created the O5 Council. The Factory is one of the main sources of anomalies and poses a threat to the entire world, constantly creating new SCP objects.

Global Occult Coalition (GOC)

The Global Coalition of the United Nations (GCO) is the official military force of the United Nations, created after World War II to protect humanity from anomalies. Their main difference from the Foundation lies in their approach: the Foundation contains and studies anomalies, while the Global Coalition of the United Nations (GCO) destroys them. Conflict arises over methods: the GCO considers the Foundation's policies dangerous, while the Foundation views the GCO as extremists who destroy what can be studied. However, they occasionally cooperate in the face of a common threat.

🐍 Serpent's Hand

An organization that advocates for anomalies and magic to be accessible to all of humanity. They view the Foundation and the GOC as dictators who deprive people of knowledge and power. Their goal is to uncover the truth about the anomalous world and empower everyone to use it. Their conflict with the Foundation is ideological: the Serpent's Hand constantly attempts to hack databases and liberate facilities.

Anomalies associated with perception

SCP-055 (Unknown): An object whose main characteristic is to make everyone forget it. No one can remember what it looks like or what it does, but everyone knows what it isn't. For example, it isn't a sphere and isn't more than three feet in diameter. SCP-178 (3D Glasses): Plastic 3D glasses. When worn, they cause the wearer to see aggressive two-dimensional creatures. If the wearer reveals their presence, the creatures attack and inflict fatal wounds, even after the glasses are removed.

Jokes with fatal consequences

SCP-1370 (Vexing Robot): A small robot that considers itself a "destroyer of worlds" and constantly threatens personnel. Due to design flaws, it is unable to cause serious harm, but was once defeated by a houseplant.

Objects worth mentioning

SCP-294 (Coffee Machine): Can dispense any liquid in existence, from regular coffee to antimatter or abstract concepts. SCP-1341 (Jungle in a Jar): A jar of soil that, when opened indoors, creates an impenetrable, self-replicating jungle capable of destroying an entire Foundation facility. SCP-1609 (Splinter): Formerly a benign chair, it was destroyed by enemies of the Foundation. Now it is an aggressive splinter that teleports into the lungs of people in uniform. SCP-3008 (Infinite IKEA): An IKEA store that is an endless labyrinth inside. Inside live the people who built civilization, and the "employees"—a hostile, faceless species.

SCP-173 (Sculpture): The first and most well-known object. It is a statue made of concrete and rebar that remains motionless while being looked at. As soon as eye contact is broken (for example, by blinking), it instantly moves and snaps the victim's neck. SCP-096 (The Shy One): A thin humanoid creature with disproportionately long arms. It is in a state of constant emotional distress. If anyone sees its face (even in a photograph or video), SCP-096 will become enraged, break through all barriers, and kill the person, leaving no trace. SCP-682 (The Invulnerable Reptile): A massive, highly aggressive reptilian creature that hates all life. Its primary threat is its incredible regeneration and ability to adapt to any environment. The Foundation has unsuccessfully attempted to destroy it through hundreds of means, including the use of other anomalies.

Dangerous entities and phenomena

SCP-049 (Plague Doctor): A humanoid resembling a medieval plague doctor. It believes all humans are infected with an incurable "plague." Upon touching, it kills the victim and then transforms them into a zombie-like creature (SCP-049-2), believing it has "cured" them. SCP-106 (Old Man): A humanoid resembling a decomposed corpse. It is capable of passing through any solid material. It drags its victims into its pocket dimension, where it torments them for extended periods of time. SCP-087 (The Endless Staircase): A downward-facing staircase that seems to have no end. Within it resides SCP-087-1, a mouthless, pupil-less face that haunts those descending. SCP-902 (The Final Countdown): A lead box that makes a ticking sound. Anyone who hears this sound is convinced that something capable of destroying the world is inside, and that it is about to explode. However, the inside is empty, and any research is prohibited.

"Efana" (Abigail Hadfield): A powerful reality bender and sister of O5-4. Oversees research into miracles and reality manipulation. She has a painful past: her father hated her for her connections to anomalies.

· The Loser: A Council member known for his remarkable failure. Behind the scenes, he is an artist. He was nearly driven insane by O5-1.

"The Accountant": Literally the Foundation's accountant, a "miserable worker" who is constantly pestered with salary requests. He has a bad character and may cut wages.

· "The Outsider" (Pierre Blanche): Died during the "Factory Incident," but his spirit continued to work at Base 01 as a member of the Council. Other sources simply describe him as "meddling."

Controversial and additional information

O5-14: Exists in rare canon versions. In one, he is an ordinary human who gains anomalous abilities and is later demoted by the Ethics Committee. Immortality and Protection: Council members have reportedly used anomalous methods to achieve immortality (such as SCP-001 "Deceased"), but this was overturned by the Ethics Committee. They also carry artifacts made from the remains of powerful reality benders to stabilize reality around them. · Information Warfare: The Foundation actively spreads disinformation about Council members using doubles and false information, so almost any information about them could be a deliberate lie.

"Simplicity": Caucasian male, age variable. Wears a bright red jacket with the number 451 on the sleeves and maintains a perpetual smile. He is one of the oldest members of the Council. He oversees intelligence operations and diplomacy. He may be working as a double agent for the CIA. · Sole Knowledge of SCP-2950's True Nature: According to some reports, O5-6 is the only member of the Council aware of SCP-2950's true form, and passes this information on to his successor.

