Haru Fukuda (福田 はる, Fukuda Haru) is one of the supporting characters in Girls on Fire.

Haru is a first-year student and one of the Chi-Ha-Tan Academy students seen in the film. She is the commander of the Type 95 Ha-Gō.

In Girls und Panzer: Ribbon Warrior, she is the main commander of the Chi-Ha-Tan Tankoathlon team.

Haru is a short, bespectacled girl with shoulder-length jet-black hair styled in low French braids, square bangs that reveal her forehead, brown eyes, and large oval-shaped glasses. She wears the Chi-Ha-Tan uniform. However, due to her small bust, her uniform top fits looser and reveals more than her teammates'. During battle, she is most often seen wearing a helmet. The helmet is brown and oval.

Haru is a sensitive, timid, and slightly shy girl who seems to lack self-confidence. As a first-year, she wants to emulate her older teammates, but because she's more pragmatic than them, she sometimes doesn't voice her disagreement. However, she's a bit clumsy and often finds herself in awkward situations. During a friendly match, she tried to attack several times after seeing all her teammates shot, but was blocked by Team Mallard and Team Duck.

However, she also proved that she could be quite intelligent: she deciphered what Team Duck told her after the exhibition match during their shared dinner, and suggested to Kinuyo Nishi and the rest of Team Sensha-do (not without angering Tamaki Tamada and Shizuko Hosomi) a different strategy that did not involve a suicide attack, which proved effective during the Winter Cup in Continuous Track and somehow became the second most important strategy after Kinuyo's.

Fukuda Haru seems to have a close connection with Team Duck. Like her other teammates, she admires Nishi Kinuyo for her beauty and demeanor. She was nervous when Nishi Kinuyo started styling her hair. Fukuda Haru even wrote an article about Nishi Kinuyo's beauty. Fukuda Haru also helps Nishi Kinuyo learn how to use computers, as she isn't very computer savvy.

Haru Fukuda's surname means "happiness, good fortune, blessing, good fortune, wealth, prosperity" (福) (fuku) and "field, rice plot" (田) (ta/da).

Haru refers to Team Duck as Duck (Ahiru)-dono. • She also gives each member of Team Duck a weird nickname.

Haru is the second tallest character in the series; she is 8 cm taller than Katyusha.

In the end credits of Girls und Panzer, Haru can be seen sleeping while hugging a stuffed duck, possibly a reference to her admiration for Team Duck.

Her character is likely based on Japanese writer, historian, and World War II soldier Ryotaro Shiba, whose real name was Teiichi Fukuda.

She was born on the same day that UNESCO was founded.
