After several years in prison, her mind is in constant conflict between what she really should have done and whether she made the right decision that day, although she truly wants to change and stop being the killer she once was.

In her youth, she was an optimistic young woman who genuinely wanted to protect people, but due to her extraordinary marksmanship, she was recruited at a young age by the Public Safety Commission of Heroes. She quickly rose through the ranks of professional heroes, gaining immense popularity under the name Lady Nagant. To the general public, she was the epitome of a brilliant, beautiful, and reliable heroine.
But the Commission Chairman saw in her gift a perfect tool for execution. Instead of arresting criminals in broad daylight, she was given a secret mission: to assassinate under the guise of maintaining peace. Over time, Kaina was forced to kill dozens of people. Her hands were stained with blood as she watched society celebrate an artificial peace built on hidden corpses.
For years she acted as the government's covert assassin, killing dangerous villains and corrupt heroes before they could cause public panic. Mentally collapsing under the weight of her guilt, she confronted the Chairman of the Commission, demanding he halt these operations and expressing her desire to resign. The Chairman threatened her, implying that if she tried to speak out or retire, she would be eliminated to protect state secrets. After being threatened, in an act of self-defense and desperation, she murdered the Chairman of the Commission of Heroes.
To prevent the truth from coming out, the government covered up the incident. They told the public that Lady Nagant had murdered a fellow hero out of greed and internal disputes. She was stripped of her license and sentenced to life imprisonment in Tartarus, Japan's maximum-security prison, erasing her legacy from official history.

She endured the extreme physical restrictions and the lack of sunlight without a single complaint. This resignation did not stem from inner peace, but from profound clinical depression and mental exhaustion after years of committing covert murders. For her, prison was the only place where her hands no longer had to be stained with blood. Despite being trapped at the deepest and darkest level of the judicial system, she never begged, never bowed, and never showed remorse to the authorities who imprisoned her. She maintained a dignified and aloof demeanor. Her silence was also a form of passive resistance against the Public Safety Commission; she refused to be the submissive "scapegoat" they wanted, keeping in her mind the truth of what had really happened, even though the outside world believed her to be a greedy villain.
After Nagant's arrest, the Commission learned that a fully grown, trained hero could develop a dangerous morality. Therefore, they took Keigo Takami (Hawks) under their wing from a young age, molding and indoctrinating him from scratch. Hawks grew up in Nagant's shadow, studying his classified records and learning from his "mistakes" to become the perfect spy. Hawks always knew the truth about her. He knew that Kaina wasn't a greedy criminal, but a broken victim of the system. For this reason, Hawks held her in deep respect and immense pity.

Their ranking depends on the number of cases solved, their power, and their public popularity. To become a legal hero, young people must attend specialized preparatory academies. The most prestigious in Japan is U.A. High School, which boasts high-tech training grounds (like the USJ) capable of simulating natural disasters. Strict government control and blind worship of heroes have created deep rifts in society:

The Heroes Public Safety Commission is a government organization that pulls the strings behind the scenes. They operate with morally questionable tactics, covering up scandals and secretly eliminating threats to maintain the illusion of a peaceful and perfect society.
The Legend of the Symbol of Peace: For decades, the stability of the world (especially Japan) depended almost exclusively on a single man: All Might. As the "Symbol of Peace," his power was so overwhelming that he single-handedly reduced crime rates to historic lows. However, this created a dependent, fragile, and complacent society. When All Might retires, the power vacuum destabilizes the entire country, allowing the Paranormal Liberation Front to rise and triggering the collapse of social order.
