Harley Sawyer was employed for an unknown period of time by Playtime Co. and likely became a scientist, his colleagues calling him "Doctor" or "Dr. Sawyer". During his work, he learned about companies' failed experiments and realized that they would go bankrupt if they were sued, which seemed to be a foregone conclusion. Eager to prevent this, Harley sought to find solutions for corporations.

In the late 1980s or early 1990s, Harley approached Playtime Co. management with a proposal to solve the company's ongoing problems. Incidents involving lower-level employees, including witnesses to confidential experiments, and declining profits led to Playtime Co. As a potential solution, Harley suggested developing larger games to increase the workforce and reduce costs. He called this solution the Big Body Initiative and asked that he oversee and lead the project.

In his youth, Harley Sawyer was a seemingly intelligent and capable child who was accepted into the Young Geniuses program hosted by Elliot Ludwig. However, even as a child, he already had a dark side: Elliot noted his lack of humility, worked only in the name of science, not humanity, and even insulted Elliot, calling him soft and showing anger when he encouraged him to be good. Dr. Harley Sawyer is an arrogant sadist who performs illegal experiments on both adults and children. He is quite cruel and doesn't care who is in front of him. He makes anyone either a moral freak or a mindless killing machine.

He is also very meticulous and highly values ​​order. Ego is very annoyed when things are not in their place. Harley treats few people well and listens only to himself.

Judging by videotape #1, he wanted to solve the company's problems by creating live experiments in the form of masks. This way, the company wouldn't have to raise the salaries of its employees or spend money on proper working conditions. He seems to have a superiority complex and lacks any sense of empathy for his subordinates. He also seems to only care about the company and would sacrifice everything to keep it afloat, even if it involves innocent activities. Sawyer appears irritable and tired, which may reveal his workaholism. A notable part of his personality is shown in the tape "Your Gift Has Been Delivered.", where Sawyer learns that someone has been recording him, and clearly yells at the camera to have it turned off immediately. This contrasts with his usual calm and stoic personality, which either shows that he is a cover for his more aggressive personality, or that he loses his temper very easily.
