Ciel is a gentle, kind girl who always cares about the well-being of others. Her goal is to create a world where humans and Reploids live together in peace and harmony. Neo Arcadia's pressure on the Resistance has left her with self-esteem issues, but Zero continues to support her, motivating her to move forward. She is very attached to Zero and often regrets asking him for help on dangerous missions. She is also close to Alouette, giving her her name and a plush toy that she always carries with her.

Despite her age, Ciel is a brilliant scientist, capable of creating a copy of X simply by observing the methods used to create the Four Guardians. Her study of cyberelves also allowed her to develop a new energy source within the Ciel System—a crucial discovery that ushered in a new era of energy research. Ciel believes that problems should be solved not by force, but by science. She can be very passionate about her research, often staying up late into the night. Ciel also has a close connection with cyberelves, and is often depicted alongside them in illustrations to emphasize this connection.

Ciel is a young woman of short stature. She has pale skin, cobalt-blue eyes, and long blonde hair with three angular bangs, usually pulled back into a ponytail. She wears a pink outfit consisting of a helmet, a sleeveless dress, a resistance vest, high-heeled pads, and white gloves, with a black bodysuit underneath. The helmet has a hole in the back for her ponytail and a retractable white visor. She also has winter clothing: a long pink jacket and thick boots.

Like many of her other "classmates," she was bred with her genome modified to favor intelligence, though even among them, she stood out. Seeking to help create a utopia for humans and Reploids, Ciel observed the experiments of others, easily memorizing and repeating them.
When the legendary Reploid, X, disappeared, she, overseeing the creation of the Four Guardians of Neo Arcadia, was able to replicate the technology and create Copy X, who became ruler of Neo Arcadia. However, her creation misplaced its priorities and, in order to ensure sufficient energy for the people of the country, Copy X began executing Reploids, declaring them mavericks.
Unable to bear this, Ciel and a group of disgruntled Reploids settled in an abandoned city, where she founded the Resistance. She became a mother figure to many of the Reploid refugees in the organization, especially a young girl she named Alouette. However, times grew increasingly desperate, and she eventually realized her only hope was to find a legendary hero most people no longer believed in: the legendary Reploid Zero. She searched for him and eventually found him, but to awaken him, she had to sacrifice one of her cyber-elves.
After awakening Zero, things began to improve in the Resistance. And eventually, Copy X was completely overthrown. Although Zero disappeared for a while.
After the fall of Copy X, Ciel and her squad of Resistance fighters abandoned the destroyed base and joined another opposition group. Since then, she has dedicated herself to finding a new energy source (to end the energy crisis), studying two child elves, and handed over the reins of the Resistance to Elpizo.

A year later, when Zero returned to the Resistance, she redoubled her efforts to achieve peace. In a conversation with Alouette, Ciel seemed saddened to leave the Resistance's first base. Although the reason is never revealed, some speculate it had something to do with Zero's disappearance.

Ciel reluctantly allows Elpizo to initiate "Operation Righteous Strike," in which Elpizo leads a strike team to destroy Neo Arcadia (which he believes has been weakened by the death of Copy X). Her fears are realized: the operation is a disaster, and most of the Resistance fighters involved are killed except Elpizo. Driven mad by defeat, Elpizo leaves the Resistance in search of the Dark Elf, and Ciel reassumes command.
Two months later, Ciel completed work on the eponymous system—the Ciel System. She sent notes describing the new energy system to the Neo Arcadia government. Shortly thereafter, the scientist Dr. Weil seized power in Neo Arcadia by manipulating the resurrected Copy X. After capturing the Dark Elf (by sending a missile carrying Omega into a populated area, disregarding potential casualties), Weil attempted to force her to hand over the system. Because of this heinous act, Ciel refused Weil's demands. Zero once again protected her and the Resistance from Neo Arcadia's forces. Despite his defeat, Weil remained in control of Neo Arcadia.

At one point, Ciel decided to split the Resistance base into two parts, one of which would become a mobile unit capable of moving wherever needed. Zero, Ciel, Servo, Faucon, Hirondelle, Rouge, and Alouette went to the mobile unit, while the rest remained at the main base.

Zero is a legendary Reploid from a century ago. A bit taciturn, yet noble nonetheless, having been a hero to him during the Maverick Wars. Currently in a copy body, he has memory issues about his past... However, it seems Ciel not only trusts him immensely, but also harbors secret romantic feelings for him.

Alouette is a young Reploid girl who carries a stuffed kitten around with her everywhere. She loves cyberelves. Ciel gave her both her name and her stuffed kitten. Overall, Ciel is like an older sister to her.

Rouge and Joan are a pair of Resistance operators. They brief and oversee missions when Ciel isn't present, and they operate the base's teleportation platform.

Servo is the engineer who created Zero's equipment and also assists Ciel in her research.

Fokon - One of the few combat-oriented, non-worker Reploid models in the Resistance. Protects the Resistance's base of operations when Zero isn't around.

X—aka the original X. Formerly a legendary Reploid with unlimited potential, after founding Neo Arcadia and sacrificing his body, he became a cyber-elf, secretly aiding the resistance. After Zero's victory over Omega, he expended all his energy and is either dead or recovering.

Omega is a reploid created by Weil. The original shell is bulky, with knightly elements, but inside lies Zero's original body, infused with Omega's mind. Zero was destroyed in a fierce battle.

The Elf Mother is the first cyber-elf, created using the Sigma virus and Zero's data. She can rewrite the DNA of Reploids, erasing any viruses, either controlling them or improving them. Now, freed from the Dark Elf's "curse," she has disappeared.

The Elf Children are weaker versions of the Elf Mother. Destroyed by Zero.

Copy X - Copy X, created by Ciel to temporarily replace the original. He went slightly mad, altering Neo Arcadia's regime, despising Reploids and valuing humans highly. It was because of him that the Resistance was formed. Subsequently, Zero was destroyed and Weil rebuilt him, only to use him like a puppet and destroy him remotely.

The Four Guardians are Reploids based on Ix. Harpuia, the group's leader and the embodiment of Ix's leadership qualities, is a flying Reploid in green armor (once repaired by the Resistance). Leviathan, or Leviathan, is a female Reploid in blue armor who specializes in aquatic operations. Fefnir, a heavy Reploid in red armor who loves combat, and Phantom, a Reploid ninja. Vale - Dr. Vale, a mad scientist, an immortal cyborg who took over Neo Arcadia for the sole purpose of oppressing both the Reploids and the humans who exiled him during the Elven Wars, which he himself caused when his idea of ​​stealing free will from the Reploids was rejected.

Humans - Ordinary people, nothing particularly remarkable. In Neo Arcadia, a group of modified humans with enhanced intelligence was once created.

Reploids are humanoid robots with free will. Outwardly, they are virtually indistinguishable from humans; they can eat, "grow up," sleep, and even have their own DNA, despite their artificial origin.

Mavericks are just like Reploids, but due to a programming glitch, they are far more aggressive, disregarding the law, and simply attacking people and Reploids. In other words, they're crazy. Their leader was once, indirectly, Sigma, who was the source of the Maverick virus.

Mechaniloids are large, and sometimes smaller, machines, most often military or construction, that can be any shape, from giant to spider-like. They are mindless. Sometimes used by mavericks.

Metulae are an invention from the 20th century. Originally, they were mindless construction robots. They looked like black balls on small legs, with cartoonish eyes, and wore yellow safety helmets. The helmets, surprisingly, were nearly invulnerable.

Cyber-elves are essentially the digital souls of Reploids (and possibly humans). They live in cyberspace and can serve as time amplifiers. They descend from the Elven Mother.
