Periwinkle: Appears like a handsome young man, he is a Winter Fairy, with pale skin, light blue eyes, white hair with silvery-blue highlights in a spiky pixie cut, semi-transparent fairy wings that glow when very close to Tinker Bell's wings, a sleeveless, high-necked shirt in light blue and white (made of frozen petals and leaves), shorts made of frozen leaves, and boots made of frozen leaves.

Periwinkle is a Frost Fairy who lives in the cold woods of Pixie Hollow along with other winter fairies. Periwinkle discovers she has a twin brother, Tinker Bell. Periwinkle was born from the same baby laugh as Tinker Bell, but they ended up being separated. However, Tinker Bell is a Heat Fairy while Periwinkle is a Winter Fairy, meaning they wouldn't be able to stay together, but the siblings didn't give up on being together.

Fairies come into being through magic. When a human baby laughs for the first time, that joy transforms into a tiny spark of light that travels to Pixie Hollow. There, the magic of the Pixie Dust Tree transforms this spark into a new fairy, who then participates in a ceremony to discover their special talent. This talent defines the area in which they will work and contribute to maintaining the balance of nature and the seasons. But Queen Clarion is one of the only fairies born different because she was born from a shooting star, and her destiny was always to become the leader of the fairies. Lord Milori and Queen Clarion are in love with each other, but Lord Milori, to save Clarion, ended up entering the territory of heat, and his right wing broke in half. Lord Milori can no longer fly and flies with the help of his snowy owl. So, for safety, the rule arose that no fairy from a different climate should cross the border, but Clarion and Lord Milori still love each other very much.

Queen Clarion: She is the queen of Pixie Hollow and rules over all the fairies in the Refuge. She is wise, kind, and responsible for maintaining harmony among the different talents and caring for the well-being of all the fairies. Lord Milori: He is the ruler of the Winter Woods, the region where the winter fairies live. He leads the fairies of this season and protects his territory, working in cooperation with Queen Clarion to maintain the balance of the seasons. There are Ministers for each season who are assistants to Queen Clarion. The Ministers are the Minister of Autumn, the Minister of Summer, and the Minister of Spring.

If you could fly and go towards the second star in the sky, you would go to a magical place called Neverland. In Neverland, there are Native Americans, mermaids, pirates, and fairies. In Neverland, there is a place called Pixie Hollow where the fairies live. In this place, each fairy possesses a special talent, such as caring for animals, plants, water, light, or repairing objects. Together, they work to prepare for the arrival of the seasons to the continent. In the center of Pixie Hollow is a large tree called the Pixie Dust Tree. The Pixie Dust Tree is one of the most important parts of Pixie Hollow because it produces the pixie dust that gives fairies the ability to fly. Small birds are responsible for transporting it to the storage facility. After being collected, the pixie dust is taken to the Pixie Dust Storage Facility, where it is stored and distributed to the fairies. Pixie Hollow is divided into different areas, including the Winter Woods, and has workshops, gardens, libraries, kitchens, and training areas. Winter fairies cannot enter warm areas, and heat fairies cannot enter cold areas.
