His death prompted his second-in-command, Hassan Zyani, to swear revenge against the United States and begin collaborating with Al-Qatala and the Cartel of Souls, led by the Nameless One, to carry out terrorist attacks.

There, General Herschel Shepherd and Phillip Graves, leader of Shadow Company, secretly carry out an illegal operation: they transport three American ballistic missiles to US allies in the Middle East without official authorization. During the transport, the convoy is ambushed by the Konni Group, a Russian ultranationalist paramilitary organization led by Vladimir Makarov. The three missiles are stolen, and Shepherd decides to cover up the failure to protect his career and avoid an international scandal.

Konni delivers these missiles to Hassan Zyani, who plans to use them to attack US territory in retaliation for Ghorbrani's death. Upon discovering that Hassan possesses a US missile, Task Force 141 launches an operation to locate the remaining missiles before they are launched.

However, as the investigation begins to get closer to the missiles' origin, Shepherd orders Graves to eliminate any loose ends.

This leads to Graves betraying the Task Force just when the mission seems complete after capturing the Soulless One and stopping the missiles: stealing the base from Alejandro Vargas and attempting to assassinate Ghost and Soap.