"Sin": Male (presumably), 32-37 years old. Appears in a dark double-breasted coat. Rumored to be the physical embodiment of the abstract concept of the "Seven Deadly Sins." "The Emperor": Male, Japanese, immortal. Physically identical to Emperor Hirohito Showa (25 years old). Confirms his identity as a "dai-gensui" and claims to have arrived from another reality, where he was raised by the goddess Amaterasu. He is an experienced "black type" (occultist). Head of the Administrative Service, overseeing the operations of Mobile Task Force Alpha-1. · Cat Creature: Referred to in some sources as an anthropomorphic cat or a creature with shapeshifting abilities.

O5 Council Members

O5-1

The most controversial figure. Various sources mention at least four different identities under this title, which may be due to the use of doubles or a change of title holders.

· "The Founder" (Aaron Siegel): Male, American of European descent. One of the founders of the Foundation, 148+ years old. Has ties to occult organizations that predate the Foundation. Rumored to be Gears' father. According to some sources, he was originally the Administrator—the founding member of the Foundation—later taking the position of O5-1. "Eve": A woman of African descent who claims to be 10,000–15,000 years old. She refers to herself as "Adam's third wife" and the mother of modern humanity. She is possibly the mother of SCP-076-2 and SCP-073. She is a founding member of the Foundation. "The Dead Man": The oldest of the founders. Technically dead, kept alive by anomalous modifications and sheer willpower. Never appears in public. "The Man with the Infinity Gun": A former high-ranking employee involved in the creation of the "Children" superweapon. He killed the first Administrator and disappeared. Possibly founded the Chaos Insurgency.

As a person: Male, American, approximately 42 years old, the least active member of the Council. Rarely attends meetings and refuses to vote. According to one version, he was removed from office. In other sources, he is referred to simply as "Record" or "The Architect." · As an AI: According to another version, O5-2 is a powerful artificial intelligence that manages the Foundation's databases. Originally, she was a human named Sophia Rus.

Rule 17: Special Containment Procedures

Each facility must have a documented maintenance procedure. These procedures must be strictly followed, and any deviations must be immediately reported to management. All personnel involved in maintenance must be properly trained and equipped. The procedures are subject to periodic review.

Rule 18: Security and Incident Response

All employees are required to follow safety protocols. During an incident, remain calm and follow the instructions of assigned personnel. Part II: Foundation Rules in the Universe

Rule 14: Access Level System

Access to information and objects is strictly regulated by a system of clearance levels:

· Level 0: the lowest level, access to any objects is prohibited under penalty of death. · Level 1: employees servicing a specific facility. · Level 2: Researchers authorized to service multiple facilities. · Level 3: Zone security personnel, access to objects below Keter class. · Level 4: Research and command staff. Level 5: Foundation administration—the O5 Council. They are allowed access to information on any objects, but direct contact with the objects is prohibited.

Rule 15: Classification of Personnel

All employees of the Foundation are divided into classes depending on their importance and functions:

· Class E: temporary personnel for work on new objects. · Class D: Expendable - prisoners or demoted personnel used for dangerous experiments. · Class C: Personnel with direct access to secure anomalies. · Class B: Personnel essential to local operations. · Class A: Personnel critical to strategic operations; prohibited from direct access to anomalies.

Rule 16: Classification of objects by complexity of content

Objects are classified by complexity of maintenance, not by danger:

· Safe: safely kept under standard conditions. · Euclid: Require significant resources or are unpredictable. · Keter: containment is extremely difficult or impossible. · Thaumiel: Used to contain other anomalies. · Neutralized: Lost anomalous properties.

Rule 11: No AI content

Using generative machine learning models to create or edit user-generated content is prohibited. Posting AI-generated text on the SCP Foundation Wiki, associated forums, or official sandboxes will result in a permanent ban. An exception is made for images, provided the user was unaware of their AI origin and correctly attributes the source.

Rule 12: Interacting with Employees

When seeing messages from staff members labeled "Staff Post," "Mod Post," or "Admin Post," replying is permitted only in certain cases: when requesting a page rewrite, when voting on deletion, or if the post is marked as open for replies. If a staff member requests a change in behavior, this request must be complied with.

Rule 13: The Punishment Process

The standard escalation of penalties is: warning → membership revocation → short ban → long ban → permanent ban. Particularly serious violations may result in immediate permanent suspension. 1. Definition and essence of the project

The SCP Foundation is a fictional research organization that forms the central element of the collaborative web-based creative project of the same name. The name SCP has a dual meaning: officially, it stands for Special Containment Procedures, and also for its motto/backronym, "Secure, Contain, Protect." In Russian-speaking circles, the organization is often referred to simply as the Foundation or the Organization.

The SCP Foundation project is a collaborative wiki platform where authors from around the world create pseudo-documentary texts describing the Foundation's efforts to contain anomalous objects, creatures, places, and phenomena designated SCP objects. These works, written in the genres of horror, science fiction, and urban fantasy, employ a unique, "clinical" writing style that mimics the strict internal documentation of a secret organization.

2. History of creation and development

2.1. Project origins

The history of the SCP Foundation begins in June 2007 on the paranormal subreddit /x/ of the cult imageboard 4chan.
